BACKGROUND
Under a grant from the European Union, UN-Habitat is implementing a 15 million EUR project to rehabilitate and upgrade the principal water supply for Hargeisa, the capital of Somaliland. The duration of the project is 42 months, beginning in December 2012, and ending in mid 2016.
The Hargeisa Urban Water Supply Upgrade Project (HUWSUP) comprises the replacement of over 23 km of pipeline from the main wellfield of Geed Deeble, with a new, high-capacity transmission main that will be able to bring more water to Hargeisa, a process assisted by the rehabilitation of the system’s pumping facilities. HUWSUP will also drill new boreholes and explore new water sources, in order to connect additional, sustainable sources of water to the upgraded pipeline system.
The overall objective of the HUWSUP project is to "Improve access to safe and affordable water and enhance livelihoods of vulnerable households in urban and peri-urban areas of Hargeisa city, through expanded supply of drinking water from sustainable water sources, and associated creation of employment opportunities." The project is of national importance and is the single largest infrastructure grant from the EU to assist the Somaliland authorities with its key development priorities of water supply rehabilitation and expansion.
The Project is procuring consultancy services, pipeline materials, equipment and construction services - mostly under relatively large-scale subcontracts. Competitive procurement processess are being conducted jointly with UNON Procurement Section, in line with applicable UN Rules & Regulations for this purpose.
Purpose of assignment:
Under the overall supervision of the Chief Technical Advisor, the guidance of the HUWSUP programme management and the direct supervision of the Project Coordinator, the Procurement Assistant will perform the following tasks:
Key Functions:
  • Support to procurement processes for HUWSUP, Shelter and other Urban Infrastructure Projects
  • Assist in Implementation of procurement plans and processes, subcontracting, sourcing and cooperation agreements
  • Assist in Implementation of operational arrangements and strategies
  • Inventory of Assets and support to Project Assets Management
  • Provision of logistical services
  • Assist in the establishment and maintenance of suitable project filing systems
  • Support to knowledge building and knowledge sharing in procurement and acquisition of services
  • Provide support to the implementation of payment plans and processes for HUWSUP project
TASKS
  • Support to procurement processes for HUWSUP, Shelter and other Urban Infrastructure Projects, focusing on achievement of the following results:
  • Provision of inputs to preparation of procurement and source selection plans for the projects
  • Support to organization of procurement processes including inputs to RFQs, ITBs or RFP documents, receipt of quotations, bids or proposals, their preliminary technical evaluation.
  • Liaise with UNON Procurement Section and follow-up on procurement processes
  • Assist in the preparation of Local Purchase orders, agreements and small-scale contracts.
  • Ensure that Purchase orders are duly prepared and dispatched. Check on delivery against POs, assist with inventory, receiving & inspection forms, and check compliance with specifications and budget.
  • Establish and maintain a excel sheet for Local Procurement Orders, by Project Location, Vendor, Project and Procurement Value
2. Assist in Implementation of operational arrangements and strategies:
  • Full compliance of procurement activities with UN/UNON rules, regulations, and policies.
  • Provide inputs to Procurement processes monitoring and record-keeping
  • Inputs to strategy for improved Logistics and Field Operations, in consultation with the direct supervisor and project management.
  • Inventory of Assets and support to Project Assets Management
  • Preparation of inventory reports.
  • Implementation of Inventory, physical verification, quality control and price checks in collaboration with other staff
  • Provision of logistical services, focusing on achievement of the following results;
  • LPO preparation; arrangement of consignments, parcels and shipments; check vehicle logs and maintenance organization; arrangements for meetings and conference facilities.
  • Timely conducted DSA, Travel Arrangements, hotel bookings, airport collection, excahnge of information between Nairobi and project offices.
5. Assist in the maintenance of suitable project filing systems
  • Assist in the maintenance of filing systems on procurement.
  • At Nairobi office and field level, assist in the maintenance of filing systems for technical information, contracts management, correspondence and progress monitoring
  • Support to knowledge building and knowledge sharing in procurement and acquisition of services
  • Participate in relevant trainings on Procurement and Logistics.
  • Contribute to knowledge networks, and establishment of best practices in procurement
  • Provide support to the implementation of payment plans and processes for HUWSUP project
  • Prepare and organise payment processes, including preparation of Disbursement Vouchers, Payment Vouchers, Transfer Letters, Purchase Orders and Expressions of Interest
  • Ensure that contract, procurement and payment documents are duly prepared and dispatched
  • Liaise with UNHABITAT staff in Nairobi and Somalia to regularly follow-up on payment processes and progress
Work implies frequent interaction with the following:UNON Procurement Section, UNON BFMS, UN-Habitat OoM, International and local suppliers and contractors, officers and technical staff in HUWSUP and the UN-Habitat Somalia Programme, other UN agencies, non-governmental organizations, international consultancy firms, and international and local consultants.
Results expected:
The key results of the assignment include:
  • Efficient and appropriate execution of procurement processes under HUWSUP, Shelter and Urban Infrastrcuture projects.
  • Adequate follow up on procurment processes for the above
  • Adequate procurement services and assets management.
  • High standards in terms of quality and accuracy of work completed.
  • Accurate data entry, presentation of information and client-oriented approach, thus enhancing the Programme's capability in the management of procurement services.
  • Established and well maintained filing systems for procurement, technical information, contracts management, correspondence and progress monitoring.
COMPETENCIES
Professionalism: Knowledge and experience of procurement procedures, rules and regulations, including familiarisation with key software, hardware and communication tools.

Familiarity with the UN system
QUALIFICATIONS
Education
University degree (Bachelor's level) in Public Adminstration or Business Administration /Management, or similar, preferably with a specialization in Procurement.
Work Experience
Minimum of 2 years of experience in general administration, with previous tasks in at least 3 areas of procurement, assets management, logistics, finance, filing systems and general adminstration. Experience in the usage of computers and office software packages (MS Word, Excel, DBase, Powerpoint, etc.) and knowledge of automated procurement systems, experience in handling of web based management systems.
  • Additional experience with UN procurement systems will be beneficial;
  • Experience in Africa and Islamic countries, basic knowledge of the Somalia social, political, economic and cultural context.
  • Good communication skills and capability to work with colleagues and counterparts from a different socio-cultural environment;
  • Team player and able to motivate and work in harmony with local staff and other agencies.
  • Strong sense of initiative, stress resistant, and willingness to commit to long working days if needed
Languages
Languages: excellent command of English and proven ability in report writing.
TIME FRAME
The assignment is expected to take 6 work-months, to be concluded within a period of six (6) calendar months. It should start on or around 13 August 2015, and finish after six months, on or around 12 February 2016. The assignment will be Nairobi based, with occasional travel to the field.
Remuneration
Remuneration will be based on established remuneration rates for individual local contractors. The rate is determined by functions performed and experience of the contractors. The fees will be paid as per agreement. Payments will be based on deliverables over the consultancy period and satisfactory performance.
