The Norwegian Refugee Council (NRC) has been present in Somalia since early 2004 and has since expanded its programme. Since 2004, the Norwegian Refugee Council (NRC) has demonstrated a regional competence and expertise in working with displaced populations. The Regional Office is based in Nairobi, Kenya with offices and operations in Somalia (Puntland, Somaliland and South & Central), Kenya, Ethiopia Yemen, Djibouti and South Sudan.
The Logistics Coordinator is overall responsible for the coordination and leadership of the logistics activities in NRC South & Central area of programme interventions

Job description

  • Implement NRC’s systems and procedures at area level
  • Ensure adherence to NRC policies, handbooks, guidelines and donor requirements
  • Prepare and submit reports and analysis
  • Ensure proper filing of all Logistics documents
  • Support line managers in procedures and team trainings
  • Management of Logistics team
  • Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management
  • Ensure safe and efficient transport of staff and materials/goods
  • Train and support Logistics staff in procurement matters – Agresso procurement and monitoring
  • Supervision of works for payment satisfaction
  • Conduct periodic stock counts
  • Coordinate the implementation, customization and maintenance of NRC Logistics and ICT policies, procedures, guidelines and systems with proper tracking, documentation and communication of all changes in line with NRC HoA Mission’s policies and procedures and donor partner requirements
  • Contribute in the review and design of the logistics and procurement policies, processes, procedures and guidelines.
  • Ensure overall adherence to NRC policies, procedures, guidelines and systems for Logistics and ICT at area level
  • Coordinate area logistical and procurement activities
  • Ensure timely review and updating of standardized contracts/agreements between NRC, compound/warehouse owners, supplier(s) and implementing partners to meet the requirements of NRC and other funding partners
  • Ensure accurate and timely flow of information within and among departments with regard to issues of procurement/logistics and ICT
  • Oversee the maintenance of appropriate filing, retrieval and archiving systems in the Area Office and the specific section of the Logistics department
  • Coordinate organizational ICT needs assessments and system specifications with the subsequent identifications, procurements and installations
  • Consolidate periodic departmental reports for management decision making

Qualifications

  • University degree in Business Administration, Logistics or related courses
  • Experience from working as senior Logistics officer/ coordinator in a humanitarian/recovery context
  • Previous 4 years’ experience in INGO/ UN from working in complex and volatile contexts in logistics field.
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
