Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programs include protection, Food security & Livelihoods, Shelter/NFI, and Water and Sanitation. In Somalia, DRC Operates in five several regions and set up an operation in Dhobley on August 2014.
Purpose
The position of the Team Leader Dobley is to ensure overall coordination of projects to be carried out in Dobley town and surrounding areas. This will include support to program activities that require coordinated support including livelihoods, WASH, Shelter and CDRD projects. The core responsibilities will be leading and coordinating all WASH, and livelihood activities in Dobley. He/She will be as well responsible in networking and liaising with other stakeholders present in Dobley.
Objectives
To achieve the overall and specific position’s objectives, the Dhobley Team Leader Officer will perform the following tasks and undertake the following responsibilities:
· Responsible for all programmatic and operational activities in the DRC Dohbley office.
· To open and set up a small office in Dohbley.
· To assess current and forthcoming needs in Dohbley town and region.
· To facilitate good relations between DRC local authorities and the communities.
· To carry out regular monitoring of IDP/Refugee movements across the border Dobley-Liboi border.
· To supervise and monitor all WASH activities in the area.
Key Responsibilities
Team Coordination
· In close collaboration with the Area Manager in Mogadishu & Baidoa prepare and implement monthly, quarterly and annual work plans.
· Coordinate the office’s activities through regular meetings, and developing weekly work and movement plans.
· Ensure all field staffs are up to date on each project that is being implemented through the field office.
· Facilitate visits from ad hoc parties, or other DRC staff.
Operations
· Manage staff performance by monitoring attendance, giving regular feedback on performance, and conducting staff appraisals in collaboration with the Area Manager Gedo and Jubba land.
· Ensure that DRC’s operational policies and procedures – financial, procurement, logistics, and human resources – are abided by.
· Ensure that the office space is maintained and secure.
· Monitor and report any security incidences to the Area Manager and the Security Focal Point.
· Prepare monthly overviews of security in the area and sent to Security Focal Point for South Somalia.
Programmes
· Strive to implement quality programming, and give equal focus to all projects being implemented through the field office.
· Produce quality monthly, quarterly, annual, and ad hoc reports.
· Plan and prepare need assessments as per the needs and requirements from Area Managers or the Country team.
· Responsible for the plan, coordinate and implement all DRC water, hygiene and sanitation activities in the area.
· Develop and implement needs assessment in vulnerable areas focusing on hygiene, water, sanitation and related physical infrastructure needs.
· Assist community committees and community leaders in identifying target groups for sanitation related interventions.
· Coordinate engineering support for all construction related activities in the sanitation programme with DRC engineering department
· Organise and implement hygiene promotion training as required assist in other programs and activities as required.
· Ensure that activities reflect the needs of all members of the community and that equal participation is supported throughout the project cycle.
· Ensure publicly available information on, and explanation of the Compliant Response Mechanism, the Humanitarian Accountability Framework and other relevant project related information.
· Ensure that M&E activities are planned and carried out, and that all information required by the M&E Team is provided in a timely manner.
Other
· Meet regularly with local officials to ensure that they are aware of DRC activities, and to encourage and facilitate their participation where appropriate.
· Meet regularly with the various community groups to ensure they are aware of all the DRC activities, to ensure that project activities are meeting the needs of the community, and to collect feedback on DRC programming in the area.
· Other duties as directed by the Area Manager Gedo and Jubba land and other ad hoc requests from the SMT.
Reporting Arrangements
The post holder reports to Area Manager Dollow and Jubba Land.
Qualifications
  • Minimum Bachelor’s degree in community development/Development study or related Field.
  • Minimum of two years’ experience in handling Administration, preferably with INGOs.
  • He/She Should have WASH Background
  • Proven ability to prioritize tasks and meet deadlines
  • Stable and robust character and a good team-player
  • Excellent computer skills, especially Excel, Word and outlook.
  • Good command in spoken and written English.
  • Honest and trustworthy person.

Conditions

Availability: February 2015
Duty station: The duty station for this position will be DRC Office in Dhobley, Somalia.
Contract: 11 months with possibility of extension.Salary and other conditions will be in accordance with the Danish Refugee Council’s Terms of Employment for National Staff recruited by the Somalia Country Programme.
