OVERVIEW OF THE POSITION
Our client is a principal service provider in the field of mine action of mine-affected countries and other mine action partners. The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations. It is headed by the Cluster Chief who has the overall authority and accountability for the performance of the Mine Action Cluster on behalf of its clients.
Somalia Mine Action supports mine and explosive remnants of war (ERW) clearance activities, awareness programming, contamination survey and coordination for mine action activities throughout Somalia. Somalia Mine Action works closely with other UN Agencies, local communities and humanitarian and development actors to ensure a sustainable and effective response to explosive contamination in Somalia, with priority on improving the lives of people living in affected communities, and ensuring national capacity development for a long term solution to the problem. In Somaliland and Puntland, capacity development has been carried out for the Somaliland Mine Action Centre SMAC, the Police EOD, the Puntland Mine Action Centre and the Puntland EOD. The Programme has an office in Nairobi to provide managerial and support functions for the Regional Offices in Somalia.
GENERAL FUNCTIONS
· Act as a Head of Office for Baidoa and perform comprehensive operational management of the UNMAS regional Joint Operations Centre (JOC) for AMISOM Sector Three (S3) in Baidoa;
· Prioritize, co-ordinate and implement all operational tasking including EOD/IED callout response and mine action (MA) operations within S3;
· Ensure a quality management approach is taken to all EOD/IED and MA operations performed in S3;
· Management, control and security of all explosives issued to the JOC and/or utilized by contractors and implementing partners in S3;
· Coordinate and task internationally contracted staff to deliver training and mentoring support to AMISOM explosive management operations;
· Oversee and supervise the delivery of any contracts with partners/implementers to ensure contractual conformity;
· Ensure that contractors are conforming to approve Standard Operating Procedures (SOP) and conducting safe and effective EOD/IED and MA Operations;
· Implementation of a quality management system, ensuring that the system is being applied in a fair and equitable manner and that accreditation and monitoring do not interrupt or delay operations;
· Conduct routine on-site quality assurance of all organizations operations as part of the accreditation process;
· When requested, act as the Investigating Officer for Detailed Independent Investigations or Boards of Inquiry for Mine/UXO/IED accidents or incidents;
· Capacity build UNMAS office staff, Somalia Police Force (SPF) EOD and Humanitarian MA personnel in Baidoa;
· Provide co-ordination of all UNMAS and other training activities for UNMAS, AMISOM and SPF personnel.
· Conduct regular co-ordination meetings with the AMISOM Sector Commander and/or his operational staff.
· Other tasks as directed by the Project Manager and Chief of Operations.
ESSENTIAL EXPERIENCE
Education
· Advanced University Degree (Master’s Degree or equivalent) with a minimum of 5 years of relevant experience; or a First Level University Degree (Bachelor’s Degree or equivalent) with a minimum of 7 years of relevant experience is required ;
· Or Military Experience (or relevant Police Experience) at the Officer level or Warrant Officer/Senior NCO (Non-Commissioned Officer) with a minimum of 10 years of relevant experience.
Work Experience
· Minimum of 5 years’ experience (Master’s Degree or equivalent) 7 years (Bachelor’s Degree or equivalent) in Proven experience in management of C-IED and/or UXO/MA clearance operations is required
· Explosive Ordinance Disposal (EOD) qualifications to an advanced level are an advantage;
· Knowledge of the UN system and UNOPS procedures is desired;
· Proven experience of Quality Management processes is an advantage.
Language
· Fluency in written and spoken English is required
