The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in South Central (Mudug, Galgadud, Banadir and Nugaal) regions of Somalia, implementing interventions in the areas of Livelihood, WASH and Health, GBV, Governance and Rights reaching out to more than 200,000 conflict and drought-affected population in these regions.
Scope of Work:
The Livelihoods Program officer will work under the direct supervision of the Senior livelihood officer based in Galkacyo. She/he will be responsible for the day to day planning, implementation; monitoring and reporting of all funded livelihoods activities and will focus on conducting livestock activities. The position holder will also be expected to work closely with the rest of IRC’s program and operations teams in the execution of his /her duties.
Specific Responsibilities
  • Plan and implement all project activities as per the approved proposal and IRC’s policies and procedures.
  • Develop and maintain close working relationships with the community leaders and the district local authorities in the project area.
  • Mobilize communities in the project area in the planning, implementation and monitoring of the project.
  • Promote community participation through establishment of community linkages that recognize positive contribution to program interventions.
  • Regularly update all project monitoring and data tools while keeping accurate records of the same. These will include among others. 3 w matrix, price monitoring sheets, monthly cluster planning /reporting, etc.
  • Responsible for overseeing identification, selection and registration of all project beneficiaries based on the approved criteria.
  • In liaison with the Senior Livelihood officer, review and approve project beneficiary lists before commencement of activities.
  • In liaison with the Senior livelihood officer and other relevant field staff, prepare weekly and monthly work plans for efficient and timely implementation of the project activities.
  • Maintain up to date records of information of all project beneficiaries for follow ups and reporting.
  • Compile timely and regular progress and circumstantial reports and submit to the Senior livelihood officer when as required
  • Supervise assigned program staff to ensure they execute their tasks well.
  • Participate in field level inter agency coordination meetings as required and directed by the supervisor.
  • Support the senior livelihood officer in tracking of expenditures at the field level.
  • Support the senior livelihood officer in drafting monthly progress, quarterly, final and donor reports.
  • Lead in the overall implementation and monitoring of all funded livestock related activities particularly in central regions of Somalia.
  • Mobilize communities at the village level to participate in livestock activities such as best practice field days, treatment/vaccination, restocking, destocking training etc.
  • Monitor closely the performance of community based animal health workers supported by the IRC and ensure that they are effectively engaged in their roles.
  • Collect and report on livestock based information at the village level and prepare reports for planning and program development.
  • Undertake identification and registration of communities /individuals to be targeted for livestock activities as per approved grants.
  • Keep accurate records of reports of community animal health workers and provide feedback on their training and support needs.
  • Identify and document best practices in animal husbandry in the region to improve quality of programs implemented.

  • Participate in sectoral assessments to be conducted regularly
  • Document key studies, success stories and such other information of interest and submit the same to the senior livelihoods officer for review and sharing.
  • In close coordination with the senior livelihoods Officer, support in conducting technical assessments related to livestock programs.
  • Provide timely reports on the field trips, monitoring visits and assessments conducted from time to time.
  • Lead in collection, analysis and reporting of important livestock information and trends in the field to improve the quality of programs.
  • Create linkages and good working relationships with other local and international actors involved in livestock programming such as UNFAO, VSF, and COOPI etc to enhance coordination and sharing of experiences and best practices.
  • Perform any other duties as may be assigned by the supervisor
General Responsibilities
· Understand and adhere to IRC's established policies and procedures for administration, finance, procurement, safety and security management, and project management.
· Adopt personal and professional conduct, which conveys IRC's mission & mandate.
Qualifications and experience:
· University Degree in social sciences and at least veterinary background at diploma level is required or any other closely related qualification.
· At least 3 years proven experience implementing livelihoods /food security programs
· Demonstrated experience in community mobilization, Trainings monitoring of programs and reporting of activities will be required.
· Ability to multi-task and effectively handle stressful situations.
· Excellent verbal and written communication skills (fluency in both English and Somali required).
· Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
· Proficiency in computer applications such as word processing, EXCEL spreadsheets, e-mail, etc.
· Ability and willingness to work and travel throughout central Somalia regions.
