Deputy chief of party, Mogadishu, Somalia

Chemonics seeks a deputy chief of party for the ongoing, USAID-funded Strengthening Somali Governance (SSG) project based in Mogadishu, Somalia. This position will support the chief of party in supervising all activities related to this project and will have overall responsibility for the successful performance of the operations team. The deputy chief of party shall supervise the grants team, training activities, procurement and logistics, M&E (including data collection), and ensure that all activities are implemented in compliance with USAID contract regulations and Chemonics' internal procedures. Responsibilities include:
  • ​Provide leadership and management oversight for all program support activities including but not limited to grants under contract, communications, monitoring and evaluation (M&E), logistics, procurement, and financial and human resources management
  • Ensure transparent and fair procurement processes including implementation and review of grants under contract
  • Provide quality assurance on project M&E data and contract deliverables. Prepare deliverables required per the prime contract in consultation with the chief of party
  • Provide mentoring and coaching to local staff members as part of fostering their personal and professional development. Assist the chief of party with creating a collegial atmosphere and giving constructive feedback in a constructive way that encourages open communications on questions and challenges
  • Ensure compliance with USAID rules and regulations and Chemonics policies and systems with support from the home office PMU
  • Represent the project and build connections with key stakeholders, beneficiaries, USAID, other international donors, etc. as requested by the chief of party. The deputy chief of party is expected to play an active role in conversations with other development implementers operating in Mogadishu, Hargeisa, and Puntland
Qualifications:
  • Master's degree in management or relevant field required
  • ​Ten years of experience with USAID or other donor programs in a post-conflict environment
  • Five years of grants management experience
  • Experience​ supervising local and expatriate staff
  • Able to establish strong working relationships with project stakeholders, the international community, government officials, and other local actors
  • Experience overseeing monitoring and evaluation mechanisms and data collection, procurement processes, and training for local staff
  • Previous experience in Somalia strongly preferred; previous experience living and working in high-risk security environments required
  • Demonstrated leadership, integrity, and versatility
  • English fluency required
