Overview of position:
The long and protracted civil war in Somalia, inter alia, destroyed public service infrastructures and robbed the country of most of its professional human resources. One of the key outcomes of these developments is the lack of sufficient levels of qualified manpower within government establishments. Staff capacity across the government is low, and the few professionals that are currently in government institutions are underemployed. In Puntland, these challenges are compounded by the absence of any visible mechanisms for employee performance management.
In addition to the foregoing state of affairs is the lack of clarity in mandates and functions across government institutions and between the Federal and the State Governments. In Puntland, clear policy frameworks, strategies, systems and procedures in most government institutions are largely absent, often leading to competing and overlapping functions. In particular, the civil service legal and regulatory frameworks, which provide the overall guidance for civil service management are incomplete and insufficiently adhered to.
This project is designed to respond to some of these challenges. It seeks to support the capacity development of the Federal Government of Somalia, the Somaliland Government and the Puntland State Government. For Puntland, the project particularly aims at strengthening the performance of key government institutions, including the Ministry of Planning and International Cooperation through the implementation of five key engendered and conflict sensitive performance enhancement support initiatives in support of civil service management and core of government functions in Puntland:
  • Civil Service Management;
  • Civil Service Training;
  • Good Governance;
  • Gender Mainstreaming;
  • Aid and Development Coordination.
In line with the foregoing objectives of the SIP project, the State Government of Puntland requests UNDP to support GGAB in promoting good governance and accountability in the Puntland Government and Puntland society at large. Recently, the Government of Puntland expanded the mandate of the Bureau to include the fight against corruption in Puntland. This new expanded mandate requires a strengthened Bureau with capacity to professionally engage and observe the mode of operation of government institutions and partners to bring about any meaningful impact on governance and corruption in Puntland. UNDP has provided initial support to the Bureau’s start up with a national consultant and now providing support under this project to facilitate the service delivery charter; standards of ethics in public service; and public complaints management system. This LOA seeks to address the initial support for these targets and further support to complete the formulation of the deliverable's and to foster their implantation will be provided in under the project in subsequent years.
Role objectives:
To facilitate formulation of three concept papers: service delivery charter; standards of ethics in public service; and public complaints management system; and road map and methodology for the formulation of three-year strategy plan for GGAB.
Expected output:
The consultancy will work within the scope of the presidential decree establishing the Good Governance and Anticorruption Bureau.
The consultancy will be jointly monitored by both the counterpart (target) institutions and UNDP. MOPIC and the UNDP SIP Team will ensure the consultant undertakes her/his work in line with the terms of reference of the consultancy.
The consultant will generate the following deliverable:
Concept papers and initiate policy dialogue for:
  • Public service charter;
  • Standards of ethics in public service; and
  • Public complaints management system
  • Advocacy strategy linked to the complaint mechanism
  • Finalize the draft 3-year Strategic Plan for GGAB
  • Final report showing achievement of the objective of the consultancy at the end of the assignment.
Project reporting:
This role reports to the SIP, Puntland Team Leader.
Key competencies:
Education:
  • Advanced degree in law, public administration, political science, governance or related fields or a first degree in the same fields with additional two years’ experience.Experience:
  • The consultant will need to demonstrate skills and competencies in the following areas:
  • 10 years’ professional experience in public administration, good governance, legal service, anti-corruption and related fields.
  • Experience working in a developing and post conflict country context
  • Demonstrated ability to effectively communicate orally and in writing.
    Language Requirement:
  • Proficiency in English is a must.
Team management:
This role does not have team management responsibility.
