National Gender and Humanitarian Accountability Coordinator

Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, Water and Environmental Sanitation, food and NFI distribution, Community Driven development and advocacy amongst others. There are five main programme offices in HOAY region, one in Yemen, one in Kenya, one in Ethiopia, the Somalia office and the regional office in Nairobi. There are also non- operational region-wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office.
Currently, DRC has over 300 staff in the region. The last 3 years have seen significant growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
Key Responsibilities
This position will primarily focus on Humanitarian Accountability and Gender mainstreaming, training, reporting, documentation and advisory to senior management on the core subjects of Humanitarian accountability and Gender. It has significant working relationships and collaboration with Communications and Reporting Officer/s, sectoral Technical Managers, M&E Manager and Area Managers. In addition, the position will support a consistent integration of Gender and accountability principles and practices into all DRC Somalia programmes activities.
The key responsibilities include:
· Preparation and updating of humanitarian accountability policy documents and including plans, guidelines, reports and thematic papers.
· Focal point for developing accountability approaches within DRC Somalia and following up to ensure compliance with Humanitarian accountability guidelines and work plans.
· In consultation with the MEL manager, integrate humanitarian accountability and gender perspectives in proposals, reports, concept papers including frameworks and strategies of DRC program in Somalia.
· Train and induct all DRC staff on humanitarian accountability and how it relates to the work of each staff in the Somalia context
· Coordinate application and integration of gender issues and concerns into programme work.
· Provide support to accountability and gender focal points in the program areas and supervise the Management Information Systems (MIS) Coordinator in-charge of the beneficiary feedback mechanism.
· Track, analyze and document accountability and feedback/message trends in the Somalia programme integrating inputs from the analysis into program development and communications.
· Mobilize stakeholders in humanitarian and development work and pilot the accountability working group in Somalia with pilot in South Central Somalia.
· Represent DRC Somalia in accountability and gender forums in Somalia as required.
· Consolidate quarterly portfolios across the programmes and key lessons learnt across the programme.
· Prepare the programme key achievements with number of actual beneficiaries as per their respective sectors and update quarterly.
· Regularly monitor the functionality of and ensure up-to-date of SMS feedback system
· Develop gender profiles for the selected programmes such as for SomReP, ILDACS and DANIDA projects
· Conduct gender assessment in programme intervention DRC Somalia
· Any other role as delegated by the supervisor or SMT.
Mechanism:
· Organizing and moderating training workshops, discussions forums and meetings.
· Regular internal contact and communications with field team s and senior technical and management staff on project processes and areas of support.
· Desk work including documentation and dissemination of content related to the core areas of the function across the programme.
· Monitoring visits to project sites and offices
Reporting Arrangements
The National Gender and Humanitarian Accountability Coordinator will report to the Monitoring, Evaluation and Learning Manager for DRC Somalia and will supervise the MIS Coordinator.
General
Commitments: DRC/DDG has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework into the work of DRC/DDG.
Personal Specifications
Essential:
Required skills & education
· Minimum of Degree in International Development, Project Management/Development; Social Studies, completed, with substantial experience or training Information Technology.
· A minimum of 2 years- experience in a middle level management capacity in humanitarian or development programs with an orientation of Humanitarian Accountability and gender areas.
· Knowledge and experience in participatory approaches and tools for data collection, analysis, community planning, monitoring and evaluation.
· Proficiency in written and spoken English is required and proficiency in written and spoken Somali is preferred.
· Extensive and proven experience in engagement with diverse audiences using appropriate tools targeting (internally) beneficiaries, staff, senior managers and (externally) donors, general public and peer agencies in meetings, symposia or workshops.
· Experience in capacity building and in facilitating trainings.
· Good command of computer programs and applications.
· Strong interpersonal and communication skills, and demonstrated ability to establish effective working relations various stakeholders.
Preferable:

