II. Organizational Context and Scope
Somalia is characterized by a growing youth population, 70% are less than 30 years of age and 67% of the 14-29 year-old bracket unemployed. Their access to a decent livelihood is rife with obstacles: lack of skills, linkages with labour market, and capital for investment, as well as displacement-related vulnerabilities.
Youth are associated with high unemployment and the correlated risks of instability. They are compelled to migrate in search of better livelihoods and opportunities away from their areas of origin. Puntland is a transit and destination region for youth migrants.
With this regard, IOM is embarking on implementing an internship program for graduate youths in three districts of Puntland namely; Bosaso, Garowe and Galkayo.
The objective of the internship program is to create job opportunities for Puntland Youth who graduated from the Local Universities; this will help them to earn an experience and enhance their self-confidence, in addition to building the capacity of the Local Authorities, public and private institutions.
The selected Graduate Youth will receive self-development trainings and this will help them to know more about the market demands and the work environment. At the end this project, it is expected that the youth will be more productive and increase their participation in development projects, both in the public and private sectors.
The following are the expected outcomes for this project;
· Promote and uphold the right to employment for all youth
· Provide at risk youth with resources that will allow them to achieve intellectual, physical and psychosocial protection, self-actualization and empowerment in the community
· Build the capacity of public and private sectors with skilled graduates who can fill in the various gaps in these institutions
The consultancy focuses on facilitating soft skills training to the selected interns from the three districts in consultation with IOM MCROPS field team and with MCROPS officers from Nairobi.
****Purpose****
The purpose of the internship program is to enhance participation of youth graduates in IOM’s capacity building, employment creation and hence reducing the irregular migration by providing them with relevant skills for employment, and creating platforms for dialogue and exchange among unemployed young graduate to get access to employment opportunities based on their qualifications and experience.
The consultant will develop training programs that are more responsive to reducing the irregular migration issues and needs in Somaliland capacity building. The consultant has a comprehensive overview and understanding of graduate youth in universities and expertise in relation to employment creation opportunities and reducing irregular migration. The consultant is also familiar with youth irregular migration and employment opportunities available for the graduates.
The consultant is expected to perform the following tasks under direct supervision of MCROPS field officers and overall guidance of Project Manager.
III. Responsibilities and Accountabilities
  1. Designing workshop-outline and content in consultations with IOM Migration Crisis and Recovery Operations Unit (MCOPRS).
  2. Taking part in the selection of project beneficiaries using specified selection criteria (together with stakeholders).
  3. Taking part in the placement of interns as per IOM rules and regulations.
  4. Developing and translate training manuals by project.
  5. 15-day training for 60 youths in Bosaso, Garowe and Galkayo; 20 graduates in each location who will be trained in the following:
· Project Management
· Communication Skills, and
· Conflict Resolution Skills, Awareness and Advocacy Skills on Irregular Migration.
· Financial Management
· Entrepreneurship and Business Management
· Conflict Resolution
· Job-hunting skills (CV building, cover letters writing, interview skills)
· Basic Communications skills
· Leadership and organizational development skills
· Career development and job-hunting skills

  1. Provide constant counseling on job hunting strategies/techniques (Interview attending and CV Development Skills) for 60 young graduates who will benefit from the training opportunity.
  2. Develop TORs for the internship trainees and their mentors based on their qualifications, Local and Regional Government offices.
  3. Taking part in facilitating paid internship for at least 50% of the trained young graduates with the assistance of stakeholders to relevant organizations, business companies, government offices, NGOs, and applying other opportunities (Vacancy Announcements) based on what they have learnt
  4. Consultancy report detailing the work undertaken indicating summary of progress, emerging issues, recommendations and expected impact of the work undertaken
  5. Write and submit the report on work done after the consultancy
****Deliverables:****
  1. The soft skill training will be undertaken at the mentioned three districts starting from 1 July to 30 October 2015. This will include; 2days of preparation and 4 days of reporting in each location. A report will be completed and submitted after the consultancy.
  2. A training report should be submitted after each location is completed. However; IOM expects from the consultants to share the final summary report. This report should among others indicate emerging insights and the rationale for choices made by consultant during execution of his tasks.
  3. Develop workshop/training materials for the interns and orient the Contracting Authority on how it is to be implemented
  4. Assume overall responsibility for facilitation of the training.
  5. The consultant will report to the Project Manager Migration Crisis and Recovery Operations based in Nairobi, on professional issues and on the conduct of the consultancy within Somalia. The consultant will also work closely with the MCROPs field officers based in Bosaso.

V. Education and Experience
a) University degree as minimum requirements

d) Excellent verbal and written communication in English and analytical skills

f) Good knowledge of Computer skills; MS Office (Outlook, Access and Excel)
