Background
Somalia is undergoing a historic process of change, moving towards peace from decades of violent conflict, which ravaged the country and resulted in widespread suffering of its people. The Provisional Constitution of the Somali Republic was agreed and endorsed on 1 August 2012. The 275 Members of the House of the People were subsequently selected by a group of 135 clan elders through August and September 2012 and resulted in a parliament widely recognized as representative and credible.
Parliaments exist in Puntland (House of Representatives) and in Somaliland where the Parliament consist of two Houses - the House of Representatives and the House of the Elders. As part of the (member) state formation process two more assemblies have been established for Jubaland and Galmudug regions. The formation of additional two assemblies is imminent.
Under the Provisional Constitution, the National Federal Parliament has been tasked with leading the process of constitutional review and implementation, which is required in order to finalise a national Federal Constitution and set in place a framework for national elections. Parliament has set up a Constitutional Oversight Committee (OC), and an Independent Review and Implementation Commission (ICRIC) has been formed intended to provide technical support to the Committee. The Ministry of Constitutional Affairs (established in Feb 2015), the Oversight Committee and the ICRIC together with sub-national institutions will implement a major public outreach and civic education programme, conduct a review process which shall contribute to the elaboration of a revised constitutional draft in 2016.
The UNDP Parliamentary and Constitutional Review Support project created in 2013 has been split in May 2015 into two projects in order to increase transparency and sharpen the focus of activities. Both projects (parliamentary support project; Project Initiation Plan: Support to the constitutional review process) are implemented by the same project team
