Purpose of the function
The Associate Country Director is responsible for the delivery of Oxfam Novib contribution of the Oxfam in the Somalia country strategy. Also the human resource management of the field office staff from Oxfam Novib is an important task. The Associate Country Director (ACD) of Oxfam Novib reports to the Country Director Somalia. The Associate Country Director is member of the Oxfam County Leadership Team.
Main tasks To ensure the delivery of Oxfam Novib contribution of the Oxfam in the Somalia country strategy 2011-2015, in accordance with Oxfam programme standards; As the programme team coordinator of Oxfam Novib in Somalia, to ensure the professional management of the Oxfam Novib programme and partner portfolio for the secured DGIS-funding in Somalia (approximately 2.2 mln euro per year) 2011-2015; To monitor the progress of the implementation of the Oxfam Novib programme strategy and approach including (the planning of) the evaluation and learning aspects, and to inform the Oxfam Country Director of risks, opportunities and changes; To ensure adherence to the Oxfam Novib policies and standards for programme,

programme management, partnership, finance and HR & staff Code of conduct, security guidelines and health & safety. To lead a team of programme & project officers on a day to day to basis, and to perform all HR tasks, such as work meetings, performance interviews, accepting reports of absence and recovery and passing them on to HR, meetings on frequent absence, co-ordinating and advising on the recruitment and selection procedure. To ensure the development of coherent programmatic approaches with partners in the areas of capacity building on food security, natural resources management, disaster risk reduction & humanitarian preparedness and response human rights & good governance & gender justice; To represent Oxfam Novib in the Oxfam Country Leadership Team; this governs the implementation of the Oxfam Joint Country Analysis and Strategy 2011-2015 for Somalia, and help shape Oxfam’s annual plan and reporting in country to its stakeholders; To ensure via the humanitarian programme coordinator, that Oxfam Novib leads meetings of the Oxfam humanitarian team in Somalia & ensure proper communications within this team and towards partners, and ensure Oxfam Novib leadership role in and after a crisis, in line with agreed standards, resulting in a the coordinated crisis and rehabilitation response of Oxfams and partners. As line manager of the humanitarian programme coordinator, to ensure the updating and/or rewrite, in line with agreed standards, the Oxfam International humanitarian contingency plan for Somalia, and promote coherence with those of the Government and other (multilateral) actors; (Because of the extensive restructuring process of ON, the line management of humanitarian staff might shift to Country Director).
What we are looking for: Experience with managing & building small teams in a multi-cultural setting. Experience in leading team in a transition period, change management and employee relations. Coaching leadership style and co-ordination skills; stimulate entrepreneurship and consolidate learning. Ability to work as both team coordinator, as well as independently and with entrepreneurial spirit, but in close collaboration with regional and headquarter staff and staff of other Oxfams. Networking skills and cultural and political sensitivity in maintaining a gamma of relationships. Demonstrable high-level communication skills and proficiency (in writing and narrative) in English. Dutch language skills are an advantage. Excellent writing skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences. Affinity with and at least 5 years experience in working with international and/or national civil society actors, and experience in capacity building; coaching and delivering training at an individual and group level. Sound understanding of Programme Cycle Management in emergencies and/or development environments.

Significant experience in managing donor contracts and fundraising activities, in particular from institutional donors, such as ECHO, DFID, AusAID, CIDA, SIDA, UN agencies etc. Strong numeracy and financial skills, particularly in developing budgets, financial management/monitoring and reporting. Experience of managing and developing a business plan for a field presence, managing donor contracts and relationships, delivering on obligations and a good awareness of donor requirements and priorities. Experience with humanitarian and long development practice, esp. related to food security, natural resource management, disaster risk reduction; or human rights, gender justice and good governance. Experience of working in a sometime less secure environment. Ability to be adaptable and flexible and prepared to travel to and work in crisis regions. Very good self management competencies, in particular the initiative and ability to work proactively to achieve concrete results, and ability to stimulate team work, ensure collective delivery of results. Knowledge of, working experience in the Horn of Africa region context is a prerequisite.
