M&E Manager, Integrated Humanitarian Response

PROGRAM SUMMARY:
Mercy Corps has been working in Somalia since 2006 and is implementing a variety of programs in many regions. Somalia faces continued political, climatic, and economic shocks and stresses, including recurrent drought and erratic rainfall, continued instability from numerous conflicts and limited government capacity to establish authority, ensure security and provide public services. These have led to extreme vulnerability and contribute to youth radicalization, children's malnutrition, and distressful poverty. Mercy Corps Integrated Humanitarian Programs use system approach to tackle these stresses and that increase resilience of Somali households and communities to recurrent shocks. Mercy Corps Integrated Humanitarian Programs include Economic Market Recovery Projects, durable solutions driven IDP/Refugee return programs, and social protection programs among others.
GENERAL POSITION SUMMARY:
The M&E Manager will support the management and implementation of all Mercy Corps Integrated Humanitarian Response Program activities including the monitoring and evaluation plan, monitoring the impact of interventions, and learning. The M&E Manager will provide leadership to the entire Integrated Humanitarian Response Program, including all sub-grantees, in developing program level M&E systems that enable clients and stakeholders to analyze and effectively represent program results in a synchronized manner. Ensure that monitoring systems meet the requirements of specific donors and reported with quality and evidences. Lead the process of conducting the Integrated Humanitarian Response Programs baselines, mid lines and end line surveys for impact level indicators and to continuously improve the different databases. In addition, the M & E Manager will be responsible for tracking and recording systems, working closely with program staff, partners and donors. He/She will establish the M&E system serving the needs of all programs. The system must be designed and maintained to harmonize program approaches of specific Integrated Humanitarian Response Program implementers with utility and program quality in mind, providing managers and their teams real time information that can steer specific program implementation as well as improve our ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves. The system must include a variety of methodologies (both quantitative and qualitative) and also must engage communities. The Manager also produces regular reporting to specific donors and responds to information requests, and thereby works closely with the management and communication teams to ensure that program information is managed in a controlled and efficient manner. As such, this collaboration results in a positive program public image, and the design of a communication plan to build public, private and political support for implementing various reforms under this program.
ESSENTIAL JOB RESPONSIBILITIES:
Technical Leadership
  • Contribute to program design to ensure adherence to Mercy Corps' standards, including the use of standardized indicators and documentation methodologies.
  • Provide leadership and training in the development of M&E Plans, M&E tools, survey design, methodology, data analysis, and other services as may be required for the specific Integrated Humanitarian Response Program monitoring and evaluation.
  • Assist in the recruitment of competent Integrated Humanitarian Response Programs M&E program staff and organize the program team to perform M&E activities.
  • Build the capacity of all relevant Integrated Humanitarian Response Programs team members to develop and maintain an excellent M&E system, including the periodic reflection and analysis of program monitoring data.
  • Provide guidance, recommendations, supervision, and leadership to the Integrated Humanitarian Response Programs to ensure that the M&E system meets the needs of the program, managers, and senior leadership.
  • Address shortfalls in monitoring, evaluation and information management that affect program implementation.
  • Ensure that all Integrated Programs use the necessary M&E systems and tools, to inform and improve the program, as well as feed into the broader nation-wide M&E system, organizational-wide mission metrics system, and country strategy.
  • Take the lead in aligning, collecting and reporting on relevant indicators to the organizational-wide M&E system.
Provide Oversight and Management of Data and Information Systems
  • Assist humanitarian programs team to develop a Management Information System (MIS) to support data collection, analysis and reporting needs.
  • Assist in the processing, analysis and reporting of specific integrated humanitarian program data where needed.
  • Maintain a comprehensive schedule of donor funding reports for the integrated humanitarian response programs and review project/program reports to ensure that reports contain accurate, clear, and high-quality data and presented in the proper format.
  • Develop program and operational reporting templates that facilitate the acquisition, aggregation and flow of information in the program.
