AECOM is implementing the Somalia Tis+ Project to promote good governance and community cohesion. USAID/EA’s Somalia Office anticipates that the need for quick impact stabilization activities will continue given the fragile nature of the nascent government and the existence of an insurgency in parts of South Central Somalia. At the same time, Somalia, particularly under the New Deal and the new internationally recognized government, is looking to move from crisis and stabilization to medium and longer-term development. The objectives of this contract are to: 1) Increase confidence in governance based on equitable participation in decision making and management of community assets. 2) Empower community and government representatives to engage with private sector and development actors in a collaborative process for community growth. 3) Increase Somali engagement in creating a more stable future. 4) Support inclusive, sustainable development by reducing gender gaps in stabilization and development.
The Program Activity Specialist is a national position that will support efficient and high quality PIKA grant development, timely and accurate implementation of PIKA activities over each phase of the cleared PIKA activity, including; documentation, procurement, quality control, grantee support, monitoring, evaluation and reporting. The PAS will provide support to Mogadishu and different projects across Somalia.
Primary Responsibilities
Responsibilities include, but are not limited to the following:
· Interact constantly with PDO on program related issues such as grant development, context analysis and reporting, grant monitoring and evaluation;
· Liaise with local partners, subcontractors, resource partners to support efficient and effective PIKA implementation;
· Support grant development in ensuring proposed budgets costs are verified with the current market price before finalizing the grant budgets;
· Support proper documentation processes, including working with beneficiaries /trainees/ grantees in close coordination with the PDO and other responsible staff (Agreements, MOUs, waybills, Completion Certificates, Transfer of Title etc and submitted to the PDO and SAO in a timely manner;
· Supports feasibility studies, research, production of catalogues, database of investors and partners, etc; under the direction of the PDO, SAO or DCOP;
· Support all activity evaluation processes in the field, in close coordination with the M&E Specialist and the PDO;
· Supports obtaining all permits and/or authorizations that may be necessary to implement the activity, in the shortest possible time-frame, fully respecting TIS+ and official rules and regulations and procedures;
· Assist with the preparation of accurate reports, evaluations and other documents as required
· In coordination with all TIS+ staff, help to meditate/solve any conflicts during the development and implementation of the activities;
· Provide reliable input on procurement for materials and human resources as required;
· In close coordination with the PDO and SAO, ensure that all activity and grant files are properly completed and maintained in both soft and electronic versions;
· Other duties as assigned
Reporting
The Program Activity Specialist (PAS) reports to the Program Development Officer (PDO)
QUALIFICATIONS
· University degree in Development, Social or Political Science
· Minimum 3 years professional working experience with urban and rural populations, local organizations and/or communities in Somali;
· Previous experience in grants management – an added advantage
· In-depth knowledge and with ability to identify potential interventions that will contribute towards meeting TIS+ program strategy and objectives
· Demonstrated experience in community participation/engagement –type projects required
· Demonstrated experience in engagement with local government representatives
· Proven ability to produce well written reports
· Ability to coordinate the financial, administrative and implementation of program activities including budget management whilst ensuring compliance of rules/regulations
· Ability to speak and write in English and Somalia language.
· Willingness and ability to live in Mogadishu
· Computer skills and knowledge of systems required with proficiency in Microsoft applications i.e
Word, Excel and Access.

LEVEL OF EFFORT:
1 year with possible extension
