The goal of the programme is to work towards a peaceful, secure and stable Somalia. The Fund addresses security, development and political drivers of conflict to support legitimate, viable governance structures that can make and enforce rules locally as well as addresses existing and emerging conflicts while minimizing the risk of future conflicts.
Position Purpose
The Programme Manager will provide the Team Leader with administrative, contractual, and financial management support and will have primary responsibility for liaising with the donor on all contractual matters. A multi-donor instrument historically supported by the UK, Netherlands, Denmark, Norway, Sweden, and the EU, SSF II offers donors a means to respond rapidly and flexibly within Somalia’s complex operating environment, integrate political and development interventions, and improve the coherence and impact of international support to promote stability. The fund invests in projects that are appropriate for the local context, work in close partnership with Somali organizations and build Somali capacity, and learn, adapt and innovate over time to deliver clear results and impact.
Key Responsibilities
•Providing operational and administrative support to programme
•Assisting in the review of scopes of work, programme reports, work plans, and ensuring quality of content
•Keeping track of programme’s up-coming due deliverables and reporting dates; helping track monthly financial reports

Basic Requirements
Qualifications: •At least 5 years of programme management experience in governance, with experience in Somalia or other fragile states.
•Programme management experience with DFID and multi-donor fund management
•Demonstrated experience with similarly complex projects involving coordination with multiple programs and partner institutions, including delivering at pace in conflict affected and fragile states, in political complex and high-risk environments, and managing demands from multiple stakeholders.
•Financial management, compliance, procurement and due diligence experience.
•Excellent communication and relationship management skills.
•Fluency in English.
•University degree required; Masters Degree in International Development, International Politics, Development Policy or related field preferred.

Key Responsibilities
•Develop programme’s overall M&E system, including decision on and definition of key indicators, targets and systems for measurement
•Assist partners to develop strong M&E systems that will allow accountability for programming to Pact and to the donor
•Provide training and mentoring support to partners and staff to ensure the implementation of strong M&E systems
•Collect, aggregate, analyze and visualize data for the project for reporting to Pact and to the donor
Basic Requirements
Qualifications: •A post-graduate degree in a relevant discipline, such as mathematics, business, statistics, or international relations
•At least seven years of experience designing and implementing monitoring and evaluating activities for complex programs in peacebuilding or governance in developing countries, with experience in Somalia or other fragile and conflict-affected states preferred
•Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of this project (e.g. service integration and performance against each result area)
•Demonstrated analytical skills to measure the outcomes of the project’s activities and support project supervision
•Strong writing and organizational skills for monitoring and reporting on program and program outcomes and impacts
•Professional level of oral and written fluency in English language

•Provide remote and in-person support to grantees following award to help them deliver their objectives, including frequent monitoring visits to partner sites.
•Collect, review and submit grantee-generated data for monthly and quarterly financial and programmatic reporting.
•Ensure individual grantee compliance with DFID guidelines.
•Verify and authorize all claims, ensuring that funds are claimed in accordance with agreed budgets.
•Support the development of budget amendments when required.
•Check and verify annual expenditure reports for all sub-grants against annual programmatic reports and in accordance with the terms of grant agreements.
•Support monitoring and evaluation of grantees against project objectives.
•Frequent travel within Somalia.
Basic Requirements

IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants. Context: Under the International Organization for Migration (IOM), Immigration and Border Management (IBM) programme has been undertaking various rehabilitations and construction work in Somalia. It is important for IOM to ensure contractors’ technical sound planning, execution of work according to the plans, approval for justifications for deviations and certification of work completed. To ensure this is done satisfactorily IOM wishes to recruit a local site supervisor with adequate building, civil and structural engineering qualifications to supervise the construction of the Immigration Headquarters in Garowe, Puntland. Core Functions / Responsibilities: Under the overall supervision of IOM chief of mission and direct supervision of IBM Project manager, in coordination with IOM project engineer in Nairobi and IBM Project Assistant in Garowe. IOM seeks to contract a suitably qualified individual (hereinafter local site supervisor) in order to assist IOM in direct supervision of construction work in Garowe, Puntland. The scope of work will include and not limited to: A. Bidding and Award of contract 1. Facilitate pre-bid conferences including site visit for prospective bidders. In carrying out the assignment, the site engineer shall undertake the following works: 1. Issue instructions to the contractor (s) and provide engineering supervision to the execution of works. 2. Ensure quality control through laboratory tests and other non-destructive tests at the expense of the contractor as may be required. 3. Make measurements of the work done as basis for facilitating payments to the contractor (s) at agreed stages of construction. Detailed measurements of the works shall however be recorded jointly with the Contractor and get the same verified by the site supervisor as duplicate record and shall be attached with the Contractor’s bills. 4. Issue variation orders to the contractor(s) with IOM’s approval too be reviewed by IOM Project Engineer 5. Prepare periodical progress reports whose nature and frequency will be determined by IOM Project Engineer and reviewed for submission to the Project Assistant and Project manager. Maintain estimate and comparative statement of project costs and submit reports to IOM promptly. 6. Facilitate regular site meetings between the main contractor and sub-contractors including crisis meetings to resolve issues arising. Minutes to be shared with IOM decision making and filing 7. In coordination with IOM Project Engineer, review and produce “As Built” drawings. 8. The site supervisor shall certify that works are executed as per approved design, drawings, standard specifications, technically sanctioned estimate and within the provisions of contract agreement for issuance of “certificate of practical completion”. 9. The site supervisor shall supervise the contractor in all matters concerning the environment and safety of the work and advise IOM on any problem arising in the construction work during its execution. 10. The site supervisor in consultation with IOM Project Engineer shall certify that the construction materials brought to site by the contractor(s) are in Page 3 / 5 accordance with the specifications and are tested as per standard practices. 11. The reports in respect of receipt and test of materials shall be submitted to IOM. 12. The site supervisor shall check systematically the progress of work according to the construction schedule of the agreement and shall submit monthly progress report in the prescribed form to IOM pointing out the deficiencies and suggest remedial measures. 13. The site supervisor shall certify the contractor’s running payments clearly indicating that the quality of work executed is according to the specifications, design, drawings, technically sanctioned estimate and contract agreement and make recommendations for payment to the contractor along with test reports. The engineer shall further be responsible for quality and quantity of works executed. 14. The site supervisor shall keep the record of daily inspection reports in the prescribed forms at the site office and submit it to the IOM on weekly basis. 15. The site supervisor shall carry out detailed final inspection of the work and shall recommend to the client for issuance of completion certificate stating that the work has been completed as per design, drawings, standard specifications and contract agreement. 16. One month prior to the expiry of completion period, the site engineer shall carry out a detailed final inspection of the work and submit a snag list report to the client pointing out the defects in the work, if any for rectification. 17. The site supervisor shall be responsible for getting all such defects rectified from the concerned contractor(s) and final payment of the contractor(s) recommended upon certification of the works. 18. IOM authorized representative may regularly visit the site for supervision of the site supervisor and the quality of work executed by the contractor and issue necessary instructions to the site supervisor or contractor(s) for proper execution of the work at site. 19. The site supervisor in coordination with IOM Project Engineer shall Plan, design and supervise the work of interior fittings as well as furnishing meeting the best standards. 20. Ensure adequate distribution of labour on site including skilled and unskilled labourers as well as availability of sufficient construction materials on site 21. Provide any additional technical advice to IOM that will help the successful completion of the project. D. Expected Outputs In order to ensure successful implementation and achievement of IOM objectives, the site supervisor is expected to achieve the following outputs and results: a) Provide on-site supervision of the construction works as per the building plans, such as site plan, floor plans, MEP layouts, civil works drawings and BOQ, in accordance with the needs of the clients and approved by appropriate authorities. Provision of written recommendations and clear justifications in selection. c) Regular monitoring of construction work and submission of written reports on the progress against the original Bills of Quantity, quality of work and issues identified. d) Coordination of construction work conducted successfully including communication of IOM concerns, if any, to the contractor(s) and the beneficiary institutions. The communication with external parties kept on file. e) Recommendations to IOM on any project variation orders for approvals f) Technical advices to IOM and contractors provided Required Qualifications and Experience Education a) Degree in Architecture, Civil and structural Engineering or building engineering and experience in urban development in insecure, or post conflict environments. b) Advanced University degree in Civil and structural engineering considered an advantage. POSITION SUMMARY:
The Logistics and Administration Officer will provide logistical support and administrative advice to Adeso operation areas, particularly in Nugal Region. This is a field based position and is directly managed by the Senior logistics & Procurement Officer. The Logistics and Administration Officer will be a full-time member of the Adeso team.
