Background
The Somalia Tis+ Project goal is to promote good governance and community cohesion. The objectives of this program are to: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets. 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth. 3) Increase Somali engagement in creating a more stable future. 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.
Objective
The Program Development Officer is a national (CCN) position which will support the strategic development and implementataion of activities across to be determined locations across Puntland, including building relationships with key stakeholders and supporting effective monitoring, evaluation and learning. The PDO will also be engaged in the development and implementation of Objective 1,3 and 4 and will be required to travel up to 50% of the time within Puntland and potentially additional locations.
Primary Responsibilities
Responsibilities include, but are not limited to the following:
  • Provides senior level program and contextual – stability, security and political analysis through weekly updates and/or ad hoc reports to the Senior Activity Officer.
  • Liaise with and build strong relationships with appropriate government counterparts, relevant local partners, awardees /beneficiaries, NGOs, UN agencies, private sector representatives and civil society to enhance a coordinated and effective approach to Puntland stabilization programming planning and implementation.
  • Regularly produce and submit quality PIKA activity ideas, budgets and activity forms in conjunction with the awardees, government counterparts and other stakeholders as appropriate.
  • Effectively utilize the PIKA Activity database and One Source for quality and secure information management related to PIKA activities.
  • Promote coordination with the government at various levels to facilitate staff, partners and Contractors trips in and around the areas of operation.
  • Interact constantly with Senior Activity Officer on PIKA ideas and activity development, context analysis and reporting, activity monitoring and evaluation.
  • Represent TIS+ in Puntland meetings, workshops and conferences as requested by the supervisor and submit an internal report to the supervisor.
  • Ensure that reliable high quality baseline and other monitoring and evaluation (M&E) information is collected per the TIS+ M&E Plan and provided to the M&E Specialist for further production and circulation as required.
  • Manage the activity evaluation process in the field in close coordination with the M&E Specialist and Senior Activity Officer.
  • Ensure that all permits and/or authorizations that may be necessary to implement the activity are granted in the shortest possible timeframe.
  • Assist with the timely preparation of accurate reports, evaluations and other documents as required.
  • In coordination with the Puntland team and awardees and counterparts, mediate any conflicts during the development and implementation of the activities.
  • Provide input on budgeting and procurements for materials and services as required for the activities, in development and during implementation as necessary;
  • In close coordination with the Senior Activity Officer ensure that activity files are properly completed and maintained in both soft and electronic versions.

ReportinG
The Program Development Officer (PDO) reports to the Senior Activity Officer (SAO)
Qualifications
  • Four-year university degree in development, sociology, law, social or political science, or other development-related field require
  • Minimum of three (3) years’ professional experience working with urban and rural populations, local organizations, and/or communities in Somali.
  • In-depth knowledge of Puntland context and security, political and stabilization dynamics, and with the ability to identify potential interventions that will contribute toward meeting TIS+ program strategy and objectives.
  • Experience working on social development projects and experience identifying, developing, and managing projects for an international organization preferred.
  • Demonstrated experience in community participation/engagement-type projects required.
  • Demonstrated experience in engagement with CVE programming initiatives;
  • Ability to network and identify appropriate local partners and grantees and support reform-oriented entities and local and international organizations to design and develop activities.
  • Proven ability to produce well written reports.
  • Fluency in spoken and written English, and in spoken and written Somali
  • Ability to oversee and coordinate the financial and administrative design and implementation of program activities including budget management and compliance with rules and regulations.
  • Willingness and ability to live and travel in Puntand, based in Garowe or Galkayo.
  • Computer literacy required with proficiency in Microsoft applications, including Word and Excel. Knowledge of Microsoft Access preferred.

To be determined – either Garowe or Galkayo
LEVEL OF EFFORT:
1 year with possible extension up to four years in total.
