Background:
Under the auspices of The Somali Compact 2014 - 2016 that was agreed in September 2013 and the United Nations Somalia Integrated Strategic Framework 2014 - 2016 signed with the Federal Government on 29 October 2014, the Somalia Joint Rule of Law Programme ('the Programme') has been developed. The Programme is designed to support the Federal Government of Somalia (FGS) in achieving the Somali Compact Peace-building and State-building Goals (PSGs) 2 Security (Policing component) and 3 Justice, which identifies the strategic objectives of establishing unified, capable, accountable and rights-based Somali federal security institutions providing basic safety and security for all; and establishing independent and accountable justice institutions capable of addressing the justice needs of the people of Somalia by delivering justice for all. The Programme framework ensures that collective UN action to enhance rule of law retains capacity building, gender equality and human rights principles as cross-cutting issues of this approach as outlined in the Somali Compact.
The UNDP component of the Joint Rule of Law Programme is being implemented through the Rule of Law project. Overall reporting, monitoring and support to communications aspects of project will be the responsibility of the incumbent. The successful candidate will provide support to Reporting, Monitoring and Communications to ensure that reports produced under ROL Project are of high quality, monitoring and evaluation and communications needs are met. S/he will be responsible for developing and ensuring effective monitoring and reporting systems are in place, with adequate tools for information/ knowledge management. S/he will ensure field staff are knowledgeable of such tools and project results and data are kept up to date. S/he will work with the Partnership and Planning Unit M&E specialist to ensure that regular monitoring and third party monitoring are implemented, gaps in programming are identified and addressed. S/he will follow-up with all lessons learned, actioning evidence based programming. In collaboration with the Country Office and Resident Coordinator’s office, s/he will ensure that all communications and visibility needs and donor requests for progress updates are met.
The incumbent will also provide training to programme and project teams where necessary and support Area Office Office staff, partner UN agencies, and Implementing Partners to ensure the effective implementation of the common monitoring framework. The Monitoring & Evaluation Specialist works in close collaboration with other Joint ROL UN agencies, and UNDP GROL programme components, Project Planning Unit, Programme and Operations Teams in the Regions (Somaliland, Puntland and Federal Level), as well as the Country Office, and Government officials to ensure that thematic, programme and project monitoring is carried out according to schedules and that findings and recommendations are implemented and followed up.
The Monitoring & Evaluation Specialist will be working under the direct supervision of the Project Management Specialist and coordinate regularly with the Project Manager. S/he will be expected to work with the Police and Justice pillars of the project regularly to reflect the progress, priorities and results during report writing and while preparing communication tools. Description of Responsibilities :
The Key functions will be :
  • Develop M&E systems to monitor and evaluate project implementation;
  • Prepare plans, reports and other project-related documents;
  • Undertake training and knowledge sharing with Rule of Law staff and stakeholders;
  • Develop communication tools for project visibility.
Develop M&E systems to monitor and evaluate project implementation
  • Participate in and provide inputs to the development of project planning and implementation;
  • Monitor the implementation of the work plan through collection and analysis of qualitative and quantitative data;
  • Preparation of analytical reports using relevant information available from the project to advise the project management on the implementation of the Work Plan; also provide inputs into the Work Plan reports;
  • Prepare briefing notes for the project management on progress of the Work Plan and contribute to analysis as to causes behind the differences between planned and actual achievements;
  • Assist in common data collection strategies between and within projects where appropriate;
  • At key intervals/review periods throughout the year, make necessary arrangements for work plan review and development, and assist in mid term and annual review;
  • Review information provided by stakeholders on indicators and targets to assess progress and identify constraints and gaps in implementation;
  • Develop periodic assessment and reporting templates and user guidelines for key institutional actors, partners and stakeholders;
  • Advise on needs assessments for new situations as requested;
  • In consultation with stakeholders, provide briefing notes on resources allocations;
  • Develop and institute, in consultation with partner agencies and for approval by the Project Management Team, the Project’s M&E system;
  • Develop tools for evaluation and impact assessment of the project;
  • Support in ensuring that the M&E system is gender-responsive;
  • Collect, analyze and disseminate in a timely manner project quarterly progress reports in consultation with partners, stakeholders, project specialists, regional coordinators, partner agencies and other relevant sources of information;
  • Contribute towards the preparation of the situation analysis by compiling data, analyzing and evaluating information;
  • Design data collection methodologies and research protocols;
  • Participate in the development and introduction of new approaches and method in project monitoring and evaluation;
  • Serve as a focal point on progress review, mid-term evaluations etc.
