Organisational background
Action Contre la Faim (Action Against Hunger) has been conducting humanitarian programs in Somalia Since May 1992. Currently, ACF is conducting its humanitarian activities in Somalia focused on treating and preventing malnutrition, increasing access to clean water and appropriate sanitation, strengthening the food-security and the livelihoods and thus boosting the resilience of communities in Somalia as well as emergency response via program bases in Mogadishu (since 1995), El Berde (since 2012), Xudur (since 2014), Eyl (Puntland, since 2014) and Tieglow (2015).
The positions and responsibilities
ACF Somalia is looking for suitable Somalia National to fill Nutrition & Health Program Manager, based inMogadishu. Reports hierarchically to the Field Coordinator and technically to the Nutrition & Health Head of Department , the Nutrition & Health Program Manager’s core responsibilities will include but not limited to the following:
Goal:
To establish and manage nutrition and health programmes.
Objective 1: Manage and supervise activities in the framework of the nutritional projects – (70% of time allocation)
Management of the project cycle in nutrition and health
Meeting the objectives of ACF in the nutrition and health centres
The quality of the programme for which he/she is responsible
Objective 2: Provide support and organise staff development programmes for the ACF teams – (10% time allocation)
Evaluation of the skill level and technical competence of the ACF teams in conjunction with twice yearly performance appraisals
Skills development for ACF colleagues in his/her programme
Identification of training needs
Ensuring the quality of training programmes established for the ACF teams
The management of his/her teams (leadership, monitoring, motivation....)
Objective 3: Develop and implement strategic operations – (15% time allocation)
Introducing a strategy for addressing the problem of malnutrition which is adapted to the local context
Timely and high quality implementation of planned activities within his/her programme and alerting the Coordinator to any delays or excessive or under-use of resources
Timely and high quality reporting, both internal and external, of the activities of his/her programme, together with a critical analysis
Identifying and proposing the development of new programmes
Writing the nutritional and medical sections of proposals for nutrition and health activities
Objective 4: Represent ACF – (5% time allocation)
The professional standing of ACF in his/her geographical area
The distribution to partners of information collected locally
Respect for the principles and values of ACF in its relations with partners
The quality of relations with partners
Qualifications, Experience and Competencies:
· Bachelor degree Nutrition, Nursing, Med or any related field
· Knowledge and 3 years’ experience in CMAM programming
· ACF experience in roles relevant to the position
· Training and experience in PCM (project cycle management)
· Experience and ability to design, manage and forecast budgets
· Working experience in analytical software (SPSS, EPiInfo, ENA)
· Working experience in the design, implementation and analysis of coverage surveys (SQUEAC/SLEAC), KAP surveys and/or rapid nutrition assessments and SQUEK survey.
· Excellent report writing skills and solid working experience in proposal development
· Certification in training methods/adult learning techniques.
· Patience
· Good relations with other people
· Good capacity to work in a team
· Capacity to manage priorities
· Fluent in Somali and English (oral and writing)
