INTERSOS is a non-profit humanitarian aid organization that works to bring assistance to people affected by natural disasters and conflicts. Established in 1992 with support from the Italian Federation of Trade Unions, its actions are based on the values of solidarity, justice, human dignity, equal rights and opportunities for all people and respect for diversity and coexistence, paying particular attention to the most vulnerable and the unprotected. In Somalia INTERSOS is active since 1992 responding to emergencies that involve IDPs and returnees populations as well as the host community. INTERSOS currently operates in Bay, Bay, Middle Shabelle and Mudug regions of Somalia.
Position overview:
The CP/IDTR Capacity Building Officer will contribute to UNICEF core commitments for children in humanitarian action (4 UASC and 6 PSS). The position is responsible for building capacity for CP/IDTR officer and case workers on case management, basic emotional support for UASC and their care givers, as well as improving support and follow-up for children and caregivers in informal foster families through case workers and community-based approaches.
Main responsibilities:
  1. CP/IDTR team and referral partners training and mentoring on IDTR, case management, PSS and working with caregivers
    • Develop and conduct training and mentoring for INTERSOS CP/IDTR staff on CP basics, protection principles including child-centered approach and adherence to INTERSOS code of conduct, child protection, PSEA and data protection policy;
    • Develop and conduct training, mentoring and regular competency review with the CP PM and CP/IDTR Field Coordinator on IDTR case managementfor INTERSOS and partners including:
    a. Create a climate of trust and care;
    b. Introduction, Consent procedure
    c. Rapid case assessment;
    d. Comprehensive best interest assessment, case action planning and implementation;
    e. Case follow up & Review;
    f. Preferred durable solution in discussion with the child and caregiver;
    g. Case closure;
    h. Final follow up (confirm the sustainability of preferred durable solution).
    • Conduct training, mentoring and regular competency review with the CP PM, GBV&CP capacity building officer and Field Coordinator for INTERSOS and partners case workers and officers on psycho social support (MHPSS levels 2 and 3);
    • Ensure that case workers are providing comprehensive information on services available to the client, maintain coordination with service provider focal points, and ensure accompaniment and referral to service adhering to referral SOPs and “need to know” principle; in a child centred approach with elements of local community mechanism in response to child protection (including CBOs);
    • Support the review of IEC materials and train the team in coherent, integrated approaches to establish community-based child protection and GBV reduction systems with the community;
    • Participate in INTERSOS case management meetings, when required and support the establishment of both internal and external Best Interest Determination (BID) panels;
    • Support the Database officer and field CP teams to develop robust data protection systems, review on a quarterly basis for each base and address any gaps or challenges. Immediately flag any breaches in data protection procedures to the Database Officer and GBV/CP Field Coordinator;
    • Support the CP/IDTR Field Coordinator to conduct training with formal and informal authorities on CP issues to contribute to project outcomes.
  2. Technical support to create community-based approach for child protection and alternative caremechanisms
    • Develop and conduct training with the CP/IDTR Field Coordinator and CP PM for INTERSOS staff and partners to engage formal and informal authorities, community-based child protection mechanisms and community focal points for clan tracing;
    • Provide technical advice for INTERSOS CP teams and partners on effective community-based mechanisms for supporting informal foster families and other alternative care;
    • Support the establishment of peer support networks for UASC and informal foster families.
  3. Monitoring and evaluation of activities and project management support
    • Ensure all training have pre and post-test and evaluation, and reports and accountability documentation for training mentoring sessions are completed in a timely manner;
    • Support review of community-based child protection mechanisms and functionality of IDTR referral according to the agreed community-based approach to child protection and alternative care support;
    • Support the development of success case studies, human interest stories and identification and documentation of good practices among the CP team;
    • Report immediately any breaches in data protection, conduct of conduct and other issues that will affect accountability, INTERSOS reputation and achievement of project outputs and outcomes;
    • Any other task as requested by the CP/IDTR Field Coordinator and CP PM necessary for the project implementation.
Person specification:
 Social worker, Community Development or equivalent practical field experience working in Somalia, preferably with a humanitarian organisation;
 Minimum three years experience in IDTR and child protection case management and working with informal alternative care providers;
 Proven experience in participatory training is required, with good interpersonal skills to work effectively with INTERSOS staff and partner;
 Gender-sensitive and advocate for women, children and minority rights;
 Experience in psycho social support, case management and alternative care for children is required;
 Experience conducting BID panels and BIA;
 Good cooperation skills and ability to work in a team;
 Good problem solving and social skills and creative, to think of alternative solutions;
 Stress-resilient to be able to cope with deadlines and complex problems;
 Strong organizational, communication and report writing skills;
 Computer literate (word and excel);
 Fluency in written and spoken English and Somali;
 Willing to work extra hours and available at the weekend for emergency cases.
