The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs
NRC has been operational in Somalia since 2004 under the NRC Horn of Africa mission. NRC has coordination field offices in South Central Somalia ( Baidoa, Dolow, Dhoobley, Kismayo and Banadir ); Somaliland (Hargeisa, Burao, Erigavo) and Puntland ( Garowe, Galkayo, Bossaso). NRC has expertise in Shelter, Water Sanitation and Hygiene, Food Security, Education and Information Counselling and Legal Assistance. Particularly responding to emergencies related to displacements conflicts , drought and flooding. NRC has over the years developed a unique relationship with local implementing partners based on their professionalism and local presence, which increases access to the areas in dire need of humanitarian assistance. NRC works with local authorities while keeping its independence and impartiality in reaching the displacement affected people through negotiation and continuous sensitization on its values and mandate.
The Finance Manager will be responsible for Financial management and monitoring of NRC Somalia operation and work closely with the Head of Program, Area Managers, Programme Managers on financial and budgetary issues.
The Finance Manager is a member of the Country Management Team and reports directly to the Country Director.

Job description

  • Financial Management
  • Ensure that adequate financial management routines and systems are in place, and that NRC’s accounting practices and standards are adhered to, and are in accordance with quality and policy requirements from NRC, donors, auditors and authorities.
  • Maintain overall budget control and monitor cash flows and expenditures.
  • Provide up-to-date analysis and required reports of the financial situation in the projects and the programme to the Country Director, Head of Program, Area Managers, Programme Managers, Project Coordinators and the Regional Office in Nairobi.
  • Take the Lead in Budget preparation, Budget monitoring and Budget Revisions.
  • Prepare financial reports to donors.
  • Focal point for all audits in Somalia
  • Reconcile accounts with NRC HQ in Oslo and NRC HoA Regional Office on agreed dates.
  • Manage and update the Master Budget for NRC Somalia.
  • Maintain a particular responsibility towards transparency and accountability within finance.
  • Training
  • Conduct training in financial management and maintain a supervisory role for the Finance team.
  • Conduct training in financial management for NRC’s Project Managers, Coordinators and other relevant personnel.
  • Personnel Management
  • Management of staff reporting directly to the FM
  • Technical supervisory role for all the finance staff in Somalia
  • Identify the capacity building needs for all the finance staff in Somalia and ensure those relevant trainings are conducted.
  • Other duties
  • Assist with any other duties assigned by the Regional Finance Director, as and when required.

Qualifications

  • Relevant university degree, preferably business administration/financial management OR other relevant educational background combined with relevant professional experience. Experience from accounting and management may compensate for lack of formal education.
  • Solid experience of work with windows based computer software, and modern accounting-systems
  • Ability to plan for different sets of scenarios in relation to budgets and plans
  • Proven skills and experience in report writing
  • Understanding of issues in complex emergencies and crisis contexts
  • Strong communication, interpersonal, analytical and negotiation skills
  • Political and cultural awareness and experience of working where insecurity is a major issue
  • Fluency in the English language, both written and verbal
  • Holder of a valid and clean international driver’s licence
