The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
The NRC Somalia programme is part of the NRC Horn of Africa,Yemen, South Sudan and Uganda regional programme. Operations in the region started in Somaliland in 2004, expanded to Puntland in 2006, South Central Somalia and in Kenya in 2007. Since 2011, the regional programme has expanded to Ethiopia, Yemen, Djibouti, South Sudan and Uganda. Prioritized activities focus on shelter; WASH, Education, Food Security and Information, Counselling and Legal Assistance (ICLA) . The Regional Office is situated in Kenya (Nairobi).
The shelter specialist is responsible for the technical support to the Shelter Core Competency project teams in the Country. He/she reports to the Head of Programme - Somalia.
NRC may be required to verify the identity of its partners/employees and to check that its partners/employees have not been involved in illegal activities. NRC reserves the right to use electronic screening tools for this purpose.

Job description

  • Provide Shelter-specific contextual analysis as input to the Country Strategy and Contingency Plan to Head of Programme (HoP)
  • In support of the Shelter Adviser and the HoP, ensure that the Shelter core competency Strategy informs and is integral to the strategies of the other NRC Somalia core competencies
  • Ensure compliance and adherence to NRC policies within the Shelter core competency
  • Ensure that the Shelter project(s) actively promotes and protects the rights of refugees, IDPs, host community and returnees; and operationalize the advocacy strategy
  • Represent NRC in relevant forums/clusters/sector coordination, including local authorities
  • Develop high shelter quality proposals
  • Develop shelter design , BoQ, Drawings and quality assurance components
  • Ensure implementation of high quality shelter interventions
  • Ensure generation of timely and high quality project reports
  • In close coordination with the Head of the shelter teams, AMs and Program HoP and based on needs, develop draft programmatic approaches for further program development
  • In close cooperation with the shelter team, AMs and the HoP continuously develop the shelter project(s) based on assessment of needs and funding opportunities
  • Ensure that adequate standards for shelter solutions, assistance methods, inclusion of cross cutting issues, geographical coverage and scale are in line with programmatic definitions and strategies
  • Support the AMs and HoP the identification and utilisation of funding opportunities in the area of operation
  • Lead on the development and revision of funding proposals, budgets and donor reports in accordance with the Shelter core competency strategy and priorities, NRC programme policy and international standards
  • Develop and deliver capacity-building initiatives in identified areas, including training and mentoring for Shelter national core competency staff based on gaps in specific areas of knowledge and practice

Qualifications

  • Shelter Core Competency (CC) expertise, with a minimum 4 years of experience within Shelter (or similar fields) in a humanitarian/ recovery context
  • Solid Shelter / NFIs and WASH expertise on household level
  • Experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Valid driver’s license
  • Experience with project development, especially from an emergency and post-emergency phases
  • Experience in working with ECHO, DFID, NMFA, SIDA and UN agencies UNHCR, UNICEF etc ;
  • Knowledge of the context in Somalia and preferable Horn of Africa
  • Experience in capacity building and community mobilization;
  • Experience in advocacy work
  • Experience with coordination mechanisms (cluster and sectorial)
  • Knowledge of Somali language is an asset