Team Management
  • Create and sustain a work environment of mutual respect where the integrated humanitarian response team members strive to achieve excellence.
  • Promote accountability, communicate expectations and provide constructive feedback via regular performance reviews.
  • Supervise, hire and orient new RISE team members as necessary.
  • Provide integrated humanitarian response programs team members with information, tools and other resources to improve performance and reach objectives.
  • Contribute to the integrated humanitarian response programs team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
Internal and External Coordination
  • Strengthen linkages with other internal resources, including the Digital Library, Hub, and Clearspace, to enhance organizational learning where relevant to DM&E.
  • Provide support to and coordinate between all locations in all aspects of M&E and information management in country.
  • Coordinate with Mercy Corps' HQ-based and regional Technical Support Unit (TSU) to guide process of ex-ante, ex-post and midterm evaluation, from the design, implementation and documentation phases.
  • Participate in M&E-related working groups and maintain close working relationships with DM&E counterparts in other relevant international NGOs, and local NGOs and associations in Somalia.
Strategic Leadership
  • Provide leadership, in collaboration with the Integrated Humanitarian Response Programs Manager, Director, and the Country Director to offices and programs in all aspects of DM&E and information management.
  • Participates in the facilitation of country and sector-level strategic planning sessions, assisting in the development of the CO annual plans.
  • As a strategic leader, actively participate in management meetings and country-wide strategy sessions.
Representation
  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.
  • Communicate effectively to ensure overall project targets and donor obligations are met.
Organizational Learning: As part of our commitment to organizational learning and in support of our understanding that learning organizations are more effective, efficient and relevant to the communities they serve - we expect all team members to commit 5% of their time to learning activities that benefit Mercy Corps as well as themselves.
Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.
SUPERVISORY RESPONSIBILITY: M&E Officers.
ACCOUNTABILITY:
REPORTS DIRECTLY TO: Director- Integrated Humanitarian Response Programs
WORKS DIRECTLY WITH: Manager- Integrated Humanitarian Response Programs and other program staff as well as operation staff in the country and field offices. Also closely work with M & E and Program teams of Mercy Corps Somalia Development Programs.
KNOWLEDGE AND EXPERIENCE:
  • BA/S or equivalent in International Development or a related field required; coursework in research and evaluation methodologies and statistical analysis is preferred.
  • 3-5 years of active M&E work experience in development programming required; ideal candidate will have both theoretical and practical background in M&E and skilled in qualitative and quantitative M&E methodologies and techniques.
  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products.
  • Previous experience working on USAID/OFDA/ UN/EU-funded programs strongly preferred.
  • Excellent computer skills, including experience with: Excel, PowerPoint, Publisher, SPSS, Access, SQL, and any other statistical packages.
  • Commitment to local capacity building and the ability to engage local stakeholders in the project design and implementation.
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required. Experience living and working in challenging environments preferred.
  • Excellent interpersonal and cross-cultural communications skills.
  • Ability to work independently and as a virtual team member.
  • A full commitment to Mercy Corps core values and humanitarian mandate.
  • Extensive travel experience preferred.
  • Fluency in spoken and written English. Knowledge of Somali language is an advantage.
SUCCESS FACTORS:
The successful candidate will have an ability to interact effectively with international and national personnel both in a technical advisory and training capacity and will also have an ability to support programmatic objectives with timely and meaningful information. A demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities is essential, as is an impeccable, professional standard of M&E and reporting and a willingness and ability to ensure compliance with Mercy Corps and donor policies and procedures. The M&E Manager must be willing to travel regularly to the program sites.
LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:
The M&E Manager will be based in Mogadishu, and support Integrated Humanitarian Response programs activities throughout the country. This is an unaccompanied post in a highly insecure environment. This position is eligible for Mercy Corps Somalia Hardship and R&R benefit.
Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC's policies, procedures, and values at all times and in all in-country venues.