POSITION PURPOSE:
Adeso is seeking a qualified and committed individual to join its team as Logistics and Administration Officer. The primary role of the Logistics and Administration Officer will be to provide logistical and administrative support and advice to the project team during the project implementation period. The support role of the officer will be focused on, but not limited to, the Bari region of Somalia. The officer will also be expected to provide administration and logistical support to other regions where Adeso is operating on a needs basis.
SPECIFIC ROLES AND RESPONSIBILITIES:
Logistics:
  • Management of agency and rented vehicles, ensuring that all are safe and road-worthy, have proper on-board vehicle documentation, and separate vehicle files. The officer will carry out continuous tracking of vehicle log-sheets, monthly compilation and submission of log-sheets and will organize cleaning of vehicles;
  • Schedule vehicle use to meet programmatic and operational needs by maintaining vehicle movement board daily and managing vehicle request forms;
  • Oversee and ensure proper use of the vehicles by overseeing fuel consumption, purchase and tracking including coordination with gas station(s);
  • Organize regular service schedules for vehicles, maintain service schedule files and ensure major repairs are done in a timely manner by a professional mechanic;
  • Track vehicle expenses in accordance with the respective procurement policy and project budgets; file monthly vehicle consumables sheet for each vehicle separately;
  • Order and maintain stock of spare parts and consumables;
  • Coordinate with communications department to ensure regular vehicle communications and ensure security measures for vehicles such as parking, storage of keys, emergency supplies etc.;
  • Responsible for oversight of vehicle rentals including tracking of leases and payments;
  • Support programs with the required logistic information (costs, availability of products etc.).
Procurement:
  • Daily coordination of Adeso procurement activities and assisting office staff with procurement activities as required;
  • Procure requested program support items in a timely manner, ensuring that Adeso procurement procedures are followed;
  • Assist program and operations personnel in regular procurement planning meetings;
  • Assist staff as needed in creating clear and understandable purchase requests and other documentation;
  • Collect quotations and bids from vendors and prepare the required documentation of supplies and transactions in compliance with Adeso standards;
  • Prepare status reports on deliveries for procurement, logistics, office management and receipt of supplies;
  • Assist in the maintenance of thorough procurement files as outlined in the Adeso procurement policy;
  • Account for purchased items and coordinate with appropriate logistical and administrative staff members;
  • With full understanding of Adeso procurement policies and formats, assist as needed in training staff on these policies;
  • Keep records of and maintain contacts with suppliers and local repair/maintenance shops, conducting price comparisons among them in order to get the best deals.
Administration:
· In collaboration with the Program and Operation team, contribute in developing appropriate project planning and implementation mechanisms;
· Manage and update inventory and stock list in Adeso offices, stores/garage and program sites on monthly basis;
· Organize Adeso program and operations files and keep them updated as needed;
· Coordinate with the landlord of Adeso rented premises to ensure that buildings are well maintained and that leasing documents are in order;
· Support the administrative management of the projects, including financial, logistical and operational activities;
· Provide the Project Manager with logistical support in organizing project related workshops and meetings and any other necessary preparations;
· Coordinate with other staff members to ensure the offices, warehouses and field sites are adequately equipped and supplied;
· Maintain the guards, SPU and drivers schedule for the office/guesthouse and field related trips;
· Participate in hiring and disciplinary measures for drivers; manage drivers’ leave schedules ensuring smooth operation of the fleet and coordinate with Human Resources to ensure proper tracking of drivers’ HR files;
· Ensure that the Adeso logistics systems, procedures and working practices are adhered to;
· Keep a proper record of quotations (eventually tenders), requisitions, purchase order forms, goods received notes, receipts, waybills, and all other documents;
· Ensure that the proper administrative procedures and standards for requisition follow-up, purchasing, stock-keeping and dispatch are followed;
· Inform staff about security situations in the area, coordinate with local authorities and other agencies on security related issues and provide appropriate advice to the staff and in particular, the management team;
· Maintain project documents and information with confidentiality, ensuring that all records pertaining to the project are properly completed and stored in a secure place;
· In cooperation with the Regional Security Manager, regularly review the security situation of all Adeso offices, evacuation plans, security instructions and any other contingency planning that may be necessary;
· Ensure incident and accident reporting is conducted as necessary. This includes completion of incident report forms, informing necessary actors and maintaining incident report files. Meet regularly with head of office to share necessary information;
· Training/orientation of staff: Ensure orientation of new international staff is completed during first month of arrival in Somalia;
· Provide regular briefings/trainings to national staff on preventative security measures and conduct in Adeso office;
· Ensure that all necessary measures are taken to provide Adeso employees with a safe working environment as detailed in existing guidelines – the Logistics and Administration Officer will be responsible for fire regulations and procedures of acceptance of visitors and vehicles to Adeso compound;.
· Produce regular bi-weekly written reports in English and Somali on the security situation in project sites based on the current information available from other agencies like NSP, Adeso’s other offices, media and other sources;
· Monitor local and national news (radio, television and print) and translate appropriate information in daily updates.
Others:
· Understand and adhere to Adeso established policies and procedures for administration, finance, procurement, safety and security management;
· Other duties as assigned.
SKILLS AND QUALIFICATIONS:
· Undergraduate degree, preferably in Logistics Procurement, Supply Chain Management, Business/Public Administration or Diploma;
· A minimum of two years professional experience, preferable in Logistics, Supply Chain Management and Administration;
· The candidate must be able to manage several tasks simultaneously and be flexible and willing to assume a range of unanticipated assignments;

