CALL FOR EXPRESSION OF INTEREST FOR PARTNERSHIP WITH UNHCR SOMALIA
A. Introduction
United Nations High Commissioner for Refugees (UNHCR) Somalia provides protection and assistance to refugees, asylum seekers and internally displaced persons in Somaliland, Puntland, Galmadug and central regions, South West States, Jubaland and Mogadishu. This is achieved through the Representation Office in Mogadishu and seven other offices spread throughout Somalia. UNHCR has a tradition of cooperation with both operational and implementing partnerships in providing protection and material assistance to persons of concern. Such Cooperation covers a wide and constantly evolving spectrum of complementary and mutually supportive activities, which form basis for successful implementation of UNHCR’s Programmes.
B. Objective of the Call for Expression of Interest
The purpose of the call for Expression of Interest is to solicit interest from existing or prospective registered International and Local Non-Governmental organizations (NGOs) who wish to participate in UNHCR’s implementation of 2017-2020 projects in Somalia, while contributing complementary resources (human resources, knowledge, funds, in kind, and/or equipment) for achieving common and agreed objectives.
C. Eligibility
The call for expression of interest is open to international and local non-governmental organizations that have authority to operate in Somalia. The partners must be willing to work with all intended beneficiaries, regardless of their race, religion, nationality, political opinion or gender, and must provide assistance on the basis of identified needs only, without linking assistance, directly or indirectly, to any ethnic, religious or political consideration. Potential partners must meet four basic conditions for them to be considered: a) Must be legally registered at the location of their Headquarters and/or in the country where they are operating; b) Must have the authority to operate a bank account in the country of implementation and the ability to maintain separate accounting records for expenditures incurred on behalf of UNHCR; c) Must demonstrate financial reliability through the production of annually audited financial statements; d) Must be willing to adhere to the rules and procedures of UNHCR for project partnership agreement implementation, to follow UNHCR’s established policies, and to comply with the laws and policies of the country in which it operates.

Interested applicants should send an email to KENSMSUPPLY@unhcr.org, with the subject ‘CEoI for Partnership with UNHCR Somalia’, while providing the full name of their organization. Upon receipt of the email, UNHCR will send a link providing access to the complete set of information and submission templates. The documents should only be requested between 11th October and 21st October, 2016. Deadline for the submissions of the CEoI is 31st October, 2016; 1700 hrs CET
