To consolidate basic governance institutions at the local and national levels, in line
with a long-term ambition for Somalia to develop transparent, participatory and
accountable government institutions and practices. The objective of the assignment described by the present Terms of Reference is to engage an
Implementing Entity to ensure the professional and technical quality of the implementation and reporting of the DE entitled “Participatory Governance and Peace”

Activity focus:
• Electoral and Democratic Processes:
a) Capacity development, including training programmes for electoral commissions at the
local, regional and national levels,
b) Technical Advisory services to the same commissions;
c) Capacity development of and support to selected civil society organisations with
experience from conducting analysis and research in the area of promotion of
participatory and democratic governance, peace building and electoral processes,
including identification of the needs and priorities of local communities and people, and
d) Financial and project management support to local civil society organisations in
promoting events of peace building, conflict prevention and reconciliation and
democratic governance including electoral processes.
• Support to awareness raising of rights holders, through the strengthening of civil society
actors through civil education and outreach particularly at the local level with a particular
focus on vulnerable groups and by applying a gender sensitive perspective, in the areas of
democratic governance, electoral processes and peacebuilding
• Capacity development targeting selected duty bearers such as relevant ministries,
government institutions and local administrations particularly in the area of administration
of inclusive electoral processes encompassing the entire electoral cycle.
• Programme management of the DE including monitoring and reporting procedures (see
below).
• Management and administration of cooperation arrangements with identified civil and local organisations/actors engaged in the focus areas of the DE (including funding and project management support). 

Qualifications Required Only the experts meeting the set criteria will be shortlisted and contacted.

- Relevant university degree or other relevant educational background,
- Working experience from both a developing context and from (a) OECD countr(y)ies.
- A minimum of 5 years of relevant programme management experience in a developing
context.
- Solid experience as a team leader on peacebuilding, democratic governance including
electoral processes,
- Experience from working in sensitive political settings and situations affected by
conflict and fragility,
- Excellent communication and interpersonal skills.

Professional Experience Required

- Experience within governance and democratization from the Horn of Africa
- Demonstrate a track record of working with the communities and regional/local
institutions in Somalia which intend to implement the programme.
- A proven record demonstrating a solid understanding of the New Deal Somali Compact
and its organisation and structures and the linkages between various programmes
developed and implemented under the New Deal Compact and the activities to take
place under this framework.
- Experience with conceiving, developing implementing result frameworks and M&E
systems and scenario planning and risk management systems including risk matrixes.
- Experience in managing and administrating grant schemes and programmes supported
by international development partners (dialogue, financial management, accounting,
contracting, and procurement).
- Familiarity with Danida Aid Management Guidelines or similar.
