PROJECT OFFICER – Rural Women Programme

CARE is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE is looking for suitable candidate to fill the position of “Project Officerfor the RURAL WOMEN Program'based in Garowe with frequent travel to project areas.
1. Job summary
He/she is responsible for timely project implementation, liaising with communities and local authorities, provision of feedback from field activities, activity and monthly reporting and representing the NRM project in various fora. Specifically, he/she will be expected to implement project activities at field level, inform and involve project beneficiaries and local authorities in selected project sites, monitor cash for work implementation and daily attendance of beneficiaries and advice on needed logistical support for smooth program implementation. He/she will also be involved in enhancing the awareness and skills in Natural Resource Management (NRM) of district and village level structures through training and other capacity development interventions.
Documentation of activities and monthly reporting for ease of monitoring outputs and impact of the NRM project in selected villages are vitally important in this position. For instance, the number of NRM based conflicts handled per month/year applying xeer; extent of interactions between district and village structures and existing stakeholders including Community Based Organizations (CBOs), Non-Governmental Organizations (NGOs), the concerned line ministry and local authorities; application of NRM knowledge gained by village committees and pastoralist associations and the efficacy of customary law in the management of natural resources focused on establishing the strengths and weaknesses.
2.Key Roles & responsibilities
Project Development and Implementation:
· Timely implementation of project activities in the field as per project proposal
· Facilitate site assessment and selection of project sites and activities in compliance with the contractual requirements
· Lead in assessment and identification of household representatives for cash for work activities in close collaboration with village committee members
· In collaboration with the project engineer, coordinate and supervise the contractor’s activities with a specific focus on beneficiary participation and their coordination of implementation works in compliance with the legal, contractual, and statutory requirements and agreements with donors and government.
· The PO is lead in the NRM project activities at field level
Project Monitoring:
· Regularly collect data on the quantitative progress of the project and the qualitative achievement of indicators.
· In liaison with the senior program office, facilitate surveys, monitoring and evaluation activities.
Personnel, Management and Administration:
· Ensure adherence to the budgetary, logistical, human resource and other administrative issues of his/her base in collaboration with the senior project officer and project manager
o Administration /maintenance of CARE property in line with the policy manual assigned to you.
o Manage, utilize and account appropriately project finances under your custody i.e. project advances.
· Assist the Senior Project Officer in planning, coordinating and implementation of training of regional, district and community level structures
Reporting and representation:
· Ensure a good flow of information and communication between field and CARE Office.
· Submit activity and monthly reports to the Senior Project Officer and be involved in quarterly and annual reporting.
· Maintain project visibility as required by the donor at all times.
· Participate in relevant networking forums and other CARE organized functions as called upon by the Program Manager
Other Responsibilities:
Perform any other duties as may be deemed relevant and necessary within the Rural Women Program.
Project location:
The position is based in Garowe. The Project Officer will spend a significant amount of time (50%) in the field with regional, district and grassroots structures. The Project officer will be lead and responsible for the selected project sites in the NRM project. Close collaboration and communication with local authorities in the project sites is essential.
Required Qualifications
· A Bachelors degree in Environmental planning and management, Natural Resource Management (NRM), Dryland Management or Community Development is preferred. Relevant social science degrees will be considered.
· At least two years’ experience with a reputable INGO in a similar capacity with solid experience in at least one of the following: range management, NRM, watershed management, resilience programming or implementing cash for work and voucher schemes.
· Excellent planning and organizational skills, problem solving capabilities, creativity and industrious.
· Excellent report writing skills is mandatory
· Experience in training and capacity building of pastoralist communities using simple adult learning principles such PRA,
· Experience in project monitoring and evaluation.
· Experience in working in team settings and working with the expertise of others.
· Proficiency in both Somali and English
