PROGRAM OFFICER (PUNTLAND, 1 POSITION)

Job Purpose
The position is responsible for programme support in terms of implementation, follow- up and evaluation in respect of the Sub Programme within the framework of Diakonia’s steering documents. The person will work in close collaboration with the Program Coordinator, Country Manager and the Regional Office to facilitate seminars, workshops and trainings.
Key Responsibilities:
· Proactively work with donors to ensure that projects/programs have the necessary funds
· Provide partners and seniors with information on the program results and perspectives
· Encourage and keep contact and mutual enrichment between technical and financial partners.
· Ensure implementation and evaluation of projects and programs
· Allocate the necessary funds for the funding of partner’s projects
· Follow up and evaluation of projects done by partners
· Produce regular reports on the implementation of activities
· Identify and analyze developmental needs of the partners
· Analyze and evaluate auditor’s report and the evaluation presented by the suppliers and enterprises
· Control balanced integration in all the projects and programs and ensure their consideration in institutional plans
· Analyze projects and programs submitted by the partners and provide basic information for decision taking
· Be informed on adequate, existing themes, and the development programs on national and international plan.
· Implement payment to partners; update and file all documents of the partners’ projects
Key Skills and Educational Qualifications
· Bachelors degree in Social Sciences – Sociology, Development Studies, Law, Political Science or other relevant field of study.
· Post Graduate Diploma in Project Management and Monitoring and Evaluation.
· A minimum 3 years programme management experience in a busy multicultural Non Government Organisation is necessary.
· Demonstrated abilities for Monitoring and Evaluation
· Ability to plan, conduct and review trainings, workshops, seminars.
· Good interpersonal and attention to detail skills
· Analysis and report writing skills.
· Strong coordination and networking skills.
· Basic financial skills; and budgetary skills.
· Effective communication both oral and written English.Ability to meet strict deadlines is critical
