Context:
Under the direct supervision and guidance of the Chief of Mission (CoM) for Somalia and in coordination with relevant units at Headquarters (HQs) and the Regional Office (RO) for East and the Horn of Africa in Nairobi, the successful candidate will be responsible and accountable for assisting with and contributing to the identification, design and development of new programmes, plans and activities for IOM Somalia. S/he will provide technical assistance and facilitation in the development and design of new projects/programmes as well as monitoring and reporting on programmes and projects to be implemented in Somalia and support the functions of IOM Somalia through first level donor liaison, public information, resource mobilization and coordination with IOM field missions.
Core Functions / Responsibilities:
  1. Assess potential programmes opportunities and projects, review project reports and other documents, and draft project proposals and concept notes in relevant service areas and areas of interest to IOM Somalia in relation to new programmes/projects in coordination with relevant units/programme coordinators with IOM Somalia for Department of Operation and Emergencies (DOE) and Department of Migration Management (DMM), governmental authorities and international and regional institutions as well as partner organizations in public/private sector.
  2. Conduct desk research and take other action to prepare background information to support programme and project proposals. Search for, study thoroughly and recommend available funding opportunities for future IOM projects under DOE and DMM.
  3. Assist Project Managers by monitoring and documenting the quality of interim and final project reports drafted by programme units, work plans, logical frameworks, result matrices and other project related documents in close coordination with the Chief of Mission for Somalia, and programme coordinators for DOE and DMM, and other internal and external stakeholders.
  4. Provide technical and backstopping support for project development and implementation to the all relevant units and other colleagues in the department.
  5. If required, in close coordination with the Project Manager and Resource Management officer, assist with building the capacity of IOM Somalia project staff and Resource Management staff in the correct usage of IOM and other donor templates for project proposals and reports.
  6. Liaise with the Regional Office in Nairobi and HQs in Geneva as well as other IOM missions to ensure the timely submission and donor compliance of project proposals and reports. Bring issues of non-compliance, backlogs, missed deadlines and other problems to the attention of the supervisor, recommending remedial action as appropriate.
  7. Assist the Project Manager in maintaining continuous liaison and networking with IOM
relevant partners (e.g. UN, NGOs, IGOs, private and public sector etc.) as needed.
  1. In coordination with the Chief of Mission for Somalia and programme coordinators for DOE and DMM, liaise and maintain continuous dialogue with donor counterparts and other IOM missions and HQs to facilitate a coordinated approach to project implementation; make recommendations on donor/partner engagement.
  2. Participate in meetings with other development partners, UN agencies as well as national and international workshops, seminars and conferences; Represent IOM in the Cluster Review Committee for the Food Security Cluster.
  3. Provide support when and where required in the programme criticality exercise.
  4. Upon instruction, respond to information and coordination requests from the Resident
Coordinator’s Office; local and international partners, government and donor representatives.
  1. Provide technical and administrative support for the Common Appeals Process, the
Common Humanitarian Fund, and other Multi-Donor Funds.
  1. Provide support in coordinating and publishing press release , together with the Public Information Unit, communications and visibility materials, such as quarterly reports, newsletters, flash reports, etc., and respond to information requests from HQ and Regional Office in Nairobi.
  2. Support the development of Monitoring and Evaluation tools and frameworks.
  3. Supervise Monitoring and Evaluation Assistant and the Project Development Assistant as well as interns and associate experts, if required.
  4. Undertake duty travel as required.
  5. Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in the field of migration issues, project design, management and implementation, donor and partner liaison;
• Work experience in the region is an asset, work experience in Somalia a major asset;
• Ability to prepare project narrative and financial reports, statements and or projections a must;
• Strong skills in the development of log frames, result matrices and work plans; ability to communicate with a wide variety of audiences a must.
Languages
Fluency in English is required. Working knowledge of Kiswahili or Somali is an advantage.

With possible relocation to Somalia if and when the situation is conducive.

Internationally recruited professional staff are required to be mobile.
