Organizational Setting
This position is located in FAO Somalia's Office with duty station Bossasso, Somalia.
Reporting Lines
The Fisheries officer reports to the FAO Somalia Representative and the Sub Regional Coordinator for Eastern Africa and works under the direct supervision of the FAO Somalia Fisheries Coordinator, the technical guidance of the Fisheries and Aquaculture Officer of the Sub Regional Office for Eastern Africa and in collaboration with national consultants and counterparts.

Key Results
Research, technical analysis, and project related services to support the delivery of programme projects, products, and services.
Key Functions
  • Contributes to the development of policies and strategies of the emergency and non-emergency program activities in the fisheries sector;
  • Provides substantive technical input for developing aquaculture and small scale fisheries value addition related project proposals and provides scientific advice and conducts analyses in support of the fisheries activities for reporting;
  • Prepares regular updates and analyses on the fisheries situation and specific needs, to be presented to the FAO Somalia Representative, and the Fisheries Coordinator;
  • Designs, manages and implements projects related to the development of the Small Scale Fisheries and Aquaculture sector;
  • Plans, organizes and facilitates training workshops and seminars; makes presentations on project topics and activities; prepares reports and other technical documents as required;
  • Provides assistance, as required and appropriate, to FAO implementing partners;
  • Manages and supports the day-to-day fisheries sector operations;
  • Supports and carry out assessment, monitoring and evaluation methods, training and strategy with all relevant partners;
  • ensures timely dissemination of required information to the donor community, UN agencies, NGOs, national authorities and all partners in support to the Somalia fisheries sector;
  • Improves dialogue with NGOs, UN agencies and other partners at field level, and liaises regularly with them as projects develop with the aim of improving implementation and activity performance and delivery;
  • Supports the in developing work plans and budgets, and in the monitoring and reporting of progress in Fisheries implementation (including financial reports) vis-à-vis agreed timetables and budgets;
  • Prepares progress reports as well as a final technical report at the end of his/her assignment to be presented to the FAO Somalia Representative;
  • Performs other related duties as required
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
  • Advanced university degree in Marine Biology, Fisheries Science, Fisheries Economics or related field;
  • Five years of relevant experience related to fisheries and aquaculture, including experience in the planning and implementation of fisheries research projects, and the analysis and interpretation of the results and in the formulation of scientific advice for fisheries management purposes
  • Working knowledge (level C) of English and limited knowledge of another working language of the Organization (Arabic, Chinese, French, Russian, or Spanish).

Technical/Functional Skills
  • Work experience in more than one location or area of work, particularly in field positions is desirable.
  • Extent and relevance of experience marine and inland fisheries activities
  • Familiarity with Somalia as part of the IGAD region is desirable;
  • Extent and relevance of experience in project proposal identification and development;
  • Extent and relevance of experience in preparing and implementing programmes and projects, including those related to technical assistance and capacity-building
  • Extent and relevance of experience in participating and servicing inter-governmental meetings, including preparing and delivering presentations to large audiences, participating in field missions and ability to create and nurture liaison at national and/or intergovernmental levels.
  • Demonstrated ability to liaise with donors and partners, maintaining schedules on time and within budget
  • Working knowledge of another language of the Organization would be an asset.
