II. ORGANIZATIONAL CONTEXT AND SCOPE International Organization for Migration (IOM) has been implementing reintegration programs with the objective of achieving durable solutions and deliverance of basic services. The program has contributed significantly in increasing household food security level and through short-term income generating activities such as cash for work and vocational skill training projects
With improvement of general security situation in Somalia and food security level, The Programme is shifting its focus toward durable solutions from life-saving and humanitarian assistance and also covers return & reintegration of IDPs, returnees and refugees. The Programme will be assisting in returns, reintegration and resilience including the following; 1. Emergency operations dealing with influx of migrants as a result of disasters or forced returns 2. Returning refugees from neighboring countries and transit area communities, 3. IDPs who are returning to villages of origin and reintegrating into host communities, Drought affected pastoral and agro-pastoral communities, 4. Migrants returning from abroad and 5. Capacity building of the government on service delivery and Disaster Risk Reduction III. RESPONSIBILITIES AND ACCOUNTABILITIES
Under the direct supervision of the Project Officer in Garbaharey, the incumbent is responsible for conducting house hold and individual monitoring visit to ensure compliance and quality control of the cash transfer project (Unconditional Cash & Cash For Work, Emergency financial assistance). All these activities will serve to support the effective field implementation of the Project. In particular, he/she will perform the following duties.
  1. Conduct household monitoring visits to IOM beneficiaries and to IOM program sites.
  2. Assist the Programme Project Officer carry out the daily/weekly/monthly work plan.
  3. Prepare the Monthly Voucher and Distribution card under the Direct Guidance and Supervision of Project Officer.
  4. Ensure monitoring schedule, data collection targets, and reporting deadlines are met.
  5. Conduct reconciliation and triangulation of cash transfer documentations.
  6. Assist in analyzing collected data and in writing post distribution monitoring reports.
  7. Regularly undertake field monitoring trips to conduct household interviews, post-distribution monitoring, focus group discussions, and community visits.
  8. Identify and refer/report Emergency needs/concerns and any problems with IOM services to Project Officer and Programme manager.
  9. Ensure timely reporting on monitoring of activities. IV. COMPETENCIES

V. EDUCATION AND EXPERIENCE
  1. University Degree or Diploma in Community Development, social sciences and humanities.
  2. A minimum of 2 years of experience in the field of humanitarian work;
  3. Experience working in cash for work projects and unconditional cash transfer programmes; working with local NGO or International Organization.
  4. Solid computer skills, including proficiency in MS Office package (Word, Excel, Power Point), internet and Email;
  5. Fluency (written and spoken) in English is required;
  6. Fluency (written and spoken) Somali is required;
  7. Knowledge of Somalia, specifically Garbaharey and prior work in Gedo region will be considered as an advantage.
