Overview of position
The long and protracted civil war in Somalia, inter alia, destroyed public service infrastructures and robbed the country of most of its professional human resources. One of the key outcomes of these developments is the lack of sufficient levels of qualified manpower within government establishments. Staff capacity across the government is low, and the few professionals that are currently in government institutions are underemployed. In Puntland, these challenges are compounded by the absence of any visible mechanisms for employee performance management.
In addition to the foregoing state of affairs is the lack of clarity in mandates and functions across government institutions and between the Federal and the State Governments. In Puntland, clear policy frameworks, strategies, systems and procedures in most government institutions are largely absent, often leading to competing and overlapping functions. In particular, the civil service legal and regulatory frameworks, which provide the overall guidance for civil service management are incomplete and insufficiently adhered to. Gender mainstreaming tool-kit will clearly provide a guideline on how women and men should equally participate government development interventions and policies.
This project is designed to respond to some of these challenges. It seeks to support the capacity development of the Federal Government of Somalia, the Somaliland Government and the Puntland State Government. For Puntland, the project particularly aims at strengthening the performance of key government institutions, including the Ministry of Planning and international cooperation through the implementation of five key engendered and conflict sensitive performance enhancement support initiatives in support of civil service management and core of government functions in Puntland:
  • Civil Service Management.
  • Civil Service Training.
  • Good Governance.
  • Gender Mainstreaming.
  • Aid and Development Coordination.
    In line with the foregoing objectives of the SIP project, the State Government of Puntland requests UNDP to support MOWDAFA in effectively mainstreaming gender in public service reforms, ministries, particularly with the Ministry of Labor, Youths and Sports (MOLYS) and the Civil Service Commission (CSC) in mainstreaming gender in civil service policy and regulatory frameworks and civil service management and development.
    MOWDAFA also works with the Ministry of Planning and International Cooperation (MOPIC) in engendering the Puntland monitoring and evaluation policy. These collaborations are being supported by UNDP and will continue to be strengthening under the SIP project.
Role objectives
The objective of this consultancy is to facilitate finalize the draft gender mainstreaming tool-kit with the support of MOWDAFA. The tool-kit will provide practical guidance on how to incorporate gender issues into government programs and policies.
Expected output
The consultancy assignment will focus on finalizing and validation of the gender mainstreaming toolkit tools for development policy and civil service management.
The consultant will undertake the following activities:
Outputs:
  • Gender mainstreaming tool-kit finalized, validated and disseminated.
    Activities:
  • Working closely with MOWDAFA and UNDP gender project, finalize the draft gender mainstreaming toolkit for engendering relevant policies and functions of key government institutions, including civil service management.
  • Train MOWDAFA staff and inter-ministerial gender focal points in government institutions on the use of the gender mainstreaming tool-kit.
  • Support the ministry in validation of the tool-kit.
  • Produce a final report showing achievement of the objective of the consultancy at the end of the assignment.
Project reporting
The consultant will be jointly monitored by both the counterpart (target) institutions and UNDP. MOWDAFA and the UNDP SIP Team will ensure the consultant undertakes her/his work in line with the terms of reference of the consultancy.
Achievement of deliverable's/milestones will be reviewed and validated by the Director General of MOWDAFA and the SIP Team Leader, before payments are made.
Key competencies
Education:
Advanced degree in gender, development studies, social policy, economics etc. or first degree in the same fields with additional two years’ relevant experience.
Experience:
The international gender expert will need to demonstrate skills and competencies in the following areas:
  • 10 years’ professional experience in development and social policy, five of which must be in gender mainstreaming, including hands-on experience in formulation of gender mainstreaming tools.
  • Demonstrated ability to effectively communicate orally and in writing.
  • Prior experience of working in developing and post conflict countries.
  • Working experience in Somalia an advantage.
