Technical Advisor - Strengthening Fisheries Management and Production Capacity Project – P184
Ministry of Fisheries and Marine Resources, Somaliland
The Somaliland Development Fund (SDF) is a 4 - year fund designed to support the Government of Somaliland (GoSL) filling a critical gap supporting projects that are fully aligned to the National Development Plan (NDP). SDF is currently funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA), Norwegian Embassy and the Netherlands. The SDF has allocated funding for implementation of Strengthening Fisheries Management and Production Capacity Projectin Somaliland implemented by the Ministry of Fisheries and Marine Resources (MoFMR. The MoFMR intends to use a part of the funding for engage the services of a Long Term Technical Advisor to the Project for a period of 352 working days over a period of 17 months.
The Somaliland Development Fund Secretariat on behalf of the Ministry of Fisheries and Marine Resources now invites applications from qualified Fisheries Sector professionals for the above position. The position will be based at the Project Management Team offices in the MoFMR.
Required Qualifications/Skills
Qualifications and skills
* Master’s Degree or equivalent in Fisheries Sciences, Marine Resources, Biology, (specialized in Aquaculture or Fisheries resources). In the absence of a Master’s degree, qualified candidates with Bachelor’s degree and 12 years’ experience will be considered;;
* Proven understanding of the Project Cycle Management;
* Demonstrated excellent command of spoken and written English.
* Proven facilitation, analytical and report writing skills;
* Proven interpersonal and diplomatic skills; and
* Proven conflict sensitivity and understanding of gender programming.
General professional experience
* Minimum of 10 years' experience working in senior management or advisory level positions in the management of fisheries projects in emerging countries.
* Proven experience in Project Management skills including financial monitoring and reporting. Experience in setting up of M&E systems;
* Demonstrated experience in advisory positions to governmental/public sector bodies and in collaborative procedure and policy development.
* Specific work experience in East and Horn of Africa context is required. Specific work experience in Somalia or Somaliland would be an added advantage but not essential.
* Understanding of environment awareness and conflict sensitive programming is desirable.
Specific professional experience
* Demonstrated experience (minimum of 8 years) in project design, formulation and management of projects supporting artisanal fisheries, fisheries support infrastructure and value chain support. Examples of projects managed in the last three years might be requested;
* Proven hands-on experience in the management of teams located at distance at sub national level.
* Experience in community organization and mobilization in disadvantaged and remote settings; and
* Experience in ministerial capacity building including experience in collaborative policy and regulatory framework development.
