The International Rescue Committee has been working in Somalia since 2006, providing essential services to conflict and disaster-affected communities. The IRC has been operational in South Central (Mudug, Galgadud, Banadir and Nugaal) regions of Somalia, implementing interventions in the areas of Livelihood, WASH and Health, GBV, Governance and Rights reaching out to more than 200,000 conflict and drought-affected population in these regions.
Scope of Work:
The Livelihoods Program officer will work under the direct supervision of the Senior livelihood officer based in Galkacyo. She/he will be responsible for the day to day planning, implementation; monitoring and reporting of all funded livelihoods activities and will focus on conducting livestock activities. The position holder will also be expected to work closely with the rest of IRC’s program and operations teams in the execution of his /her duties.
Specific Responsibilities
  • Plan and implement all project activities as per the approved proposal and IRC’s policies and procedures.
  • Develop and maintain close working relationships with the community leaders and the district local authorities in the project area.
  • Mobilize communities in the project area in the planning, implementation and monitoring of the project.
  • Promote community participation through establishment of community linkages that recognize positive contribution to program interventions.
  • Regularly update all project monitoring and data tools while keeping accurate records of the same. These will include among others. 3 w matrix, price monitoring sheets, monthly cluster planning /reporting, etc.
  • Responsible for overseeing identification, selection and registration of all project beneficiaries based on the approved criteria.
  • In liaison with the Senior Livelihood officer, review and approve project beneficiary lists before commencement of activities.
  • In liaison with the Senior livelihood officer and other relevant field staff, prepare weekly and monthly work plans for efficient and timely implementation of the project activities.
  • Maintain up to date records of information of all project beneficiaries for follow ups and reporting.
  • Compile timely and regular progress and circumstantial reports and submit to the Senior livelihood officer when as required
  • Supervise assigned program staff to ensure they execute their tasks well.
  • Participate in field level inter agency coordination meetings as required and directed by the supervisor.
  • Support the senior livelihood officer in tracking of expenditures at the field level.
  • Support the senior livelihood officer in drafting monthly progress, quarterly, final and donor reports.
  • Lead in the overall implementation and monitoring of all funded livestock related activities particularly in central regions of Somalia.
  • Mobilize communities at the village level to participate in livestock activities such as best practice field days, treatment/vaccination, restocking, destocking training etc.
  • Monitor closely the performance of community based animal health workers supported by the IRC and ensure that they are effectively engaged in their roles.
  • Collect and report on livestock based information at the village level and prepare reports for planning and program development.
  • Undertake identification and registration of communities /individuals to be targeted for livestock activities as per approved grants.
  • Keep accurate records of reports of community animal health workers and provide feedback on their training and support needs.
  • Identify and document best practices in animal husbandry in the region to improve quality of programs implemented.

  • Document key studies, success stories and such other information of interest and submit the same to the senior livelihoods officer for review and sharing.

  • Provide timely reports on the field trips, monitoring visits and assessments conducted from time to time.
  • Lead in collection, analysis and reporting of important livestock information and trends in the field to improve the quality of programs.
  • Create linkages and good working relationships with other local and international actors involved in livestock programming such as UNFAO, VSF, and COOPI etc to enhance coordination and sharing of experiences and best practices.
  • Perform any other duties as may be assigned by the supervisor
General Responsibilities
· Understand and adhere to IRC's established policies and procedures for administration, finance, procurement, safety and security management, and project management.

Qualifications and experience:
· University Degree in social sciences and at least veterinary background at diploma level is required or any other closely related qualification.
· At least 3 years proven experience implementing livelihoods /food security programs
· Demonstrated experience in community mobilization, Trainings monitoring of programs and reporting of activities will be required.
· Ability to multi-task and effectively handle stressful situations.
· Excellent verbal and written communication skills (fluency in both English and Somali required).
· Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
· Proficiency in computer applications such as word processing, EXCEL spreadsheets, e-mail, etc.
· Ability and willingness to work and travel throughout central Somalia regions.

