PROJECT SUMMARY
SPUR project is 12 months USAID funded project employing a community-driven development approach to strengthen social, economic and respond to emergency and recovery projects in Mudug and Sanaag regions. In Mogadishu, the project will provide support to vulnerable groups affected by emergency crisis. These interventions aims at improving access to food, water and sanitation by protecting livelihood assets and provision of safe water and sanitation facilities, hygiene promotion and to build resilience among most affected households. The project will build on the gains realized in SCORES II projects implemented by Adeso in 2015 - 2016, which provided humanitarian assistance as part of recovery response. It also adopted multi sector integrated strategies that link emergency interventions to recovery by strengthening on recovery of livelihood and rehabilitation of communal water sources assets, in order to address emergency needs and develop opportunities for community asset building among most vulnerable households.
This project is designed in enhancing household capacity to address recurrent problems such as food security and access to water. The proposed programme will include the following major components: provision of agricultural inputs, support to community animal health workers (CAHWs), capacity building and the strengthening of early warning systems to include livelihood-saving early warning messages to communities through Somalia disaster management agency (SODMA). These components complement each other and when combined, actively support households to maintain their livelihood strategies while addressing key WASH problems.
ASSIGNMENT SUMMARY
Somalis are predominately pastoralists. According to local statistics provided by the Puntland Strategic Plan 2013-2015, more than 65% of the local people in Puntland are pastoralists therefore any shock that affects the livestock sector significantly creates an emergency and crisis situation. Following the continued dry spell and the below average rainfall in Mudug, livestock population has been majorly affected as they are dependent on water and resulting pasture. The challenges facing the pastoralists includes livestock diseases, drought related livestock malnutrition, livestock deaths and a lack of animal health extension services. The local population lacks the skills of livestock diseases management, livestock treatment and the general lack of best practices in animal husbandry. Reducing livestock mortality and morbidity rates, through improved animal health services is fundamental to increasing livestock productivity.
Adeso is seeking qualified facilitators with the knowledge and skills to train 15 Community Animal Health workers (CAHWs) in Bacadweyn, Galkacyo District, Mudug region. The facilitators will work for a period of 7 days which will include develop training manual, training preparation, travel, reporting and training days. The facilitators will provide capacity building to the selected CAHWs on management of basic livestock ailment, improve production and promote marketing.
OBJECTIVES OF THE ASSIGNMENT
The proposed training will be part of a joint Adeso and Ministry of Livestock and animal Husbandry (MoLAH) strategy to revitalize 15 community animal health workers (CAHWs) and establish a strong linkage with the Ministry of Livestock and the private sector. To achieve this, the CAHWs from these selected areas will be trained through a 7 day course on basic veterinary skills, with regular on-job-trainings provided by the technical support team from the Ministry of Livestock.
DELIVERABLES
  • Develop training manual and visual aid
  • Develop training agenda and schedule
  • Conduct training for 15 selected CAHWS
  • Train CAHWs on the proper use of veterinary equipment
  • Establish new networks of CAHWs where none existed with information sharing linkages.
  • With the help of the MoLAH, develop easy to use Surveillance form for the CAHWs, provide information flow pathways where the information collection by the CAHWS and be shared with the regional livestock officers where the data can be compiled and feedback shared with the CAHWs.
  • Produce and submit a training report
SCOPE OF WORK
The following key areas of work are included in this consultancy though the present list is not exhaustive and additional issues might come up during the consultancy:
  • Provide training manual.
  • Provide training agenda to Adeso SPUR Project team.
  • Provide practical training to the selected CAHWs
  • Provide status updates on training to Adeso SPUR Project team.
  • Monitor and submit attendance of CAHWs during the training.
  • Assess CAHWs knowledge on management of basic livestock ailment, livestock production and marketing skills during the course of the training for Adeso future programming.
METHODOLOGY
The training will be directed by an external consultant or consulting firm who has got the final decision regarding methodology and how the selected individuals will be trained. In this regard the consultant shall provide Adeso with a proposal detailing an overview of their understanding of the assignment, an appropriate model of participatory training, time schedule, planned activities, suggested methods if any, as well as preliminary results to be reviewed and approved by Adeso CAPS project manager.
SKILLS AND QUALIFICATIONS FOR THE LIVELIHOOD TRAINER
  • Degree or Higher national diploma in Animal health management or related field is essential.
  • At least 5 years experience/Knowledge in training and teaching on agricultural related field
  • Must be proficient in written and spoken Somali language.
  • Ability to write training report in English
  • Familiar with Mudug pastoralist context.
  • Ability to assess students (CAHWs) knowledge gab and facilitation skills to address
  • Experience in the use of participatory learning/teaching methodologies.
INTELLECTUAL PROPERTY RIGHTS:
All documentation related to the assignment shall remain the sole and exclusive property of Adeso.
