National Gender and Humanitarian Accountability Coordinator

Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, Water and Environmental Sanitation, food and NFI distribution, Community Driven development and advocacy amongst others. There are five main programme offices in HOAY region, one in Yemen, one in Kenya, one in Ethiopia, the Somalia office and the regional office in Nairobi. There are also non- operational region-wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office.
Currently, DRC has over 300 staff in the region. The last 3 years have seen significant growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
Key Responsibilities
This position will primarily focus on Humanitarian Accountability and Gender mainstreaming, training, reporting, documentation and advisory to senior management on the core subjects of Humanitarian accountability and Gender. It has significant working relationships and collaboration with Communications and Reporting Officer/s, sectoral Technical Managers, M&E Manager and Area Managers. In addition, the position will support a consistent integration of Gender and accountability principles and practices into all DRC Somalia programmes activities.
The key responsibilities include:
· Preparation and updating of humanitarian accountability policy documents and including plans, guidelines, reports and thematic papers.
· Focal point for developing accountability approaches within DRC Somalia and following up to ensure compliance with Humanitarian accountability guidelines and work plans.
· In consultation with the MEL manager, integrate humanitarian accountability and gender perspectives in proposals, reports, concept papers including frameworks and strategies of DRC program in Somalia.
· Train and induct all DRC staff on humanitarian accountability and how it relates to the work of each staff in the Somalia context
· Coordinate application and integration of gender issues and concerns into programme work.
· Provide support to accountability and gender focal points in the program areas and supervise the Management Information Systems (MIS) Coordinator in-charge of the beneficiary feedback mechanism.
· Track, analyze and document accountability and feedback/message trends in the Somalia programme integrating inputs from the analysis into program development and communications.
· Mobilize stakeholders in humanitarian and development work and pilot the accountability working group in Somalia with pilot in South Central Somalia.
· Represent DRC Somalia in accountability and gender forums in Somalia as required.
· Consolidate quarterly portfolios across the programmes and key lessons learnt across the programme.
· Prepare the programme key achievements with number of actual beneficiaries as per their respective sectors and update quarterly.
· Regularly monitor the functionality of and ensure up-to-date of SMS feedback system
· Develop gender profiles for the selected programmes such as for SomReP, ILDACS and DANIDA projects
· Conduct gender assessment in programme intervention DRC Somalia
· Any other role as delegated by the supervisor or SMT.
Mechanism:
· Organizing and moderating training workshops, discussions forums and meetings.
· Regular internal contact and communications with field team s and senior technical and management staff on project processes and areas of support.
· Desk work including documentation and dissemination of content related to the core areas of the function across the programme.
· Monitoring visits to project sites and offices
Reporting Arrangements
The National Gender and Humanitarian Accountability Coordinator will report to the Monitoring, Evaluation and Learning Manager for DRC Somalia and will supervise the MIS Coordinator.
General
Commitments: DRC/DDG has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework into the work of DRC/DDG.
Personal Specifications
Essential:
Required skills & education
· Minimum of Degree in International Development, Project Management/Development; Social Studies, completed, with substantial experience or training Information Technology.
· A minimum of 2 years- experience in a middle level management capacity in humanitarian or development programs with an orientation of Humanitarian Accountability and gender areas.
· Knowledge and experience in participatory approaches and tools for data collection, analysis, community planning, monitoring and evaluation.
· Proficiency in written and spoken English is required and proficiency in written and spoken Somali is preferred.
· Extensive and proven experience in engagement with diverse audiences using appropriate tools targeting (internally) beneficiaries, staff, senior managers and (externally) donors, general public and peer agencies in meetings, symposia or workshops.
· Experience in capacity building and in facilitating trainings.
· Good command of computer programs and applications.
· Strong interpersonal and communication skills, and demonstrated ability to establish effective working relations various stakeholders.
