The International Committee of the Red Cross (ICRC) is an impartial, neutral and independent organization with the exclusively humanitarian mission to protect the lives and dignity of victims of war and internal violence and to provide them with assistance. It also endeavors to prevent suffering by promoting and strengthening International Humanitarian Law and universal humanitarian principles. The ICRC's Somalia Delegation in Nairobi implements the institution's humanitarian activities in Somalia.
NUTRITION FIELD OFFICER – MOGADISHU
The Nutrition field officer (FO) contributes for the overall integration, implementation and management of the EcoSec nutrition activities across Somalia. The Nutrition FO works on the two aspects of nutrition in EcoSec:
  1. The civilian population,
  2. In Detention.
In civilian population, and under the supervision of the nutrition delegate, the incumbent analyses the nutrition and economic security situation; integrates nutrition in the needs assessments and planned EcoSec interventions, and capacity builds all concerned staff on nutrition-sensitive approaches. On the detention part, the incumbent is responsible for improving the food chain and rolling out moderate acute malnutrition treatment by food in the places of detention. The incumbent implements the nutrition activities according to department/delegation objectives, agreed budget frame and plan of action (PoA), and reports on the progress the nutrition components in the programs as required. The position is located in Mogadishu- Somalia, with frequent travels to cover the whole of Somalia.
Main Responsibilities:
  • Assists the Nutrition delegate in implementing nutrition programming both in detention (food chain) and nutrition-sensitive programming in Civilian population
  • Contributes to the integration of nutrition in Economic Security Programs across Somalia; therefore, contributes to planning, organising and monitoring the implementation of the relevant programs according to institutional objectives
  • Supports and contributes to EcoSec assessment missions, data analysis and reports and project proposals
  • Reports on the progress of the nutrition situation and programs- when existent- independently and submits written reporting as required
  • Maintains contacts with interlocutors /authorities as the position requires and under the supervision of the Nutrition delegate
  • Contributes to monitoring of the food security and nutrition situation in Somalia, highlighting and reporting on any rising food insecurity trends for Nutrition delegate to underpin mobilizing assistance departments
  • Realizes the integration of nutrition within EcoSec department in the sectors of agriculture, livestock, cash and markets at field level
  • Actively contributes to EcoSec assessments in general: in planning, designing the methodology, coordinating with other departments and conducting the assessment and analysis or as requested to ensure the nutrition component is well assessed
  • Ensures optimal integration of standard nutrition and food consumption tools and indicators, including, yet not limited to identification of baseline data and SMART indicators, and assessing approach, making sure that the nutrition criteria are being properly followed
  • Ensures quality data collection and entry on food consumption and nutrition data
  • Debriefs enumerators’ teams and compiles their feedback on the data collection exercises
  • Responsible for quality food consumption and nutrition analysis at field level
  • Contributes to the overall drafting of EcoSec assessment reports specifically the nutrition and food consumption parts/report or as requested.
  • Responsible for training enumerators including SRCS staff and volunteers on nutrition and food consumption tools and compiles their feedback on the data collection exercises
  • Leads on all integrated nutrition activities in EcoSec. This includes yet, not limited to Nutrition and Food Security education during EcoSec activities (restricted grants, General Food Distributions, etc…)
  • Monitors all nutrition-sensitive activities, and tracks the integrated nutrition indicators to ensure that implementation is consistent with the planned activities in achieving the set objectives
  • Supports drafting the draft nutrition part in EcoSec proposals when requested
  • Responsible for routine monitoring of all food and nutrition products stored for EcoSec in the field to ensure optimal conditions for quality preservation
  • Supports EcoSec field officers in carrying on EcoSec activities as requested
  • Responsible for the regular monitoring of the food chain- including analysis of the penitentiary ration- to make sure that it abides by the caloric and nutritional standards and to avoid any shortages in the food chain
  • Promptly Identifies shortcomings or breakage in the food chain and recommends appropriate corrective measures
  • Proactively highlight any limitations in food chain to the Nutrition Delegate to ensure they are addressed by authorities and followed up by the Detention team.
  • Utilizes the existing procedures and tools- and/or contributes to amending them according to needs- for an adequate food chain management in prisons- including- yet not limited to- food stock registers, food item cards, guidance for store cleaning, for food preparation and handling, for serving standard portions
  • Under the supervision of the Nutrition delegate, mentors and conducts on the job training for the prison staff (storekeepers, kitchen staff, and security staff) in management of the food chain (ie. food stock control, storage of food items, calculation of standard portions, and promotion of hygiene practices);
  • Under the supervision of the nutritionists, conducts capacity building of prison authorities on budget, budget tracking, identifying the needs of detainees.
