The NRC Somalia Country Programme is part of the NRC Horn of Africa, Yemen, Uganda and South Sudan regional mission. Operations in the region began in Somaliland in 2004, expanded to Puntland in 2006, South Central Somalia and Kenya in 2007. Since 2011, five more programmes have been established in the region: Ethiopia, Yemen, Djibouti, South Sudan & Uganda. Prioritized activities focus on shelter and infrastructure construction; water, hygiene and sanitation; emergency education including youth education; protection; food security and distribution; and Information, Counselling and Legal Assistance (ICLA) . The Regional Office is situated in Kenya (Nairobi), with a country office in Addis Ababa (Ethiopia), Juba (South Sudan), Mogadishu (Somalia) and Sana'a (Yemen), Djibouti and Adjumani (Uganda).
Job Purpose
The Logistics & Administration Coordinator will be responsible for the overall coordination and leadership of NRC’s logistics and administrative activities in country, particularly in South Central, Somaliland and Puntland area offices.
Job description
Generic responsibilities
  • Provide technical advice and support to implement NRC’s logistical, ICT and administrative systems and procedures at country level
  • Ensure controls and adherence by all offices to NRC Logistics Handbook, other NRC policies and donor requirements
  • Ensure local SOP’s are properly developed/updated and disseminated
  • Ensure safe and efficient transport of staff and materials/goods
  • Training and development of logistics and administrative teams
  • Prepare and submit periodic reports and plans as required
  • Implement a filing system/archives according to procedures for documentation in all offices
  • Train and support program and country office staff in procurement and other logistics matters
Specific responsibilities:
  • Provide overall Logistics Management and Administrative support to NRC operations at country level.
  • Responsible for ensuring the lease of property (offices, warehouses, fleet, accommodation, IT equipment) are in accordance with NRC regulations and procedures.
  • Responsible for all NRC assets management in accordance with NRC regulation and procedures.
  • Provide leadership to the procurement team to ensure that all country procurements are finalized timely and quality manner ensuring compliance with NRC Logistic Handbook/SOPs and donor guidelines.
  • Responsible for the prequalification processes and establishment of Suppliers and Service Providers databases
  • Responsible for all framework lease agreements in accordance with NRC procedures including renewals
  • Responsible for ensuring that warehousing practices are in accordance to the NRC Logistics handbook standards.
  • Responsible for implementation of NRC Fleet Management System to ensure proper management of vehicles
  • Ensure and follow-up on staff visa issuance, movement and travel plans in accordance with travel and security protocols
  • Advises programs of logistical constrains and assist in distributions and ensure that asset lists are maintained
  • Responsible for induction of recruited logistics staff in standard NRC logistics procedures
  • Monitor and supervise systems for the use, maintenance and management of communication equipment (including satellite communication facilities, Internet, and other Items etc.)
  • Establish filing and archiving systems according to NRC standards
  • Liaison with local authorities, UN and peer organizations, commercial and other logistics counterparts in order to coordinate and provide better services to NRC Prepare and implement in coordination with the Country Director a logistics capacity building plan for training and development of the logistics teams
  • Enforcing a No-Tolerance policy on corruption, in line with NRC Code of Conduct and Anti-Corruption Guidelines. Ensure anti-corruption, transparency and cost efficiency focus in procedures
  • Conduct regular logistics audit to ensure all systems and procedures are adhered to and fully functional
  • Provide regular and ad-hoc reports to country management and regional office

Qualifications

Generic professional qualifications:
  • Relevant University degree preferably in Business Administration, Management or other relevant discipline
  • Professional training/certification in supply chain management
  • Minimum 5 years of experience from working as a logistician and/or in administration in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Experience with start-up, exit or similar
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English,& Somali both written and verbal
Context/Specific skills, knowledge and experience:
  • Understanding of the relevant governing laws, customs clearance procedures and requirements.
  • Knowledge of the context in country
  • Keen sense of compliance with policy and procedure
  • Knowledge of procurement related electronic software packages an asset
  • Knowledge of the humanitarian sector an advantage
  • Field experience in Humanitarian/Emergency contest in conflict or post conflict environment
  • Working experience with International NGOs and/or UN Agencies and/or other International Humanitarian/Emergency Organizations
