In Garowe/Puntland CCM (in partnership and funded by UNOPS) is supporting Garowe General Hospital since 2010, by contributing to the payment of its recurrent costs, procuring drugs and supplies and providing continuous technical support to the hospital management. In 2014 (in Partnership and funded by UNFPA and PLMOH) CCM is implementing the project:****Expanding and enhancing the quality and integration of CEmONC services in Garowe (Nugaal Region – Puntland).****The proposed action intends contributing to the expansion, integration and enhancement of CEmONC services in Garowe, serving Nugaal Region population

Objectives and general characteristics
  • Caring for patients before, during and immediately following a surgical or medical procedure by administering appropriate anesthesia;
  • Monitoring the patient for reactions and complications and respond accordingly, in coordination with the surgical and medical team;
  • Ensuring comfort and management of pain;
  • Collaborating with CCM project team for the timely and effective implementation of project activities.
Reports to:Medical Coordinator in Garowe (MC)
Areas of responsibility
· Meet with the patient prior to the procedure to evaluate his/her condition and review his/her medical history;
· Inform the patient about the procedure s/he will undertake, its potential risks and adverse effects, and outcome;
· Timely prepare the patients scheduled for procedure, in close coordination and collaboration with the surgical team;
· Carefully monitor the patient's vital signs and comfort and make the appropriate adjustments in anesthesia, throughout the surgical procedure;
· Responsible for administering anesthesia and monitoring the patient before, during and after the procedure;
· Promptly and adequately manage any possible post operation pains;
· Make sure all necessary equipment and medications are in place and ready to use;
· Give written instructions concerning each patient to the nurse in the post op room and closely supervise their timely and correct application;
· Assess training needs of the staff of OT/Surgical department and propose a training plan to the MC;
· Continuous supportive supervision of the OT/Surgical department and daily on the job coaching of the staff;
· Discuss with the MC issues of concern as they arise, to ensure the identification and application of feasible corrective measures;
· Write monthly reports on project activities as per CCM template;
· Ensure data collection, compilation, analysis and reporting according to MoH tools and schedule, and in line with CCM procedures
Requirements:
· Relevant BSC and/or academic qualification in Nursing and Anaesthesia;
· At least 5 years of relevant work experience in a hospital set-up, carrying out Anaesthetist responsibilities;
· At least 2 years of relevant work experience in remote and disadvantaged settings;
· Fluent in both oral and written English;
· Basic IT skills;
· Flexibility and willingness to work in remote areas;
· Comfortable working in a multicultural team;
· Teamwork inclination
Additional preferable qualifications:
· Trainings on Anaesthesia related topics;
· Previous work experience with an INGO;
· Previous experience as a trainer;

The Cluster is responsible to administer, provide support and oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with our clients rules and regulations. It is headed by the Cluster Chief who has the overall authority and accountability for the performance of the Mine Action Cluster on behalf of its clients.
Somalia Mine Action supports mine and explosive remnants of war (ERW) clearance activities, awareness programming, contamination survey and coordination for mine action activities throughout Somalia. Somalia Mine Action works closely with other UN Agencies, local communities and humanitarian and development actors to ensure a sustainable and effective response to explosive contamination in Somalia, with priority on improving the lives of people living in affected communities, and ensuring national capacity development for a long term solution to the problem. In Somaliland and Puntland, capacity development has been carried out for the Somaliland Mine Action Centre SMAC, the Police EOD, the Puntland Mine Action Centre and the Puntland EOD. The Programme has an office in Nairobi to provide managerial and support functions for the Regional Offices in Somalia.
GENERAL FUNCTIONS
Reporting to the IMSMA Officer and working with our clients program & projects and various UN and International counter parts, specifically the national mine and ERW institutions, the IMSMA Associate will be responsible to the IMSMA Office for all aspects of Mine Action Information quality assurance, data entry and GIS. She/he will provide support to the IMSMA Officer in all aspects of Mine Action data collection and dissemination. She/he will produce high quality maps on demand using satellite imagery, topographical data and mine action information in support of their operations:
IM Responsibilities:
· Responsible for verification and recording of all field data from implementers into the IMSMA database.
· Perform quality assurance on reported data before data entry.
· Carry out quality checks during and after data entry.
· Produce statistics and reports from the Mine Action data.
· Assist in creation and maintenance of comprehensive soft and hard archive system.
· Update both soft and hard archives on weekly basis.
· Create photo catalogue from received photos from mine action activities.
· Regularly review and update IMSMA forms as per the need of field activities.