Prepare plans, reports and other project-related documents
  • Assist the Project Management Specialist to prepare yearly and quarterly work plans;
  • Develop reports, project presentations and other project M&E-related documents and correspondences;
  • Prepare high quality reports/ project documentation for dissemination to the stakeholders;
  • Work closely with the technical teams and field offices for collection of the best practices and subsequent implementation across the project;
  • Assist in the implementation of the capacity assessment and analyze data generated from this exercise;
  • Assist in the implementation of the public perception survey: analyze quantitative and qualitative data and update the Results Framework of the Joint Rule of Law Programme accordingly;
  • Assist Project Manager in extracting critical lessons learned and good practices from final evaluation, audit and monitoring reports.
Undertake training and knowledge sharing with Rule of Law staff and stakeholders
  • Contribute to the development of staff capacities in project Monitoring and Evaluation through facilitation of trainings;
  • Organize and conduct necessary training in this regard for project staff, government and civil society partners to develop results oriented success stories and reporting from the field.
Develop communication tools for project visibility
  • Prepare promotional material on the project, including pamphlets, newsletters, etc., based on project best practices showing rule of law work as well as promoting work being undertaken in justice and police pillars of the project;
  • Undertake initiatives to sensitize project stakeholders and a wider audience about the project and the substantive areas in which the project is working. More specifically, arrange for media briefs and coordinate with UN agencies communications units to ensure a harmonized approach in communications materials;
  • Provide technical expertise on organizing informative seminars for journalists locally and nationally;
  • Liaise with media outlets to ensure that the appropriate information and messages are reaching the public, including preparing press releases in coordination with the Country Office Communications Unit;
  • Provide technical assistance in developing and implementing strategies to increase and improve public outreach in the area of legal aid, legal awareness, mobile courts and community policing work;
  • Communicate with stakeholders to facilitate information flow in coordination with the Project Manager, Police and Justice Technical Specialists;
  • Prepare regular communication reports, fact sheets and information sheets for the Project Management Team;
  • Develop project promotion literature and news stories;
  • Lead the process of knowledge for dissemination at all levels and produce documents that capture the stakeholders and undertake production of knowledge-based products;
  • Organize internal and external practice networks or communities covering prominent experts in government, non-government, think tanks, private companies, international development organizations and the UN system;
  • Complete other related duties as required;
  • Travel to regions is expected to prepare case studies for report writing;
  • The main deliverables are:
  • Ensure activation of project M&E tools and database for the project;
  • Number of stakeholder feedbacks organized and coordinated while assessments and evaluations with project stakeholders and external partners are undertaken;
  • Ensure that periodic reviews, Mid-Year Review and End Year Review are organized with stakeholders on indicators and targets to assess progress and identify constraints and gaps in implementation;
  • Provide inputs while workplans are under preparation;
  • Ensure timely submission of 3 quarterly reports, one annual report and donor documents;
  • Ensure project visibility by developing short write ups for websites, messages for UNDP and other social media spaces. Ensure that the RoL programme innovative ideas are showcased in global initiatives.

Education:
  • Master’s degree in law, human rights, development, communications, social sciences or other relevant field.
Experience:
  • 5 years of relevant experience at the national or international level in providing services and hands-on experience in reporting in development projects using results based management tools;
  • Experience working in communications, media relations, developing knowledge products, preparation of promotional materials and report writing;
  • Work experience in human rights issues;
  • Proven experience in monitoring and evaluation, review and analysis of activities based on human rights based approach perspective and report writing;
  • Relevant experience in conducting interviews; review of comparative study reports from human rights perspective;
  • Previous experience in developing reports and establishing inter-relationships among project stakeholders, international organizations and national governments;
  • Knowledge of functioning of justice institutions;
  • Knowledge in working on gender justice and working with civil society organizations would be essential;
  • Extensive programming and managerial experience, preferably in conflict and post-conflict countries;
  • Previous experience in Somalia is an asset;
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
  • Excellent knowledge of English and ability to communicate clearly in written and spoken English.
