Puntland
Background
The Somalia Tis+ Project goal is to promote good governance and community cohesion. TIS+ Somalia Office anticipates that the need for quick impact stabilization activities will continue given the fragile nature of the nascent government and the existence of an insurgency in parts of South Central Somalia. At the same time, Somalia, particularly under the New Deal and the new internationally recognized government, is looking to move from crisis and stabilization to medium and longer-term development. The objectives of this contract are to: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets. 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth. 3) Increase Somali engagement in creating a more stable future. 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.
Objective
The Finance & Administration Officer will be responsible for the financial administration following required rules and regulations, guidelines and procedures of the assigned field office. This position will have limited travel within Puntland and potentially additional locations.
Primary Responsibilities
Responsibilities include, but are not limited to the following:
  • Assist with the preparation of the monthly budget projections and transfer request for the field office.
  • Assist with payments processing to consultants, vendors, and subcontractors as applicable ensuring invoices and supporting documentation and required approvals are in place before payment.
  • Follow the program’s Field Office Authority Matrix (FOAM) and Finance Manual.
  • Keep track and maintain project and PIKA grant expenses as requested by the supervisor.
  • Inform, Finance and Administration Manager, Operations Manager, Chief of Party of any financial irregularities.
  • Other financial or administration support as directed by the supervisor.
  • Follow-up with Dahabshiil on payments sent for processing and collection of bank support documents as needed.
  • Submit all original financial records, receipts and vouchers to the Nairobi office.
  • Meet and assist all visitors; handling inquiries and facilitating meetings when requested.
  • Support Procurement team with logistical support for delivery of goods and services to grantees.
  • Manage UNHAS account in bookings and payments processing.
  • Arrange and co-ordinate visa, travel and accommodation for staff (local and international) including booking air tickets, travel schedules, guesthouse/hotel.
  • Manage logistically the use of the hired vehicle and keep its costs within contracted budget.
  • Management of the kitchen and its supplies.
  • Assist with the office Inventory & asset management.
  • Management, stock record-keeping and issuance of office stationary.
  • Co-ordinate timely and regular servicing of office equipment and laptops; including being the point of contact for all IT and computer related issues.
  • Logistical support for workshops/trainings/conferences.
  • Responsible for workplace services; lead & manage office building maintenance and utilities (water, electricity, mail), cleaning services, security services etc.
  • Maintain and update a list of telephone contacts both internal and external use.
  • Provide administration support; ensure timely vendor payments in collaboration with Finance, co-ordinate interviews, support staff orientation and office set-up for new employees.
  • Other duties as assigned.
Reporting
The Finance and Administration Assistant reports locally (administratively to the Head of Office in the field office and overall and technically to the Finance and Admin Manager in the TIS+ Nairobi office).
Qualifications
  • University degree with minimum 3 years working experience in a similar role.
  • Fluent in Somali and strong written and spoken English language skills required.
  • Excellent interpersonal skills and communication skills with the ability to manage a diverse range of professional and cultural relationships essential.
  • Strong Excel skills and proficient in Microsoft office suite.
  • Strong planning, organizational and co-ordination skills.
  • Ability and willingness to live in Garowe or Galkayo and limited travel within Puntland.
LOCATION:
To be determined either Garowe or Galkayo.
LEVEL OF EFFORT:
1 year with possible extension up to 4 years in total.
