Background
DRC has been providing relief and development services in the Horn of Africa since 1997. Using a human rights framework, the DRC Horn and Africa and Yemen (HOAY) operation focuses mainly on Somalis who are affected by displacement, but also oversees programmes for internally displaced in Kenya, Yemen and Ethiopia. The Somalia programme has currently over 250 staff working in six main field offices, which include Hargeisa, Bossaso, Galkacyo, Mogadishu, Baidoa, Dollow and Beletweyne. DRC Somalia implements broad emergency, and recovery programming including protection, livelihoods and food security, water and sanitation, governance and other programmes that fall within five sectors namely Protection, WASH, Shelter and NFIs, Food security and Livelihoods and Durable solutions.

Purpose
The Gedo Deputy Area Manager will responsible for the overall management of the DRC Gedo programmes including the development, implementation, monitoring and reporting of the projects in the Gedo region. The position will also be responsible for representation of DRC in the area, building and maintaining DRC’s good image and reputation through ensuring quality delivery of programs and accountability to our beneficiaries, partners, donors and local authorities.
Key Responsibilities
  • Responsible for all programmatic and operational activities in the DRC Dollow, Luuq and Dhoobley offices.
  • Visit time to time to Dhoobley office to support implementation and coordinate stakeholders based there.
  • To assess current and forthcoming needs in Gedo region.
  • To facilitate good relations between DRC, local authorities in Gedo and local communities.
  • To carry out regular monitoring of IDP/Refugee movements across the Gedo region.
  • In collaboration with the SCZ Area Manager, prepare and implement monthly, quarterly and annual work plans.
  • Coordinate the office’s activities through regular meetings, and developing weekly work and movement plans.
  • Ensure all field staffs are up to date on each project that is being implemented through the field office.
  • Facilitate visits from ad hoc parties, or other DRC staff.
  • Manage staff performance by monitoring attendance, giving regular feedback on performance, and conducting staff appraisals in collaboration with the Country HR and Area Manager.
  • Ensure that DRC’s operational policies and procedures – financial, procurement, logistics, and human resources – are abided by.
  • Ensure that the office space and Guesthouse is maintained and secure.
  • Monitor and report any security incidences to the Country Safety Coordinator, Area Manager and CD/DCD.
  • Prepare monthly overviews of security in the area and sent to Country Safety Coordinator (CSC) Somalia.
  • Strive to implement quality programming, and give equal focus to all projects being implemented through the field office.
  • Produce quality monthly, quarterly, annual, and ad hoc reports.
  • Plan and prepare need assessments as per the needs and requirements from AM or the Country Senior Management Team.
  • Ensure that activities reflect the needs of all members of the community and that equal participation is supported throughout the project cycle.
  • Ensure publicly available information on, and explanation of the Compliant Response Mechanism, the Humanitarian Accountability Framework and other relevant project related information.
  • Ensure that M&E activities are planned and carried out, and that all information required by the M&E Team is provided in a timely manner.
Other ROLES
  • Meet regularly with local officials to ensure that they are aware of DRC activities, and to encourage and facilitate their participation where appropriate.
  • Meet regularly with the various community groups to ensure they are aware of all the DRC activities, to ensure that project activities are meeting the needs of the community, and to collect feedback on DRC programming in the area.
  • Other duties as directed by the Area Manager and other requests from the TMs.
Reporting Arrangements
The Gedo Deputy Area Manager reports to the Area manager-South-Central Zones. The position will supervise all the Gedo based DRC Program and Support staff.
General

Personal Specifications
Essential
· Minimum Degree in Art and community development, law, Human rights or relevant field.
· Experience of resilience program, durable solutions and local integration IDPs, people returning home or in human rights field.
· Program Implementation skills
· Good negotiation skills
· Able to work without supervision and accomplish results
· Excellent interpersonal and communication skills;
· Basic computer skills, MS Word and MS Excel
· Good public relations, leadership, decision-making and interpersonal skills.
Preferable:
· Prior experience working for INGOs at least 3 years.
· Able to work under pressure;
· Able to coordinate appropriately stakeholders and local authority
· Initiative, sound judgment and dedication;
· Experience and willingness to work in the field;
· Excellent oral and written presentation skills.
· Fluency in English