GIS Responsibilities:

Baseline study for the “ Resilience in the Horn” program

1. PROJECT BACKGROUND AND CONTEXT:
The Resilience in the Horn program is a multi-country program funded by the Dutch Ministry of Foreign Affairs through CARE Netherlands and implemented by CARE Somalia and CARE Sudan, with a cross-country learning component managed by CARE Regional Office. In Somalia, the program has three outcomes as; Improved food security for 4,720 women and youth in 4 communities (Banadir, Nugaal, Bari and Karkaar regions) through diversified livelihoods and access to healthy nutrition; Sustainable (re) integration of 450 returnee households and 300 IDP households in 5 communities in Somalia; and improved community governance and sustainable use of water resources in 3 communities (Nugaal, Bari and Karkaar regions) in Somalia.
In September 2014, CARE Netherlands hired an international lead consultant who conducted the first phase of the study and developed M and E Plan which will guide the second phase of the study. CARE Somalia seeks to hire a national consultant to conduct the second phase of the baseline study in order to get an accurate benchmark data for the project.
  1. Overall objective:
The overall objective of the baseline study is to provide accurate baseline information as benchmarks against which progress of achievement, as well as, impact effectiveness and efficiency can be measured for the project. The baseline will be the foundation for the monitoring and evaluation of the program.
The focus of the baseline study is on two project outcomes i.e. outcome one which is on food security specifically on VSLA and apprenticeship and outcome three focusing on governance and water resources management.
  1. Specific objective of the study
The Specific objectives for the study are;
  • Determine the baseline status on outcome one and three as provided in the program’s logi frame
  • Track a selected number of beneficiaries under VSLA and apprenticeship and WASH committees in Bosaaso, Garowe and Qardho and to measure and determine progress made for the first year of implementation in those specific activities (VSLA and apprenticeship). The sample size of the beneficiary group to be tracked will be discussed with the selected consultant
  • Indicate which indicators will contribute to the cross-cutting themes mentioned in the proposal: gender, peace - building, partnership, and Disaster risk reduction (DRR)
4. SCOPE OF WORK – AND KEY TASK/ACTIVITIES TO BE UNDERTAKEN:
The baseline study will be undertaken in Bosaaso, Garowe and Qardho districts of Puntland Somalia. Review of existing secondary information and reports relevant to the project will be done. This will provide an analysis and discussion of facts and data within the assignment context
Key task/activities to be undertaken
  • Conduct the assignment in two phases i.e. the first phase in February 2015 and the second phase in December 2015
  • Conduct desk reviews of secondary information and project documents including meetings with key project staff of CARE and partners
  • Use the questionnaire developed by the lead consultant and modify if necessary
  • Develop data collection methodology and with the support of CARE field staff translate study questionnaires translate into Somali
  • With support from CARE field staff, translate and test the questionnaire mainly in section: (a) Livelihood (b) Apprenticeship (c) Income generation activity (IGA) (d) VSLA (e) integration (f) consumption Coping strategy Response index.
  • Train enumerators who will pre-test the data collection tools.
  • Data processing (data entry, validation and analysis);
  • Report writing and presentation of findings and recommendations to CARE
  • Finalize the study report, including a summary report for beneficiary communities.
5.METHODOLOGY:
The study design should entail a holistic assessment, comprising both the qualitative and quantitative components designed to capture the relevant data. The consultant and his/her team are expected to use different assessment tools, comprising of primary data collection (through qualitative and quantitative household survey questionnaires) and secondary data review and literature survey.
6. KEY DELIVERABLES:
ü Work plan and data collection methodology, including translated data collection tools for all the parameters to be measured
ü Final data collection tools incorporating feedback from CARE
ü Briefings/Debriefings: Provide regular feedback/briefs to CARE key staff. The consultant will report his/her preliminary findings to the Monitoring and Accountability Advisor (M&A) Advisor and programme coordinators
ü Draft report in English: The consultant is expected to produce a draft report not exceeding 20 pages in length (excluding annexes) identifying key findings, conclusions, recommendations and lessons learnt. The report will include:
Executive Summary (max. 2 pages)
o Introduction.
o Methodology, including sampling.
o Analysis and findings of the study.
o Conclusions, recommendations and best practices.
o Annexes
ü Relevant maps and photographs of the study areas

7. DURATION OF THE ASSIGNMENT:
The assignment will be done in 2 phases as shown in the table below. The proposed total duration of the assignment will be 28 working days after signing of contract. Days are inclusive of travelling days, fieldwork and reporting. The first survey is tentatively planned to take place from Feb 02- to 19 Feb 2015 and should be finalized by end of February 2015.

