The NRC Somalia Country Programme is part of the NRC Horn of Africa, Yemen, Uganda and South Sudan regional mission. Operations in the region began in Somali land in 2004, expanded to Puntland in 2006, South Central Somalia and Kenya in 2007.Since 2011, five more programmes have been established in the region: Ethiopia, Yemen, Djibouti, South Sudan & Uganda. Prioritized activities focus on shelter construction; water, hygiene and sanitation;education; food security; protection and information, counselling and legal Assistance (ICLA). The Regional Office is situated in Kenya (Nairobi), with a country office in Addis Ababa (Ethiopia), Juba (South Sudan), Mogadishu (Somalia), Sana'a (Yemen), Djibouti and Adjumani (Uganda).
Job purpose:
The Finance Coordinator Reporting is responsible for ensuring timely and quality reporting of Somalia financial and grant management information, responsible for ensuring strong financial and grant management monitoring systems within Somalia Programme and ensuring budgets and financial reports are compliant to donor and NRC financial regulations.
The Finance Coordinator-Reporting will report to the Finance Manager and works closely with the Area Finance Coordinators, the compliance finance team and Project Managers to ensure timely and quality reporting of budgets and financial information.
Job description
  • Financial Reporting
  • Review, consolidate and follow up of action points arising from the Balance Reconciliation Sheet (BRS) report
  • Preparation, consolidation and analysis of the Somalia Project Summary (PS) report and monitor Somalia cash flow
  • Review monthly project re-bookings and ensure that they are minimized
  • Train the finance teams in producing high quality financial reports
  • Contribute in the design, development and implementation of the Financial management policies, procedures and practices
  • Support the area finance teams in the control function
  • Grants Management and Reporting
  • Ensure strong grants monitoring and reporting systems are in place which ensures timely reporting and utilization of the funds
  • Work closely with Somalia budget holders on proposal/budget preparation.
  • Assist and work closely with Somalia budget holders on budget management-detailed Budget monitoring, high burn rates and Budget revisions.
  • Ensure the grant tracking report is updated and implemented to ensure timely reporting
  • Consolidate budgets and financial reports for review by the Finance Manager
  • Undertake proposal and grant application reviews to assess compliance with NRC and donor guidelines
  • Participate in the closure of projects
  • Training
  • Train the finance and program staff in the mission on Budgeting, Reporting and Donor Regulations.
  • Ensure that all involved in each grant’s utilization are fully aware of the practical requirements attached to its use and accounting ( Donor Rules & Regulation)
  • Share lessons learnt and good practices of financial and grants reporting.
  • Qualifications
    • Generic professional competencies:
    • University degree in Accounting and Finance
    • Certified Public Accountant (CPA), Associate of the Chartered Institute of Certified Accountants (ACCA) or equivalent
    • Minimum 5 years of financial and grants management experience in an INGO.
    • Experience from working in complex and volatile contexts
    • Documented results related to the position’s responsibilities
    • Knowledge about own leadership skills/profile
    • Fluency in English,& Somali both written and verbal
    • Context/Specific skills, knowledge and experience:
    • Experience of managing EC,ECHO,DFID,SIDA,UN and Government institutional projects will be an asset
    • Solid experience of work with windows based computer software, and modern accounting-systems
    • Excellent working knowledge of Excel and standard accounting packages
    • Excellent project management, accounting and expenditure verification skills
    • Knowledge of the context in country
    • Keen sense of compliance with policy and procedure
    • Knowledge of the humanitarian sector an advantage

  • Contract Duration: One year with the possibility of extension
  • Duty Station: Mogadishu but covering Somalia Country Office (South Central, Somaliland and Puntland).
