Centre for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED responds to emergency and development needs in Somalia and assists Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality.
CED is seeking a dynamic, innovative and self-motivated professional to fill the position of Finance Officer.
Location – Mogadishu, Somalia.
Job Summary
Under the direct supervision of the Finance Manager, the Finance Officer will be responsible for all aspects of financial management and accounting and financial related activities for the programs. The Finance Officer will be responsible for ensuring that all transactions are entered accurately and timely into Quick Books in accordance with Generally accepted Accounting. The Finance Officer will ensure preparation of accurate and timely financial reports and supervision of day-to-day finance operations and accounting matters.
Key responsibilities and duties
  1. Responsible for preparation of monthly, quarterly and yearly financial reports for donors and CED Management.
  2. Conduct daily update of QuickBooks
  3. Prepare payment vouchers and properly code all transactions
  4. Files for all the projects financial documents.
  5. Reviewing the petty cash returns from the Accounts Assistant before floats disbursements is made.
  6. Review all postings done by the Accounts Assistant for accuracy and completeness and proper allocation of project account codes in the QuickBooks.
  7. Work closely with Finance Manager to improve and implement new system of internal controls
  8. Work closely with the Program team, admin and logistics and procurement to enable them to abide by donor guidelines and regulations.
  9. Ensure preparation of monthly payroll and relevant statutory deductions are made.
  10. Prepare financial reporting as per donor requirements, approval and submission to the Finance Manager.
  11. Prepare budgets for the project proposals for submission to donors.
  12. Prepare monthly standard accounting including general ledger files, account reconciliations and expenditures.
  13. Ensure timely payments of vendors at all times
  14. Work closely with the Finance Manager in facilitating with project review audits and other external audits exercises.
  15. Ensure proper procurement guidelines are followed and adhered to.
  16. Ensure grants tracking and donor reporting is adhered to e.g. check for each source of funding donor, computer listings of expenditures by programmes budget and allotment codes, and compile financial reports in strict compliance to the funding partner reporting formats and deadlines.
  17. Conduct petty cash counts and ensure proper petty cash management is observed.
  18. Review purchase requests; check the accuracy and completeness of invoices and other documentations attached before making any payments.
  19. Verify that all the receipts/invoices are correctly filled and they are eligible for CED accountancy (indicating: date, details of the supplier, clearly written the amount with the stamp PAID)
  20. Archive all the relevant administrative and finance documentation in the proper way and according to CED procedures
  21. Manage time sheets for office staff ensuring timely submission, approval, accuracy and filing.
  22. Ensure that bank reconciliation statements, Cash counts and other financial reports are done by end of every month and subsequent submission to the Finance Manager and funding partners on time.
  23. Monitor and liase with project staff to ensure that financial receipts are accurately, timely and appropriately handled.
  24. Review petty cash counts and document the same.
  25. Advise other departments on all financial matters e.g. budget availability before making any payments.
  26. Monitor all project budgets to avoid over expenditure and ensure correct postings to the respective account codes of each project.
  27. Prepare and monitor cash and forecasts
  28. Perform other duties as assigned by Supervisor, Program Coordinator, Program Managers and CED Executive Director.
Qualifications
  1. Bachelor's degree in Accounting, Finance, commerce, Economics, Business Studies or any related degree
  2. Minimum 3-5 years financial management experience
  3. Prior working experience as an accountant/finance with Local and International NGOs or UN Agencies.
  4. Demonstrated experience and skill with budget preparation and analyses, and reparation of financial reports.
  5. Strong accounting skills and experience including management of the general ledger, journal entries, payroll, payables and balance sheet.
  6. Experience in the use of accounting software(QuickBooks preferred)
  7. Advanced computer skills in Microsoft Office (Excel) and Word Processing
  8. Able to work with limited supervision
  9. Ability to work under tight deadlines and response to emergency program needs.
  10. Good communication skills and ability to build good working relationship with program, admin and logistic team and donors.
  11. Fluency in English language including reading, writing and speaking.
Desired Skills & Qualifications
  1. Master’s degree or recognized professional degree, such as CPA or ACCA.
  2. Previous work experience in Somalia
Contract period: one year, with possibility of renewal