  • Participates in the training of prison/penitentiary administration and medical staff with the objective of aiding them to put in place concrete and practical solutions to food chain/nutritional problems identified;
  • Contributes to organizing workshops and providing technical support to prison authorities at central level to ensure that an appropriate food ration is provided and other measures to improve the nutritional status of detainees are implemented;
  • Along with the Nutrition delegate, contributes to designing the food chain assessment, and analyzing the results, formulating relevant recommendations and drafting the assessment report
  • Under the supervision of the Nutrition delegate, leads on organizing and implementing the food chain assessment using standard methods including analysis of the penitentiary ration
  • Actively follows up on the recommendations of the assessment to ensure their implementation by the prison authorities and the detention team
  • Under the supervision of the nutrition delegate and in close collaboration with the health team (mainly Health Field officer in detention), responsible for rolling out quality program for treatment of moderate acute malnutrition (MAM) by food as per ICRC malnutrition treatment in detention.
  • Responsible for monitoring of the MAM treatment program: budget allocation, food purchase, storage, preparation and distribution as per ICRC protocols, and raising an alarming issues to the nutrition delegate
  • Responsible for collecting, analyzing and reporting on the MAM program: weekly, monthly, and quarterly
  • Coordinates and works closely with the ICRC detention team (Protection, Health and WatHab). Ensures timely sharing of information and promptly raises alarming issues and contributes to solving them as part of the detention team.
  • Establishes and maintains regular information exchange and a good working relation with the prison authorities and the food chain staff/ companies when present
  • Reports to his/her technical supervisors on the contextual aspects and progress of the nutrition activities
  • Writes field trip reports and minutes of meetings based on given guidelines
  • Drafts the nutrition part in assessment/monitoring reports and project proposals based on the EcoSec standard procedures using the internally established reporting formats, including other specific reports when-if required by his/her supervisor,
  • Compiles statistical data on all nutrition in EcoSec interventions and submits monthly statistical report to his/her technical supervisor.
  • Responsible for all requested reporting on the food chain from the field (monthly, quarterly, annually, etc.
  • Contributes to the delegation’s annual planning exercise (PfR) regarding the status of the food chain in PoD
  • Ensures necessary administrative work is implemented on time,
  • Knows, applies and complies with all the administrative procedures linked to his work (preparation and closure of working advances, payments to workers and SRCS volunteers involved in project implementation)
  • Keeps the nutrition program file updated at all times, notably the project proposals- when existent-, copies of the project contracts and related payment lists
  • Coaches and motivates the SRCS volunteers- on nutrition and food consumption approaches- involved in project implementation, including ICRC-hired assistants and/or NGO’s staff when required,
  • Maintains regular exchange with the EcoSec Trainer concerning the identification of the training needs of the involved SRCS volunteers and planning and implementation of the training process in his AoR.
  • Interprets oral conversations accurately from English to Somali language and vice versa as required,
  • Translates documents from English to Somali language and vice versa as required,
  • Adapts his/her behaviour to various interlocutors.
  • Registers and treats information (general and specific) accurately and with confidentiality,
  • Maintains regular contacts with nutrition interlocutors and coordination meetings (NGO's, associations, Nutrition sub-clusters etc.) and exchanges information as required.
  • Contributes to the analysis of the security, socio-economic, cultural and political environment and
  • shares the relevant information with the respective field management and technical supervisor,
  • Reports events and changes within the region that could have an impact on ICRC's activities and hence provides sound elements to the Delegation that allow to establish objectives and priorities,
  • Participates actively in meetings linked to the program implementation in his AoR.
  • Advises on culture, politics, general situation and share relevant information related to the context,
  • Updates his superiors on the ongoing and planned assistance activities of other humanitarian
  • actors in his AoR,
  • Acts as reference point during delegate's/supervisor's absences,
  • Presents synthesis of problematic succinctly and accurately.
  • Understands the three components of the Red Cross/Red Crescent Movement
  • Applies the security rules at all times
  • Respects and observes staff regulations of the ICRC in Somalia
  • Performs duties and tasks not covered in this job description and provide support to other departments when necessary
  • Contributes to the annual planning exercise of the department
Minimum Requirements:
  1. University degree in Nutrition, Public Health, Nursing, Social Sciences or related fields
  2. Minimum of 2 years work experience in a similar field
  3. Fluent in written and spoken Somali and English
  4. Team leadership skills
  5. Good analytical skills
  6. Good communication skills
  7. Good knowledge of the Somali context
