Center for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED responses emergency and development needs in Somalia and assists the Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality.
Interventions initiated are focusing on women and youth empowerment and development livelihood & food security, education, Human Rights and Civic Education, emergency aid, water and sanitation, Income Generation Activities peace building and reconciliation and environmental protection. CED also implements programs on early recovery as well as sustainable development initiatives.
CED is looking for a qualified and committed individual to join CED team as Human Rights Monitoring and Evaluation Officer.

Job Title : Human Rights Monitoring and Evaluation Officer
Reports To : Programme Manager
Supervises : None
Job Summary
Provide human rights monitoring, evaluation and reporting in the project implementation areas. This position will specifically be responsible for monitoring human rights and civic education Project.
RESPONSIBILITIES:
  1. Monitoring
    Work with local leaders and external consultant in mapping civic education needs and priorities
    • Data collection and entry of project monitoring information on human rights as per monitoring plan jointly prepared with stakeholders.
    • Keep a record of reported human rights violations and progress in redressing abuses
    • Maintain a record of human rights cases, situations and progress in the project area and update the project team regularly
    • Visit locations and communities to assess needs and any human rights issues requiring attention
    • Monitor the progress in government and the CBDRIs in delivering justice to all
    • Monitor communities understanding of and implementation of the human rights as per the Somali constitution
    • Assessment of the progress of project activities in achieving results and based on the findings, advice project staff appropriately during project review meetings
    • Promote a participatory and community-led monitoring and evaluation process of the project activities to measure changes and inform on review of strategies
  2. Evaluation
    • Assist in primary and secondary data gathering for project evaluations.
    • Compilation of reports on activities implemented giving assessment on quality of implementation
    • Assess the progress on capacity of community based institutions supported under the project in their administration of justice and human rights to all
    • Work with external consultants in arranging interviews and field data collection during periodic monitoring and evaluation of the project
    • Collect and collate data for best practices study and movie production on best practices
  3. Design/Development
    • jointly with other project staff, organise 10 consultative meetings (2 per region) at village level to be attended by all stakeholders to determine the civic education needs to guide in development of training curriculum
    • Assist in organizing of field assessments including secondary data gathering for an expanded program in civic education.
    • Assist in the collection/compilation of primary data for concepts papers and proposals.
  4. Implementation/Training
    • Participate in selection and training of 45 human rights champions in monitoring and reporting on human rights
    • Guide and monitor the human rights champions in the sensitisation of the population on the role and compliance of national security services with the provisions of the Provisional Constitution
    • Train and sensitize the communities on the role of security services and the role of the community in monitoring and reporting violations of rights
    • Develop monthly training schedules
    • Train communities in conjunction with the human rights champions on the role of customary law as linked to the constitution
    • Attend community planning meetings and offer guidance based on monitored data
    • Assist in the compilation and dispatch of project monthly reports.
    • Prepare field visitation plans and make Regular field visits
    • Organize public and media events that promote civic education awareness and hence protection
    • Maintain a filing system for general human rights activities.
    • Provide feedback to communities and stakeholders on human rights monitoring
    • Disseminate human rights monitoring findings during project planning meetings.

    • Assist in the documentation in project meetings/workshops.
    • Support in the development of promotional materials, project stories quarterly reports.
    • Represent the organization in coordination meetings at the field level.
Qualifications & Experience
  1. Degree in Human Rights, Monitoring and Evaluation, Project management or related discipline.
  2. A minimum of three (3) years in human rights project implementation, monitoring and evaluation.
  3. Experience and knowledge of civic education and human rights
  4. Experience in writing reports
  5. Demonstrated experience in developing assessment tools(e.g. questionnaire, focus group discussions).
  6. Competency in the use of statistical packages like Excel, SPSS, STATA, Mutlab and Epi-Info.
  7. Demonstrated experience in managing data bases, and knowledge in data analyses.
  8. Strong ability to work with team and work independently and meet tight deadlines.
  9. Strong interpersonal and communication skills, teamwork, flexibility, innovation and leadership skills.
  10. Previous experience in Somalia is an asset.
  11. Experience in the usage of computers and office software packages. experience in web based management systems.
Contract Duration: one year, with possibility of extension.
