PROGRAM MONITORING AND LEARNING COORDINATOR - (Rural Women Program)

CARE is an International NGO working in Somalia. CARE and its partners work with vulnerable communities to address the underlying causes of poverty and promote peace and development, through its strategic goal to reduce poverty by empowering women, enhancing access to resources and services, and improving governance. CARE is looking for suitable candidate to fill the position of Program Monitoring and Learning Coordinator for Rural Women Program based in Garowewith frequent travel to project areas.
1.JOB SUMMARY
The Program Monitoring and Learning Coordinator has the overall responsibility for managing program monitoring, evaluation and learning related activities within a defined geographical area and will report to the Program Coordinator – Rural Vulnerable Women. The incumbent will contribute to strategic planning and lead in management of all programmatic aspects within the defined geographical area. The Program Monitoring and Learning Coordinator is responsible for maintaining high quality, accountable and impactful program design and delivery. Key responsibilities include coordinating program design, monitoring and evaluation exercises, organizing periodic program review workshops and providing technical support to staff to streamline M&E and learning within the country office.
The position will be directly responsible for learning and knowledge management, staff oversight, advocacy and liaison with partners, and other stakeholders who are key to achieving the results of the program. The program will address the needs of vulnerable rural women and will be designed around a theory of change that is based on continuing assessments, studies of the underlying causes of poverty and learning from existing interventions. The program will work closely with CARE’s strategic partners and other local NGOs, community groups/associations, local elders, women organizations, local government, research institutes and private sector - in recognition of the fact that addressing the underlying causes of exclusion and marginalization will need the involvement of all these stakeholders.
2. Key Roles and Responsibilities
R1:Program Design, Implementation, Monitoring and Reporting(40% of time). To be responsible for all aspects of delivering a high quality and accountable program for the rural women program
· Contribute to the development and regular review of theory of change, program strategy and key sectoral approaches
· Design and manage interventions in Somalia in close collaboration with Area Managers to ensure synergy and inter linkages
· Coordination and management of baseline, mid-term and final evaluation through preparation of ToR, oversight of consultants, review and finalization of reports.
· Coordinate with PQU on development of a program-level M&E system that aligns existing programming to measure the desired changes in the lives of the impact group
· To ensure high quality implementation, monitoring, evaluation and reporting is done as per the donor requirements (includes providing technical support and training on report writing, data collection methods and tools, data analysis using SPSS and MIS).
· Develop a knowledge management system to ensure continuous cross learning among all the projects within the program and that these are reflected in new initiatives
· Coordinate with PQU on the planning and implementation of studies, research, assessments, evaluations and knowledge events as needed.
· Provide input and advice to CARE Somalia CLT on strategic planning, program strategies and operational issues
· Participate in Monitoring, Evaluation, Accountability and Learning working group and back-stop for other M&E staff as/when required
· Work with the staff in the field offices to ensure that there is adequate documentation for all the projects.
· Contribute to roll-out, training and effective use of MIS within the CO.
R2: Learning and Knowledge Management (40% of time)
· Coordinate with PQU to ensure ongoing monitoring of partners and quality and accountability of work
· Ensure strong collaborative relationships are developed between the intended impact group, CARE and partner staff. Ensure strong input by the intended impact group in program strategy, design, monitoring and evaluation.
· Organize periodic program review meetings in coordination with Program and PQU to assess progress, share learnings and make recommendations for improvements
· Review and submit monthly project reports to PQU and contribute to development of quarterly program report to capture key achievements and challenges.
· Identify partner capacity needs and coordinate with PQU or PS departments where strategic partners are in need of specific capacity building support that can be provided by CARE
· Ensure strong collaborative relationships with key government departments and relevant private sector organizations/
· Ensure the program is implemented in line with partnership principles as outlined in CI policies.
R3: Staff Management(15% of time)
· Oversee field staff as appropriate
· Apply performance management systems to ensure consistent, strong performance within the team.
· Identify capacity gaps and recommend opportunities to build the capacity of direct reports and other program staff to ensure implementation in line with CI principles and CARE policies.

****R4:****Staff Safety and Security*(5% of time*)
The Program Monitoring and Learning Coordinator has a role in ensuring staff safety and security with technical support from the Safety and security advisor. As such, he will be responsible for ensuring programs are delivered in a safe and secure manner. Key tasks include:
· Work to ensure that security management protocols and procedures are updated, made locally relevant and applied consistently,
· Work with the security advisor to ensure that risks to staff, beneficiaries and assets are mitigated through a deterrence, acceptance, protection and program-enabling lens.
3. Working Conditions
This is a posting in Garowe in Puntland with frequent travel to project sites depending on security conditions. Somalia is unstable and insecurity often prevents access to some areas of the country. The climate is hot and dry. The staff member will be provided with a private room with bath in a shared guest house. All meals will be provided.
4. Required Qualifications (minimum requirements)
Experience
· Minimum relevant graduate degree with significant relevant M&E and knowledge management experience.
· At least 5 years experience working in conflict/post conflict context, with preferred work experience in Somalia.
· At least 3 years experience in a project or program management or advisory role
· At least 2 years’ experience in working with pastoralist communities in Africa, preferably in the Horn
· Demonstrated experience in development and recovery programming
· Demonstrated experience in program assessments, problem analysis and program design
Skills/capacity:
· Team player, who is able to develop strong collaborative relations across the organization, in both the program and program support departments
· Extensive experience with multiple types of evaluations – impact evaluations, process evaluations, formative evaluations etc.
· Extensive experience of MIS
· The use of statistical Analysis Applications and Toolpaks (e.g. SPSS, STATA, Minitab, STATISTICA, SAS, R, MS Excel, etc.)
· Good leadership and negotiating skills
· Strong gender and conflict analysis skills, and the ability to articulate and design programs using a rights based approach
· Report writing skills
· Ability to develop and articulate program ideas related to Livelihoods, Education, Natural resources management, and Peace building and governance.
· Demonstrated ability to motivate and coach field staff
· Ability to work and live under difficult conditions.
