Puntland
Background
The Somalia Tis+ Project goal is to promote good governance and community cohesion. The objectives of this project are to: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets. 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth. 3) Increase Somali engagement in creating a more stable future. 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.
Objective
The Program Activity Specialist is a national (CCN) position that will support efficient and high quality PIKA grant development, timely and accurate implementation of PIKA activities over each phase of the cleared PIKA activity, including; documentation, procurement, quality control, grantee support, monitoring, evaluation and reporting. This position will be required to travel 50% within Puntland and potentially additional locations.
Primary Responsibilities
Responsibilities include, but are not limited to the following:
  • Interact constantly with Program Development Officer on program related issues such as grant development, and reporting, grant monitoring and evaluation.
  • Liaise with local partners, subcontractors, resource partners to support efficient and effective PIKA implementation.
  • Support grant development in ensuring proposed budgets costs are verified with the current market price before finalizing the grant budgets.
  • Support proper documentation processes, including working with beneficiaries /trainees/ grantees in close coordination with the Program Development Officer and other responsible staff (Agreements, MOUs, waybills, Completion Certificates, Transfer of Title etc. and submitted to the PDO and SAO in a timely manner;
  • Supports feasibility studies, research, assessments, under the direction of the Program Development Officer, Senior Activity Officer or Deputy Chief of Party.
  • Support all activity evaluation processes in the field, in close coordination with the M&E Specialist and the Program Development Officer.
  • Supports obtaining all permits and/or authorizations that may be necessary to implement the activity, in the shortest possible time-frame, fully respecting TIS+ and official rules and regulations and procedures.
  • Assist with the preparation of accurate reports, evaluations and other documents as required
  • In coordination with all TIS+ staff, help to meditate/solve any conflicts during the development and implementation of the activities.
  • Provide reliable input on procurement for materials and human resources as required;
  • In close coordination with the Program Development Officer and Senior Activity Officer to ensure that all activity and grant files are properly completed and maintained in both soft and electronic versions.
  • Other duties as assigned.
Reporting
The Program Activity Specialist (PAS) reports to the Program Development Officer (PDO)
QUALIFICATIONS
  • University degree in Development, Social or Political Science.
  • Minimum 3 years professional working experience with urban and rural populations, local organizations and/or communities in Somali, Puntland preferred
  • Previous experience with in kind grants management – an added advantage.
  • In-depth knowledge and with ability to identify potential interventions that will contribute towards meeting TIS+ program strategy and objectives.
  • Demonstrated experience in community participation/engagement –type projects required.
  • Demonstrated experience in engagement with local government representatives.
  • Proven ability to produce well written reports.
  • Ability to coordinate the financial, administrative and implementation of program activities including budget management whilst ensuring compliance of rules/regulations.
  • Ability to communicate well orally and in writing both in English and Somali languages.
  • Computer skills and knowledge of systems required with proficiency in Ms. Applications
(Word, Excel and Access).
  • Willingness and ability to live and travel in Puntland, based in Garowe or Galkayo.
LOCATION:
To be determined either in Garowe or Galkayo
LEVEL OF EFFORT:
1 year with possible extension up to four years in total.