MARKET ANALYSIS – SKILLS FOR YOUTH IN MOGADISHU

1.BACKGROUND
The Building Resilient Communities in Somalia (BRCiS) Consortium came together in 2013 to work on a four-year programme of support to hazard-prone communities in the south-central zone of the country. The intended outcome of the programme is that men, women and children in vulnerable communities are more resilient to shocks, both in rural and urban contexts. The five key areas of work that will contribute to this outcome are: (1) Community resilience-building; (2) WASH, (3) Shelter; (4) Food Security; and (5) Learning.
This study contributes to the achievement of the BRCiS Expected Output 4: Target groups have improved productive livelihoods capacity and increased food access and diversity. Communities with higher income levels are less vulnerable to shocks for many reasons, including: (a) they have capacity to invest in disaster risk reduction mechanisms, (b) in case of a disaster, they have a greater asset base, and therefore lower likelihood of falling below a threshold income level. Under Output 4, the BRCiS programme aims to support communities, particularly the extreme poor and vulnerable, in reaching resilience through development of their asset bases and improvement of return on assets. In the urban context of Mogadishu this includes micro enterprise development through the provision of small scale business inputs and training, and developing marketable skills amongst young men and women to increase their chances of finding paid work. BRCiS also provides social protection support to ensure that participants’ families have a source of income (safety net) while they focus on training or starting up their business, as well as support to Self-Help Groups for women, who also often use their savings to invest in small businesses and receive business skills training. The training needs to provide skills that are marketable, and identifying these is the purpose of commissioning this study.
With an extremely young population (over 50% of Somalis are under the age of 15 ), huge gaps in education services and employment opportunities, and an economy that relies almost entirely on private sector service provision, the future for the youth in urban areas is bleak without more attention being paid to their abilities to find and keep gainful employment. Economic empowerment of the youth through building skills is therefore essential, and women are a key target group for this since in Somalia they are primarily responsible for meeting domestic, economic and social needs. The 2012 Human Development Report for Somalia calls for a greater investment in the youth as a way of not only helping to bring the country out of its prolonged war but also as a way of achieving accelerated development. The report notes that there is a 67% rate of unemployment amongst the youth aged between 14-29 years, rising to 74% amongst women in this age group. The UN Youth employment Network, in collaboration with the World Bank and the ILO has also identified and recommended four critical areas for national action by the Somalia Government: Employability, Equal opportunities, Entrepreneurship and Employment Creation.
Vocational training has been going on in Somalia for some time however it is now three years since the last review of marketable skills in the city was done (DRC/Food Security Cluster Vocational Skills Training Labour Market Study, 2012). Therefore this study aims to update the findings of the 2012 study and identify any new areas of opportunity that vocational skills and business skills training providers could take advantage of.
2.CONSULTANCY OBJECTIVES
a) Identify, analyse, and recommend five to seven priority sub-sectors (and others if relevant) where opportunities exist in Mogadishu, ideally within the target districts/waax, to train young men and women in vocational and entrepreneurial skills that will enable them generate and diversify income;
b) Recommend appropriate or potential technical/vocational and business skills training service providers and any amendments (structural, physical, pedagogical, etc) that they would need to make in order to offer the kinds of training recommended by the study;
c) Identify packages of tools or relevant start-up materials that each group of trainees would need to be able to establish a business, bearing in mind accessibility, affordability, and profitability for the target group;
d) Explore, identify, and recommend appropriate strategies, approaches and processes, to strengthen apprenticeship and/or employment opportunities for the target group of trainees;
e) Identify main constraints and opportunities in the skills training and related business opportunities identified above, and recommend appropriate interventions;
3.LOCATION

