OVERVIEW OF THE POSITION
The Mine Action Cluster (MAC) within the Global Partner Services Office (GPSO) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners. The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Cluster Chief who has the overall authority and accountability for the performance of the Mine Action Cluster on behalf of its clients.
Somalia Mine Action supports mine and explosive remnants of war (ERW) clearance activities, awareness programming, contamination survey and coordination for mine action activities throughout Somalia. Somalia Mine Action works closely with other UN Agencies, local communities and humanitarian and development actors to ensure a sustainable and effective response to explosive contamination in Somalia, with priority on improving the lives of people living in affected communities, and ensuring national capacity development for a long term solution to the problem. In Somaliland and Puntland, capacity development has been carried out for the Somaliland Mine Action Centre SMAC, the Police EOD, the Puntland Mine Action Centre and the Puntland EOD. The Programme has an office in Nairobi to provide managerial and support functions for the Regional Offices in Somalia.
GENERAL FUNCTIONS
Project Manager is responsible for the day to day operations of the project(s) and provides services to different donors, partners and beneficiaries. He/ She is expected to meet and exceed the organizations performance and delivery goals. The Project manager will be responsible for projects based on priorities identified by the Somali authorities including the Somali Police Commissioner. Police projects will be implemented to support both federal and state police institutions as agreed by the Federal Government of Somalia.
Functional Responsibilities
§ The Project manager will assist and support senior management of Rule of Law and State Institutions (ROLSI) police Programme where relevant, on in-country police EOD and IEDD operations;
§ Advise on the development of national institutions (including the selection, organization, training and equipping of appropriately-sized capacities) that enable them to manage, coordinate and implement appropriate responses to the current and residual explosive hazard threat;
§ Draft Statements of Work (SOW) for inclusion in Requests for Proposals (RFP) issued by UNOPS in support of explosive hazard reduction for the Federal Government of Somalia;
§ Design and draft project documents including; Project start up documentation that will be presented to a project board, stage plans and progress reports, project closure documentation and lessons learned logs;
§ Manage and support a team of technical staff including IEDD and EOD advisors to develop long term self-sustainability with the Somali security sector in relation to explosive hazards;
§ Provide support to project financial, HR, logistics and administration activities in conjunction with our client;
§ Provide the project board with monthly, biannual, and annual reports on progress, project status, resource requirements, and future plans as required;
§ Provide briefings and advice to other UN agencies and partners when requested;
§ Ensure that all mine action and ERW activities are implemented in accordance with the current UN Interagency Mine Action Strategy, and the International Mine Action Standards (IMAS);
ESSENTIAL EXPERIENCE
Education:
§ Advanced University Degree (Master’s Degree or equivalent); or a First Level University Degree (Bachelor’s Degree or equivalent) with a combination of 2 additional years of relevant professional experience in Project Management, Business Administration, International relations/Political/Security/Development studies or Police experience;
§ Prince 2 Practitioner Certification- would be a great asset
Experience:
§ 7 years of experience with Law Enforcement including federal and state policing strategies is required;
§ Knowledge of EOD, IED procedures an advantage
Language:
§ Fluency in written and spoken English is required
Other skills:
§ Demonstrated capability of rapid decision-making (with little margin of error), under conditions of extreme stress;
§ Demonstrated ability to live in hardship condition;
§ High standard of physical fitness.
§ Internationally recognized driving license
§ Knowledge of UN systems and UNOPS procedures as desirable
§ Computer literacy, in particular the use of MS Office