  • Advanced university degree in Social Sciences, development studies, humanitarian assistance or any other related field with a minimum of 5 years of experience.
  • Good knowledge and experience in survey design, implementation of baseline studies and evaluations and statistical data analysis for development/humanitarian projects. Previous experience in market related studies will be an added advantage
  • Experience in using participatory methods in data collection and analysis.
  • Fluency (written and verbal) in English and Somali

OVERVIEW OF THE POSITION
Organizational Context
The five UN agencies of the UN Joint Programme for Local Governance and Decentralized Service Delivery (JPLG) phase II 2013-2017, supports Local State and Governments, the Federal government of Somalia, as well as civil society and private sector to promote improvements in local governance quality; which will contribute to peace consolidation, development and equitable service delivery for the citizens of Somalia. JPLG II builds on the successes of the first phase (2008-2012) of the joint programme and seeks to support Somalia to expand decentralized service delivery through 1) strengthening policy and legislative frameworks; 2) developing capacity of local government and; 3) improving decentralized service delivery. JPLG II is in line with the New Deal development cooperation framework as well as the United Nations’ Integrated Strategic Framework for Somalia (2014). The joint programme also aligns its support to the Somali Compact, including the Special Arrangement for Somaliland, and has a special focus on the Somali Peace and Statebuilding Goals (PSG) 1, 4 and 5.
The second phase of JPLG focuses on formulation and rolling out the decentralization policies (2014) and institutionalization of local governance systems and tools which were developed in the first phase of the programme. JPLG supports the Ministry of Interior and Federal Affairs (MIFA), Federal State Ministries of Interior as well as target districts through institutional and organizational reform, technical advice and material support to help local governments to improve their functions as service providers, increase public investment in basic services, and strengthen civic awareness and participation in local decision-making and development.
In 2013 a capacity development strategy was drafted and agreed upon by all parties of the programme. The strategy details key steps for scaling up and standardizing capacity development for LG. Key principles highlighted in the capacity development strategy is that the process should be nationally owned and nationally led and should be informed by lessons learnt from past experiences and supported by a political commitment from key stakeholders. Uniform training modules for core functions of LG should be promoted by the MIFA and MOI at federal state level.
The establishment of a Local Government Institute (LGI) which will provide training to local government employees on government approved standardized modules for local governance is central to advance capacity development and promote harmonized practices of good governance. Based on the interest and commitment to establish a LGI a feasibility study was also conducted with the support of JPLG. The feasibility study reviewed different models and potential organizational structures, and recommended to have one LGI structure based in Mogadishu with satellite institutes at federal state capital level, providing the State have interest, commitment and capacity.
Objectives of the assignment
The main objective of the assignment is to support the Ministry of Interior and Federal Affairs (MIFA), and the Federal Member States of Somalia, including Puntland and South West State, to establish a Local Government Institute, through crafting terms of reference for the LGI, detailing roles, responsibilities, legal status, mandate, curriculum, partnership as well as operating modalities and support the first phase of training of LG employees.
GENERAL FUNCTIONS
Scope of work
The consultant will work closely with MIFA, Federal Member States (including Puntland, South West State and Interim State of Jubbaland) as well as in collaboration with Municipality of Mogadishu and selected districts to develop and implement the structure for a LGI, building on the Capacity Development Strategy (2013) and the recent Feasibility study (2014/5).
The international expert will serve as the lead technical expert on institutional capacity development for local government. S/he is expected to work in line with the Capacity Development Strategy (2013) and the Feasibility Study (2014/5) and work closely with national consultants and government focal persons assigned to work on the establishment of the LGI of Somalia.
The international consultant will ensure that the LGI develops and agrees on clear work plans, budgets, staffing and an agreed LG curriculum. The LGI should serve as the reference institution for capacity development on LG core functions, accredited by the government and may have clearly defined partnerships with other institutions higher learning and local government capacity building institutions to deliver high quality trainings. The curriculum should be based on already existing tools and training modules on core functions of LG Including modules on the core functions (PEM), contracted I/NGOs training on specific skills and knowledge acquisition, training provided through local training
institutions/universities, training through software packages in (BIMS and AIMS), Self-instructional manuals on core functions, short-term trainings for staff, mayors and councilors roles and responsibilities, provision of technical advisors and consultants in Ministries and LG and potentially study tours.
· In collaboration with the national stakeholders the international consultant is expected to develop an implementation plan for the LGI, including timing of meetings, consultations, drafting, and the first phase of trainings conducted
· Develop Terms of reference for the LGI detailing roles, responsibilities, legal status, mandate, curriculum, partnership as well as operating modalities.
· Provide technical support throughout the roll out of the LGI implementation plan
· Develop and support the first phase of training of LG employees in collaboration with the national consultants and government focal persons.
· The above should be delivered through regular consultation with MIFA, Federal Member States, Municipality of Mogadishu, selected district and JPLG agencies. The outcome of key consultations should be documented in reports made available to JPLG and the government counterparts.
Monitoring and Progress controls
The individual contractor is accountable to JPLG and will work under supervision of the JPLG Project Manager in close coordination with the JPLG team. Discussion of issues and challenges shall be done in a transparent manner, under the guidance of our client. A work plan for the consultancy will be developed and agreed to no later than three days after the start of the assignment. Evaluation of the contract will be made against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.