Film and Photography in Afgoye, Lower Shabelle

Organisation Background
Oxfam has worked with local Somali organizations to implement Humanitarian and Development projects in Somalia for over 40 years, with the overall aim of reducing the suffering of Somalis afflicted by disasters. In particular, Oxfam pays close attention to those who are most vulnerable, women, men, boys and girls, the elderly and marginalised groups. To achieve this aim, Oxfam provides Somalis with life-saving assistance and more importantly as much as possible addresses the underlying causes of their vulnerability.
Being a humanitarian and development agency, Oxfam seeks to maximise opportunities and works with partner organisations in such a way that emergency response interventions are designed and implemented with a consciousness on forming key links to the possible rehabilitation and sustainable development phase later on. Oxfam is working through local partners to rebuild sustainable livelihoods, provide Humanitarian assistance, advocate for education for all and promote active citizenship and gender justice in Somalia.
Programme Summary
Building on our humanitarian relief work in Somalia, our livelihoods work helps to build and strengthen the resilience of communities to shocks by ensuring there is adequate linkage between relief and development. We focus on supporting the livestock sector, arable farming, natural resource management, alternative livelihoods and climate change adaptation.
The Lower Shebelle programme implemented by our partner Centre for Education and Development (CED) aims to improve food security and livelihoods and build resilience among vulnerable households and communities, while providing an effective social safety net to support the most vulnerable households in the targeted district through activities such as community-led mechanisms for water resource management; cash for work projects for irrigation and water harvesting; promotion of “Good Agricultural Practice” (GAP) approaches through establishment of farmer field schools for training of farmers; provision of inputs or grants for tools, equipment, seeds, and seedlings; and strengthening of community-level early warning committee.
The project is being implemented in fourteen select villages targeting 2,000 households (12,000 people) mainly those at risk of food insecurity, the poor and those vulnerable to the impacts of drought and insecurity. The project aims at increasing agricultural production of 600 small-scale farmers to address the low food security situation in the district and region as well, through distribution of improved seeds and inputs. In addition, the project aims to enhance the capacity of the small scale farmers through Training of Trainers (ToT) for 70 farmers as master farmers on good agricultural practices and 45 farmers to oversee Farmer’s Field Schools. These contact farmers are intended to train other farmers in their respective villages.
Scope of work
Oxfam is seeking the services of a video producer/ director/ videographer to visually document the major project activities in the program’s areas of operation, showing the project outputs and capturing the beneficiaries’ expectations. The consultant will be expected to:
· Travel to select villages in Afgoye district in Lower Shabelle.
· Carry out short 3-4 minute Vox-Pop type interviews with beneficiaries, community members, private company employees, Oxfam and partner staff and local leaders.
· Produce one 15 minute project video that highlights the accomplishments of the project to date, benefits of the partnership and impact to the community beneficiaries, community members, Oxfam and partner staff and local leaders.
Duration
The consultancy will entail 10 days of work: 6 days of film and photography in the field and 4 days for editing. All travel, accommodation and meal expenses will be covered by Oxfam. Note that dates might change based on flight schedules, availability of partners, or other factors.
Deliverables
1.15 minute video in HD:
  • Video shooting and editing – interviews of 10 families.
  • Script development, narration and translation.
  • 10 to 15 minute HD clip in Somali with English subtitles in DVD formats.
· Digital formats of each version of finalized film for online use.
  • 15 branded DVDs of the final work.
  • Web clips and all B roll footage.
2.High quality/High resolution photographs:
· 300 High-quality and high-resolution, edited and captioned pictures of:
  • Oxfam/CED project activities.
  • Pictures of 10 selected beneficiaries in specified locations.
  • Pictures of the landscape, infrastructure and surroundings.
· Detailed report on photography and film locations, with names and contacts of interviewees.
Qualifications
· Professional photographer and videographer with experience working in South Central Somalia.
· Relevant experience in video production/editing ideally developing human interest stories for video.
· Excellent interviewing skills.
· Willing to travel to potentially insecure environments and the ability to negotiate with different communities.
· Ability to work in multicultural environment.
· Somali language skills.

Health Poverty Action (HPA), formerly known as Health Unlimited (HU) is a British international, development organization, with a mission of supporting the poorest and most vulnerable people to achieve better health and wellbeing in their efforts. Chemonics seeks a deputy chief of party for the ongoing, USAID-funded Strengthening Somali Governance (SSG) project based in Mogadishu, Somalia. This position will support the chief of party in supervising all activities related to this project and will have overall responsibility for the successful performance of the operations team. The deputy chief of party shall supervise the grants team, training activities, procurement and logistics, M&E (including data collection), and ensure that all activities are implemented in compliance with USAID contract regulations and Chemonics' internal procedures. Activity focus:
• Electoral and Democratic Processes:
