The Somaliland Development Fund (SDF) is a 4 - year fund designed to support the Government of Somaliland (GoSL) filling a critical gap supporting projects that are fully aligned to the National Development Plan (NDP). SDF is currently funded by the Department for International Development (DFID), the Danish International Development Agency (DANIDA), Norwegian Embassy and the Netherlands. The fund finances implementation of projects proposed and designed by Government of Somaliland line ministries which are aligned to the National Development Plan (NDP) and the specific ministries strategies. The management of the SDF Secretariat has been contracted to BMB Mott MacDonald, an international consulting company, which is responsible for both the strategic and day – to – day management of the fund on behalf of the Government of Somaliland and the donors. Among the beneficiary agency is the Ministry of Fisheries and Marine Resources (MoFMR).
As a part of the project, the MoFMR as establishing a Monitoring and Evaluation unit of three staff who will be trained in carrying out monitoring and evaluation role for all fisheries projects implemented by or assisting the MoFMR. The MoFMR therefore seeking the services of a qualified M&E Expert to conduct this training.
Somaliland Development Fund Secretariat now invites applications from qualified Monitoring and Evaluation Professional who meet the outlined criteria apply for this assignment.
Required Qualifications/Skills
The M&E Expert will have the following skills, experience and qualifications:
Qualifications and skills required
· The M&E expert should have a Master’s degree in social sciences, economics, business or statistics from a recognised University;
· Experience in Somalia and/or Somaliland
· Demonstrated excellent command of spoken and written English and Somali.
· Excellent interpersonal and diplomatic skills.
General professional experience
· At least 8 years in general implementation of project activities in Somaliland,
· At least 5 years of relevant working experience as M&E Expert on similar projects.
Specific professional experience
· At least 5 years’ experience of working with logframe and results frameworks and translating them in the context for M&E of progress. Tangible proof of this must be provided.
· At least 2 years’ experience in training on the use and application of SPSS and GIS software as well as Microsoft Office in M&E.