Purpose of the function
The Associate Country Director is responsible for the delivery of Oxfam Novib contribution of the Oxfam in the Somalia country strategy. Also the human resource management of the field office staff from Oxfam Novib is an important task. The Associate Country Director (ACD) of Oxfam Novib reports to the Country Director Somalia. The Associate Country Director is member of the Oxfam County Leadership Team.
Main tasks To ensure the delivery of Oxfam Novib contribution of the Oxfam in the Somalia country strategy 2011-2015, in accordance with Oxfam programme standards; As the programme team coordinator of Oxfam Novib in Somalia, to ensure the professional management of the Oxfam Novib programme and partner portfolio for the secured DGIS-funding in Somalia (approximately 2.2 mln euro per year) 2011-2015; To monitor the progress of the implementation of the Oxfam Novib programme strategy and approach including (the planning of) the evaluation and learning aspects, and to inform the Oxfam Country Director of risks, opportunities and changes; To ensure adherence to the Oxfam Novib policies and standards for programme,

programme management, partnership, finance and HR & staff Code of conduct, security guidelines and health & safety. To lead a team of programme & project officers on a day to day to basis, and to perform all HR tasks, such as work meetings, performance interviews, accepting reports of absence and recovery and passing them on to HR, meetings on frequent absence, co-ordinating and advising on the recruitment and selection procedure. To ensure the development of coherent programmatic approaches with partners in the areas of capacity building on food security, natural resources management, disaster risk reduction & humanitarian preparedness and response human rights & good governance & gender justice; To represent Oxfam Novib in the Oxfam Country Leadership Team; this governs the implementation of the Oxfam Joint Country Analysis and Strategy 2011-2015 for Somalia, and help shape Oxfam’s annual plan and reporting in country to its stakeholders; To ensure via the humanitarian programme coordinator, that Oxfam Novib leads meetings of the Oxfam humanitarian team in Somalia & ensure proper communications within this team and towards partners, and ensure Oxfam Novib leadership role in and after a crisis, in line with agreed standards, resulting in a the coordinated crisis and rehabilitation response of Oxfams and partners. As line manager of the humanitarian programme coordinator, to ensure the updating and/or rewrite, in line with agreed standards, the Oxfam International humanitarian contingency plan for Somalia, and promote coherence with those of the Government and other (multilateral) actors; (Because of the extensive restructuring process of ON, the line management of humanitarian staff might shift to Country Director).
What we are looking for: Experience with managing & building small teams in a multi-cultural setting. Experience in leading team in a transition period, change management and employee relations. Coaching leadership style and co-ordination skills; stimulate entrepreneurship and consolidate learning. Ability to work as both team coordinator, as well as independently and with entrepreneurial spirit, but in close collaboration with regional and headquarter staff and staff of other Oxfams. Networking skills and cultural and political sensitivity in maintaining a gamma of relationships. Demonstrable high-level communication skills and proficiency (in writing and narrative) in English. Dutch language skills are an advantage. Excellent writing skills with proven ability to develop and present proposals and donor reports, for both internal and external audiences. Affinity with and at least 5 years experience in working with international and/or national civil society actors, and experience in capacity building; coaching and delivering training at an individual and group level. Sound understanding of Programme Cycle Management in emergencies and/or development environments.

