Centre for Education and Development (CED), Somalia is a non-governmental humanitarian and development organization working in Somalia. CED responds to emergency and development needs in Somalia and assists Somali communities towards self-reliance. CED works with poor local communities through sustainable community development programs to overcome ignorance, hunger, injustice and inequality.
CED is seeking a dynamic, innovative and self-motivated professional to fill the position of Human Rights Protection Officer.
Job Title : Human Rights Protection Officer - Full Time
Location : Mogadishu, Somalia with frequent travel to Project Sites in Somalia
Reports To : Programme Manager
Job Summary
A human rights protection officer (HRPO) trains communities and local institutions on human rights and how to redress violations of the civil, social, cultural and political rights basic to Somalis under the Human Rights and Civic Education project. The positions works closely with the Human Rights monitoring and evaluation officer and is responsible for all protection issues to mitigate or redress violations. The position also works closely with human rights legal experts recruited for short-term assignments under the project.
RESPONSIBILITIES:
  1. Training on Human rights protection based on:
    • Gathering information on human rights violations in the project areas
    • Visiting victims of human rights violations to gather facts
    • Interacting with government leaders and attending trials to follow-up on redress mechanisms of each reported cases
  2. Implementation
    • Prepare a detailed implementation plan (DIP) based on project’s logic of implementation and use it to guide the timely and quality project implementation
    • Establish 12 community based dispute resolution institutions (CBDRIs) spread across the five priority regions targeted under the project for capacity building on delivering fair and affordable justice
    • Train 12 CBDRIs on:
     the legal provisions in the constitution and how to resolve conflicts in line with the law
     application, observance and enforcement of customary law
     monitoring the security services in their observance of the law and provide feedback that would contribute in reforming the security services
    • Mobilise and motivate CBDRIs and other regional stakeholders to form coalition of stakeholders canvasing for reforms and protection of human rights
    • Match CBDRIs with Human rights experts and monitor capacity transfer by experts to the CBDRIs
    • Help establish children and women protection teams, document the violations and fast track action by either the CBDRIs or refer the case to formal justice
    • Coordinate provision of Legal aid to the victims of human rights violations so that they can assess justice.
    • Coordinate with and work with other team members to provide psycho-social support to the victims of human rights violations
    • Regularly carry out survey of the capacity and the level of competency of the CBDRIs and the action teams in managing SGBV cases and respect for human rights particularly women and children rights and use this information to implement a capacity development plan.
    • Ensure timely implementation of project activities as per work plans developed and report any variations and possibility for activities disruption
    • Guide in the formation and strengthening of community based institutions protecting human rights
    • Work with local leaders and groups in ensuring that the project benefits are realized while ensuring you maintain ‘do-no-harm ‘principle
    • Receive and investigate complaints of human rights, for such abuses as discrimination of minorities or women, unjust imprisonment, violence against children, and intolerance to certain groups.
    • Intervene with the authorities on behalf of victims.
    • Work with other local and international organizations dealing with human rights issues
    • Assist in the compilation and dispatch of project monthly reports.
    • Maintain a filing system for general human rights activities.
    • Provide feedback to MEAL officer on human rights incidences and actions progress
Expected qualities/other responsibilities
• The job is demanding and involves coordination and interaction with different stakeholders, this calls for good interpersonal relations
• Self-driven and committed to work assigned
• Provide monthly project reports on activities implemented.
• Support in the development of promotional materials, project stories quarterly reports.
• Represent the organization in coordination meetings at the field level.
Required Experience and Qualifications.
  1. A degree in law, human rights, public administration or other relevant field is generally required
  2. A minimum of three (3) years experience in human rights campaign and in the field of human rights and NGOs.
  3. Experience in conducting Trainings on Human rights protection
  4. Strong skills in writing proposals and reports.
  5. Experience and knowledge of civic education and human rights
  6. Demonstrated experience in developing assessment tools(e.g. questionnaire, focus group discussions).
  7. Demonstrated experience in managing data bases, and knowledge in data analyses.
  8. Strong ability to work with team and work independently and meet tight deadlines.
  9. Previous experience in Somalia is an asset.
  10. Experience in the usage of computers and office software packages. experience in handing web based management systems.
  11. Ability to live and work in a remote post for extended periods.
  12. Understanding of the political, social and cultural context in Somalia and a strong interest in working in the country.
  13. Demonstrated statistical survey, analysis, and presentation skills.
  14. Ability to produce high quality legal documentation.
  15. Excellent presentation and communication skills