4.METHODOLOGY
The consultant will employ both quantitative and qualitative techniques in undertaking the survey. Participation is a crucial element for any work undertaken within BRCIS, hence the consultant should ensure the inclusion of beneficiaries’ views and ideas in the survey. The consultant will train and involve the programme team in the data collection, processing and analysis, to enable them to carry out further analysis and monitoring of the situation in the selected markets and training centres during the life of the programme.
The market study will start with the analysis of relevant secondary information (including contextual analysis and programme documents, as well as available reports and publications) and go on to a series of semi-structured interviews, and, possibly, focus groups discussions and stakeholder meetings with key informants from:
· The main groups of market actors, and their associations, if appropriate, relevant government agencies,
· Support organisations (both private, government, or non-government), field staff of the BRCiS Consortium members and their partner organisations who work on TVET, and other stakeholders engaged in the sub-sectors under study who may have influence in them.
In advance of the field visit to minimum of five- (this can change) sites, the consultant will provide an information gathering framework and questionnaires for various groups of market actors; these will be discussed with the team in detail in a workshop at the start of the study. Together with the team, the consultant will review the questions, and make sure they are adequately translated in the local language and the team are equipped to collect and record information. The team will be responsible for making relevant appointments and arrangements with various market actors to ensure that meetings are scheduled and take place as per the information gathering framework. The consultant will make sure that data/ information gathered are periodically collated, processed and analysed, with the team’s involvement, and necessary adjustments are made. The consultant will also facilitate a workshop, to pull together and assess/validate the findings and work towards recommendations.
5.TIMELINE
The consultancy is for twenty five (25) re-chargeable days to be completed by 9th August 2015.
6.DELIVERABLES/EXPECTED OUTPUT
The consultant will be expected to produce the following outputs:
a) Inception report including the detailed methodology, locations to be surveyed and timeline that will be followed.
b) A report detailing the process, findings and analyses, conclusions and recommendations of the analysis in separate sections for each of the sub-sectors and skill sets. The recommendation section should outline approaches to project design and implementation providing concrete actions that BRCIS members can engage in.
c) Provide a separate document outlining the process or methodology to be applied in order to fully deliver the recommended actions.
d) Present the findings and recommendations of the market analysis at a validation workshop where the major stakeholders will participate.
e) Provide a soft copy of the final report and the document outlining process and methodology for application. The final copy should incorporate feedback from the validation workshop.
7.RENUMERATION
Agreed rates will be based on prevailing market competitive rates and value for money. In full consideration of the services performed by the consultant under the terms of contract, Concern Worldwide shall pay the consultant fees upon satisfactory completion of the assignment.
The Consultant(s) is not an employee of Concern Worldwide or its affiliates, thus no benefits or compensation are provided as part of this agreement.
8.WORKING CONDITIONS
The consultancy will be carried out under the leadership and guidance of the Assistant Programme Manager-Education and the Project Officer-Community Empowerment. Supervision shall include conducting spot checks during the trainings to ensure proper content and techniques are used and that training is delivered to all the targeted participants on schedule.
The consultant will work independently using his/her own laptop and office space.
9.CONSULTANT’S PROFILE
a) A Master’s Degree in in social sciences, economics, business or relevant field
b) At least five (5) years relevant work experience in research and micro-economic analysis. Experience in market and value chain analysis is essential. Relevant experience in public private partnership in micro-enterprise development is desirable.
c) Academic, research, or consulting experience in youth employment planning and/or investment programming is highly preferred.
d) Excellent communication, reporting and editorial skills Ability to work in and/or lead a team of surveyors in Mogadis

