Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
Somalia is characterized by a complex migration crisis caused by conflict, natural disasters and a general lack of opportunities. Both conflict and natural disasters have led to the displacement of millions of people, both internally and across international borders, resulting in approximately 1 million refugees in the region and 1.1 internally displaced persons. Further, an unknown number of migrants and refugees have also left the country towards Europe and the Middle East, as well as to Southern Africa. The situation in Somalia remains volatile with recurring drought and floods and an ongoing conflict between the Federal Government of Somalia with Al-Shabaab as well as inter-clan conflicts.
Recent gains in stability, political development and a changing environment in the neighbouring countries, however, have led to an increasing number of Somalis returning to their country, leading to an increasing need to improve the coping capacities of return areas but also opening up opportunities for recovery, as many returnees have skills that are direly needed in Somalia.
Within this context, IOM is expanding its programming in recovery and reintegration, focusing on supporting returnees and return communities through a community based approach aiming at increasing returnees’ and host communities’ access to basic services and livelihoods and also promoting peaceful coexistence between all members of the community.
The selected National Officer – Return, Recovery and Durable Solutions will support the Return, Recovery and Durable Solutions Unit (RRDS) with both programmatic and administrative tasks to ensure the successful implementation of activities within the framework of return and reintegration, recovery and durable solutions. Core Functions / Responsibilities:
Under the overall supervision of the Programme Coordinator – Operations and Emergencies, the direct supervision of the Progamme Manager – Return, Recovery, and Durable Solutions based in Mogadishu, and in close cooperation and coordination with other programme units, in particular under the Department of Operations and Emergencies, the incumbent will be responsible for the following tasks:
  1. Contribute to the design and development of activities within the framework of return and reintegration, recovery and durable solutions, in particular with regards to community based initiatives
  2. Support the Programme Manager in the implementation and coordination of return and reintegration, recovery and durable solutions activities in Mogadishu and southern and central Somalia and ensure due process in the selection of implementing partners
  3. Develop work plans with budget and monitoring and evaluation plans in consultation with the project manager, keeping in mind the need for clear demarcation of activity implementation and budget management among relevant department and units.
  4. Closely coordinate with the government counterparts, clarifying plans and implementation status as well as technical issues that may need to be addressed as well as in representation of IOM in regional coordination meetings with UN agencies and NGOs.
  5. Develop appropriate monitoring tools to ensure effective implementation. Guide and advice project assistants in the implementation and monitoring of programs and activities in the operational area in collaboration with the implementing partners and local authorities.
  6. Undertake regular field visits to monitor and review the performance of project assistants and implementing partners and recommend action to the Programme Manager
  7. Coordinate, organize and participate in assessments and field missions related to return and reintegration, recovery and durable solutions
  8. Represent the unit in all relevant internal and external meetings assigned by the Programme Manager
  9. Compile progress of livelihood support activities for internal and external reports of IOM, clarifying outputs, achievements, challenges, corrective measures taken as well as future plans.
  10. Participate in the development and review of tenders, calls for proposals, agreements and other project relevant documents with regards to community based peaceful co-existence activities within the framework of return and reintegration, recovery and durable solutions
  11. Prepare and ensure timely and quality preparation and submission of project reports in accordance with IOM procedures and donor requirements. Prepare regular updates, summaries and other relevant material and statistics.
  12. Supervise Programme Assistants relevant to the position
  13. Undertake duty travels as needed;
  14. Perform any other duties as may be assigned
Required Qualifications and Experience
Education • Advanced university degree from an accredited academic institution, preferably in Political or Social Science, Business Administration, International Relations, Development Studies and/or Law, or an equivalent combination of training and experience;
Experience
• Two years of work experience (or four years for candidates holding an undergraduate degree) in the field of migration issues, specifically in project design, management and implementation in the areas of return and reintegration, durable solutions, recovery, livelihoods and/or community based programming • Solid experience in project development, monitoring, and reporting • Experience or training in return, reintegration, durable solutions and recovery related fields, such as housing, land and property; profiling; registration etc. • Excellent understanding of protection and gender related issues in the field of return, reintegration, durable solutions and recovery • Excellent verbal and written communication in English and Somali • Technically competent on writing, documentation and data management • Good knowledge of Computer skills; MS Office (Outlook, Access and Excel)
Languages Fluency in English and Somali both written and spoken and Arabic is an advantage
