Background
Danish Demining Group (DDG) is part of the Danish Refugee Council (DRC). DDG is an operational unit specialised in the prevention and reduction of armed violence (AVR). DDG has AVR programmes in many other countries in the region including Somaliland, Somalia, Yemen, South Sudan and Uganda. Danish Demining Group is looking to recruit two (2) Field Construction Engineers who will be responsible for construction activities as the field level. The position Field Construction Engineer/Foreman is based in Grower (30%) , with frequent travel to other field sites (70%).
Purpose
This position will coordinate the implementation of the Construction of Police Stations in Puntland and will ensure that the Civil Engineering protocols are adhered to on a daily basis monitor, check, verify, advise on site progress and recommend measures for timely and quality delivery of each construction site. In particular, the person will be responsible for supervision of the Hired Contractor on the ground. Field Construction Engineer/Foreman will consult closely at all times with the Area Manger but will have dotted line responsibility with DDG Construction Manager on technical matters.
Duties and Responsibilities
  • Take lead role in planning, scheduling, assessment, monitoring and evaluation of Police Station construction activities.
  • Coordinate construction activities with Contractors.
  • Supervision of Construction:-
  • Contribute in ensuring that construction drawings, BOQ's, specifications and other relevant technical requirements are adhered to by the contractor.
  • Provide technical support in the construction of police stations and ensure contractor meets set standards.
  • Prepare interim and completion certificates, for review by DDG Construction Manager.
  • Daily inspection of the construction activities at sites, and review performance of contractors based on site visits and meetings.
  • Take general supervision of construction progress and quality control of material and workmanship as per agreed standards.
  • Maintain daily progress report, weekly report and monthly report and share with DDG Garowe office periodically
  • Ensure Health and Safety is adhered to on daily bases throughout the construction period
Reporting Arrangements:-This position currently reports to the Area Manager Puntland.
GENERAL

Requirements:
  • Minimum 3 years’ experience in similar position in an international NGO, UN agency or Construction company.
  • Diploma or Certificate in Civil Engineering, architecture, or its equivalent; A Minimum of Secondary school Education.
  • Previous Practical experience managing construction sites
  • Experience in management of construction
  • Attention to details and quality workmanship
  • Practical experience with planning and execution of construction works.
  • Proven communication, interpersonal, leadership.
  • Supervisory and report writing skills.
  • Able to work under pressure;
  • Initiative, sound judgment and dedication;
  • Excellent oral and written presentation skills.
  • Fluency in English and Somali
  • Must be willing to reside at the field offices in the mentioned districts for effective and efficient site supervision.
Conditions *Availability:*1st Augusts 2015
Duty station: Garowe with frequent field travel to Dangoroyo, Harfo, Iskushuban, Goddob Jiiran
Contract: 11 months dependent on both funding and performance with a 2 months’ probation period. Salary and conditions in accordance with the Danish Demining Group-Danish Refugee Council’s Terms of Employment for National Staff