PROGRAM SUMMARY:
Mercy Corps has been working in Somalia since 2006 and is implementing a variety of programs in many regions. Somalia faces continued political, climatic, and economic shocks and stresses, including recurrent drought and erratic rainfall, continued instability from numerous conflicts and limited government capacity to establish authority, ensure security and provide public services. These have led to extreme vulnerability and contribute to youth radicalization, children's malnutrition, and distressful poverty. Mercy Corps Integrated Humanitarian Programs use system approach to tackle these stresses and that increase resilience of Somali households and communities to recurrent shocks. Mercy Corps Integrated Humanitarian Programs include Economic Market Recovery Projects, durable solutions driven IDP/Refugee return programs, and social protection programs among others.
GENERAL POSITION SUMMARY:
The M&E Manager will support the management and implementation of all Mercy Corps Integrated Humanitarian Response Program activities including the monitoring and evaluation plan, monitoring the impact of interventions, and learning. The M&E Manager will provide leadership to the entire Integrated Humanitarian Response Program, including all sub-grantees, in developing program level M&E systems that enable clients and stakeholders to analyze and effectively represent program results in a synchronized manner. Ensure that monitoring systems meet the requirements of specific donors and reported with quality and evidences. Lead the process of conducting the Integrated Humanitarian Response Programs baselines, mid lines and end line surveys for impact level indicators and to continuously improve the different databases. In addition, the M & E Manager will be responsible for tracking and recording systems, working closely with program staff, partners and donors. He/She will establish the M&E system serving the needs of all programs. The system must be designed and maintained to harmonize program approaches of specific Integrated Humanitarian Response Program implementers with utility and program quality in mind, providing managers and their teams real time information that can steer specific program implementation as well as improve our ability to analyze and represent impact to donors, government, colleague agencies, and communities themselves. The system must include a variety of methodologies (both quantitative and qualitative) and also must engage communities. The Manager also produces regular reporting to specific donors and responds to information requests, and thereby works closely with the management and communication teams to ensure that program information is managed in a controlled and efficient manner. As such, this collaboration results in a positive program public image, and the design of a communication plan to build public, private and political support for implementing various reforms under this program.
ESSENTIAL JOB RESPONSIBILITIES:
Technical Leadership
  • Contribute to program design to ensure adherence to Mercy Corps' standards, including the use of standardized indicators and documentation methodologies.
  • Provide leadership and training in the development of M&E Plans, M&E tools, survey design, methodology, data analysis, and other services as may be required for the specific Integrated Humanitarian Response Program monitoring and evaluation.

Strategic Leadership
  • Provide leadership, in collaboration with the Integrated Humanitarian Response Programs Manager, Director, and the Country Director to offices and programs in all aspects of DM&E and information management.
  • Participates in the facilitation of country and sector-level strategic planning sessions, assisting in the development of the CO annual plans.
  • As a strategic leader, actively participate in management meetings and country-wide strategy sessions.
Representation
  • Identify, build and manage collaborative partnerships with consortium partners, sub-grantees, donors, local governments and other stakeholders.

KNOWLEDGE AND EXPERIENCE:
  • BA/S or equivalent in International Development or a related field required; coursework in research and evaluation methodologies and statistical analysis is preferred.
  • 3-5 years of active M&E work experience in development programming required; ideal candidate will have both theoretical and practical background in M&E and skilled in qualitative and quantitative M&E methodologies and techniques.
  • Proven ability to work productively with a variety of stakeholders to run participatory processes and meet tight deadlines with an emphasis on producing quality products.
  • Previous experience working on USAID/OFDA/ UN/EU-funded programs strongly preferred.

The M&E Manager will be based in Mogadishu, and support Integrated Humanitarian Response programs activities throughout the country. This is an unaccompanied post in a highly insecure environment. This position is eligible for Mercy Corps Somalia Hardship and R&R benefit.