Significant experience in managing donor contracts and fundraising activities, in particular from institutional donors, such as ECHO, DFID, AusAID, CIDA, SIDA, UN agencies etc. Strong numeracy and financial skills, particularly in developing budgets, financial management/monitoring and reporting. Experience of managing and developing a business plan for a field presence, managing donor contracts and relationships, delivering on obligations and a good awareness of donor requirements and priorities. Experience with humanitarian and long development practice, esp. related to food security, natural resource management, disaster risk reduction; or human rights, gender justice and good governance. Experience of working in a sometime less secure environment. Ability to be adaptable and flexible and prepared to travel to and work in crisis regions. Very good self management competencies, in particular the initiative and ability to work proactively to achieve concrete results, and ability to stimulate team work, ensure collective delivery of results. Knowledge of, working experience in the Horn of Africa region context is a prerequisite.

COMMUNITY MOBILISER

The Community mobiliser shall be responsible for planning, implementing and supervising all activities of the project including mobilization and registration of beneficiaries as well as resolving work related community conflicts to ensure smooth implementation of project activities.

Specific Responsibilities:

· Help plan and carry out needs assessments, baseline studies and periodic studies, and feedback findings to stakeholders.
· Participatory selection of beneficiary communities (villages and households);
· Selection of beneficiaries for specific project activities
· Community liaison functions including negotiations for MoUs and monitoring
· Assist the community set up beneficiary representative committees or strengthen the existing ones with a clear mandate on how to partner in implementation of the project.
· Engage community labour and skills in the construction of the relevant infrastructure and facilities in collaboration with other stake holders to promote ownership.
· Shall attend to other duties as may be assigned by the Project Manager
Qualifications & requirements
· Degree in social studies or community development or other closely related disciplines.
· Four years strong experience of working with recognized NGOs on participatory approaches in Somalia or similar context elsewhere Good knowledge of written and spoken English which is used for reporting;
· Able to work in teams, facilitate people to express themselves and being tolerant.
· Ready to follow COOPI rules and committed to project objectives;
· Able to use a computer especially Microsoft office packages.
· Neutrality and willing to work with all clans in Somalia;
· Prepared to work in field harsh conditions
· Experience in community development and is conversant with mobilization and project management skills.
· Must be computer literate and especially be able to use Microsoft office packages.
· Ability to speak Somali language.
