Reviewing of the VQF TVET Curriculum of Somaliland

Introduction
The second phase of Horumarinta Elmiga (HE) Program II, a three-year EU-funded intervention is implemented by a consortium of the Save the Children, CARE Netherlands and Norwegian Refugees Council in partnership with the Ministry of Education and Higher Education (MOE&HE) of Somaliland. Save the Children is the lead agency of this program. The overall objective of Horumarinta Elmiga (HE) Phase II is to help ensure that education and training efficiently and effectively contribute to poverty alleviation within a peaceful, secure and democratic Somaliland. HE II seeks to build on achievements of the HE I program, and the consortium fully recognizes the advantages of a Sector Wide Approach (SWAp) to education where each sub-sector needs to be treated in relation to its contribution to the Education sector as a whole. Technical and Vocational Education and Training (TVET) is one of the major components of this program. Under HE II, emphasis will be placed on entry points to TVET that can be further strengthened, for example, through new vocations and recognition of prior learning. However, the primary focus of the intervention will revolve around pathways to employment (wage or self-employment). The consortium recognizes, as does the Government that TVET cannot by itself ensure employment; employment is a complex equation, where demand-driven TVET is an important element but employment-creating policies within a number of policy areas also play an important role, as does the direct involvement of the private sector. Consequently, the relationship between the TVET sub-sector and the private sector will be strengthened at all levels. The total project target beneficiaries are 1,100 unemployed and unskilled youth, of which 50% are girls. The project aims to train through Enterprises and TVET Institutions. Depending on the level of training (Level I, II, and III), and upon completion of skills training, the project seeks to ensure 80% employment of TVET graduates.
The current TVET Curriculum for the Vocational Qualification Framework (VQF) of Somaliland was developed in 2011 with the support of European Union and implemented by Save the Children. This curriculum composed of ten (10) modules, where each module has a syllabus, teacher’s guide and trainee guide. In addition, current curriculum covers level 1, Level 2 and Level three of TVET qualifications as per the VQF. There have been concerns on the quality of the current curriculum and its relevance to the level of TVET trainings, which is deemed to be incompetent to support required learning outcome of the trainees. Some of the TVET instructors reported that, in some skills areas, the current curriculum lacks the consistency to enhance the learning outcome from one level to the next. Therefore, the need to review the current VQF curriculum is vital for delivering quality and market-demanded skills training in Somaliland. The reviewed curriculum is expected to standardize Certification, time duration for training, content for particular courses offered in each occupation, approach to instruction, and, assessment procedures.
To support the ministry of education and higher education of Somaliland in the review of the current TVET curricula to make more responsive to market demands, Save the Children seeks to engage qualified and well-experienced consultants and institutions with strong background in curriculum development
Objectives of the Consultancy
The main objective of this consultancy is to provide curriculum review and design service to the MOE&HE and to ensure that TVET programs are competence-based, relevant and meeting the quality and level of skills required in the labor market of Somaliland. Specific objectives include;
· To identify areas of gaps and irrelevance in the current curricula where the curriculum does not align with current labor trends of market skills demand and where review is necessary;
· To review the current VQF TVET curriculum as stated in section 3 below;
· To ensure that the TVET curriculum is responding to the market-needs;
· To produce highly competent TVET graduates who can fill the current skills gaps in the labor market. js","bAp

HOW TO APPLY:
Qualifications and experience of the consultant
To qualify for this assignment, the consultant must have the following mandatory professional experience and knowledge:
a) Advance university degree in the area of Education, Curriculum Development, Literacy or related field
b) At least seven (7) years of experience in development, assessment and evaluation of curriculum, teaching and learning resources required for technical and vocational education.
c) Extensive experience in the use of labour market information in developing Vocational education policies strategies and programs.
d) Understanding of the key issues involved in vocational education and training in the region, or specifically in Somaliland.
e) Strong professional background in TVET.
f) Show evidence of having successfully completed at least three similar assignments.
g) Outstanding communication and analytical skills, with excellent command of spoken and written English
h) Computer literate.
How to apply

a) A detailed technical proposal that comprises methodology, work plan, experience of previously conducted similar assignments, capacity to undertake the assignment & budget for the consultancy period.
b) A detailed work plan that clearly shows number of days and deadlines for each task-including anticipated time for sharing draft to SCI, commenting, accommodating comments and finalizing the draft.
c) A one-page concept on how to Review TVET Curriculum and produce competency-base done.
d) Curriculum Vitae of the consulting person who is undertaking the assignment including three professional references.
e) Detailed budget breakdown based on expected daily rates.