National Gender and Humanitarian Accountability Coordinator

Background
The Danish Refugee Council (DRC) has been providing relief and development services in the Horn of Africa since 1997. Using a protection of human rights framework, DRC has mainly focused on Somalis who are displaced by conflict. Programmes include protection, livelihoods, Water and Environmental Sanitation, food and NFI distribution, Community Driven development and advocacy amongst others. There are five main programme offices in HOAY region, one in Yemen, one in Kenya, one in Ethiopia, the Somalia office and the regional office in Nairobi. There are also non- operational region-wide initiatives, focusing on advocacy and capacity building, which are supported from the Nairobi regional office.
Currently, DRC has over 300 staff in the region. The last 3 years have seen significant growth in programme size, but primarily there has been a growth in the number of support and management functions demanded and required by the programme offices, in order to maintain quality and accountability.
Key Responsibilities
This position will primarily focus on Humanitarian Accountability and Gender mainstreaming, training, reporting, documentation and advisory to senior management on the core subjects of Humanitarian accountability and Gender. It has significant working relationships and collaboration with Communications and Reporting Officer/s, sectoral Technical Managers, M&E Manager and Area Managers. In addition, the position will support a consistent integration of Gender and accountability principles and practices into all DRC Somalia programmes activities.
The key responsibilities include:
· Preparation and updating of humanitarian accountability policy documents and including plans, guidelines, reports and thematic papers.
· Focal point for developing accountability approaches within DRC Somalia and following up to ensure compliance with Humanitarian accountability guidelines and work plans.
· In consultation with the MEL manager, integrate humanitarian accountability and gender perspectives in proposals, reports, concept papers including frameworks and strategies of DRC program in Somalia.
· Train and induct all DRC staff on humanitarian accountability and how it relates to the work of each staff in the Somalia context
· Coordinate application and integration of gender issues and concerns into programme work.
· Provide support to accountability and gender focal points in the program areas and supervise the Management Information Systems (MIS) Coordinator in-charge of the beneficiary feedback mechanism.
· Track, analyze and document accountability and feedback/message trends in the Somalia programme integrating inputs from the analysis into program development and communications.
· Mobilize stakeholders in humanitarian and development work and pilot the accountability working group in Somalia with pilot in South Central Somalia.
· Represent DRC Somalia in accountability and gender forums in Somalia as required.
· Consolidate quarterly portfolios across the programmes and key lessons learnt across the programme.
· Prepare the programme key achievements with number of actual beneficiaries as per their respective sectors and update quarterly.
· Regularly monitor the functionality of and ensure up-to-date of SMS feedback system
· Develop gender profiles for the selected programmes such as for SomReP, ILDACS and DANIDA projects
· Conduct gender assessment in programme intervention DRC Somalia
· Any other role as delegated by the supervisor or SMT.
Mechanism:
· Organizing and moderating training workshops, discussions forums and meetings.
· Regular internal contact and communications with field team s and senior technical and management staff on project processes and areas of support.
· Desk work including documentation and dissemination of content related to the core areas of the function across the programme.
· Monitoring visits to project sites and offices
Reporting Arrangements
The National Gender and Humanitarian Accountability Coordinator will report to the Monitoring, Evaluation and Learning Manager for DRC Somalia and will supervise the MIS Coordinator.
General
Commitments: DRC/DDG has a Humanitarian Accountability Framework, outlining its global accountability committments. All staff are required to contribute to the achievement of this framework into the work of DRC/DDG.
Personal Specifications
Essential:
Required skills & education
· Minimum of Degree in International Development, Project Management/Development; Social Studies, completed, with substantial experience or training Information Technology.
· A minimum of 2 years- experience in a middle level management capacity in humanitarian or development programs with an orientation of Humanitarian Accountability and gender areas.
· Knowledge and experience in participatory approaches and tools for data collection, analysis, community planning, monitoring and evaluation.
· Proficiency in written and spoken English is required and proficiency in written and spoken Somali is preferred.
· Extensive and proven experience in engagement with diverse audiences using appropriate tools targeting (internally) beneficiaries, staff, senior managers and (externally) donors, general public and peer agencies in meetings, symposia or workshops.
· Experience in capacity building and in facilitating trainings.
· Good command of computer programs and applications.
· Strong interpersonal and communication skills, and demonstrated ability to establish effective working relations various stakeholders.
