II. Organizational Context and Scope
Migration for Development in Africa (MIDA) is a capacity-building programme, which assists African governments in harnessing competencies acquired by African nationals abroad for the development of the Continent. The main objective of MIDA Somalia is to mobilize the diaspora’s human and financial resources in order to contribute to the stabilization and development of Somalia. MIDA provides the necessary mechanisms to improve institutional performance and their capacity to respond to the needs of the Somali people.
MIDA Somalia projects are characterized by a demand-driven approach which gives ownership and flexibility to partner institutions. MIDA facilitates the best possible match between the needs on the ground and the available Somali diaspora resources. IOM is currently providing capacity injection in four key sectors: Health, Public Finance Management, Education and Justice. IOM and its partners believe that these sectors are crucial for the economic development and stability of Somalia. To date, IOM, through the implementation of 10 project and project components has facilitated and supported more than 375 Somali diaspora assignments in more than 80 Somali institutions, including such ministries as health, finance, planning, interior, justice, foreign affairs, among others. The MIDA participants have trained more than 600 Somali civil servants through workshops and on the job training.
Under the overall supervision of the Department of Migration Management Coordinator for Somalia and under the direct supervision of the Program Manager – MIDA, and in coordination with the relevant units at IOM Somalia, the National Programme Support Officer will be responsible for providing specialized support in the planning, managing, and timely implementation of the Migration for Development in Africa (MIDA) program for Somalia. III. Responsibilities and Accountabilities In particular, he/she will: 1. Supervise and direct the work of MIDA project assistants. 2. Coordinate and provide administrative and technical support to the MIDA participants in south central Somalia. 3. Assist in the recruitment and placement of consultants for the different MIDA projects. 4. Coordinate with the ministries of the federal government as well as the federal states in south central to the implementation of all MIDA Program components (QUESTS-MIDA, MIDA FINNSOM, JSB-MIDA, TIS-MIDA and TRQN III, and SIDA-MIDA). 5. Coordinate with partner institutions, UN agencies, and other international partners. 6. Liaise with IOM Nairobi, IOM sub offices, as well as relevant UN Agencies with mandates related to the TOR of a MIDA consultant. 7. Contribute to briefs on project implementation progress reports as needed, with a goal to highlight success stories in Mogadishu and Federal states in South central. 8. Provide support and monitoring of participants in the training and capacity-building of institutions and their staff in Somalia, including direct travel to other locations in Somalia and the UN Joint Program and Local Governance, as well as other project funded by IOM donors. 9. Prepare monthly narrative and monitoring reports on how the program is being implemented in federal government and federal states level. 10. Provide inputs for the design and implementation of other migration for development projects for Somalia. 11. Assist in drafting new MIDA projects, work plans and other related MIDA project documents for Somalia in close coordination with project development staff, service area, the Somalia support staff, IOM missions and relevant authorities and public/private institutions. 12. Security related functions; monitors the security of diaspora professionals in assignment and in conjunction with beneficiary host institutions, frequent security reports and communications, and facilitate medical and security emergency evacuation, if necessary as well assist in the tracking of participants in cases of emergency and keep close contacts with UNDSS. 13. Manage the MIDA participants’ tracking system by keeping their phone numbers, personal physical addresses and other relevant information that will enable IOM to get in contact with the participants as quickly as possible. 14. Make regular site visits to the institutions to discuss with the relevant performance of the MIDA participants and Randomly select one participant per week to shadow – accompanying to work for two days to observe their on the job training skills. 15. Organize, lead and facilitate project-related meetings, including the creation of agendas and preparation of materials. 16. Document activities and develop feedback report to communicate project findings and activities to international and local partners. 17. Implement and monitor continuous quality improvement (CQI) and Internal quality controls (IQC) processes for team activities. 18. Provide support to Yemen returns operation. 19. When necessary, provide support to refugee returns to Somalia.
20. Support IOM’s Youth-at-Risk Programming in Somalia.
21. Perform other duties as maybe assigned from time to time. IV. Competencies

Technical a) Delivers on set objectives in hardship situations; b) effectively coordinates actions with other implementing partners; c) woks effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance MIDA objectives.
V. Education and Experience 1) University Degree in Political, Social Science or Business Administration, International Relations, Law, Labour relations or related field. Master’s degree preferred; 2) Minimum two years professional experience in Migration and Development in Somalia. 3) Experience working on institutional-capacity building and diaspora migration issues in particular; 4) Knowledge of Somalia and working with Somali diaspora or Somali government institution-building;
5) Experience in project management and implementation and managing and monitoring a programme budget; 6) Excellent operational, organizational and communication skills and the ability to work harmoniously with other colleagues from diverse backgrounds; 7) Proven experience in general fundraising, writing project proposals and reports, 8) Strong computer skills, specifically hands-on experience in usage of MS Office; 9) Somali National 10) Fluency in English. Somali language an added advantage

Fluent Advantageous Knowledge of Somali context Proven experience in dealing with the government institutions Previous experience working in capacity building for the government institutions.