ESSENTIAL EXPERIENCE
Education
· Advanced university degree in Public administration, Public finance , Development administration, Policy sciences, and Education to gather with at least 10 years of relevant experience in managing such institutional capacity building and training assignments in fragile/post conflict countries such as Somalia
Work Experience
· Sound understanding of the political and development context of Somalia;.
· Good understanding and proven record of analytical work on public service reform and policy, government planning and budgeting processes (e.g., public expenditure management, government accounting system, among others), participatory local governance, community participation, and capacity building;
· Technical and professional expertise in designing, implementing and evaluating public sector reform programme, especially on government planning and budgeting, in post conflict and fragile states;

Presently at construction phase, build of the facilities and installation of plant and equipment for Phase 1 is scheduled to be complete around April 2015.
The Village development is scheduled to be constructed in 3 phases.
The Head Housekeeper will be based in Mogadishu, accommodated in a secure camp which although basic is nevertheless safe, clean and well serviced including internet, television and three meals per day. The Head Housekeeper will be provided with a mobile phone.
GENERAL FUNCTIONS
In this camp, our client provides lodging facilities, dining room services, recreational and leisure amenities to over 100 residents in state of the art containerized rooms and permanent structure Kitchen and Dining Room.
The Head Housekeeper will lead the team of Room and Laundry Stewards. The successful Candidate will be responsible for preparing the day-to-day Cleaning rosters and services in the Accommodation and Laundry facilities. The Head Housekeeper will be responsible for monitoring the quality of the Cleaning and Laundry service and for making sure that their outlets perform well. The most important part of the job is achieving good quality at low cost and maintaining high standards of hygiene and customer satisfaction.
It is the responsibility of the head housekeeper to ensure that every detail is attended to and whether cleaning or repairs are required. Responsibility for replacing damaged items is also part of the head housekeeper jobs remit.
A key aspect to the role will be to supervise staff and ensure high standard of Hygiene. Ensuring Rooms are maintained at a high level and that Laundry services are provided in a timely and professional standard.
Head housekeeper jobs work unsocial hours as accommodation needs to be available 24 hours a day. They must be prepared to start work early and work at night if required.
Duties:
· Dealing with suppliers of linen, cleaning materials and guest supplies, such as soap, shampoo, etc.
· Controlling supply costs, as well as laundry, maintenance and wages
· Scheduling staff Rota’s
· Overseeing stock takes, budgets and other paperwork, such as maintenance reports and safety audits
· Ensuring lost property is kept safely and returned to its owner
· overseeing supervisors and linen room and cleaning supplies staff
· Conduct cleaning duties in the absence of staff due to security situation or in case of high influx of guests
ESSENTIAL EXPERIENCE
Education
· High School Diploma or equivalent
Work Experience
· At least five (5) years of Hotel Cleaning supervisory experience
· Working knowledge of Room Cleaning and Laundry systems and procedures.
· Demonstrate an ability to execute and deliver, managed Cleaning service teams in complex environments.
· Great people management skills and labor relations experience.
· Excellent customers and clients relationship skills.
Languages:
· Good knowledge of written and spoken English. An understanding of Somali and Kiswahili will be helpful.
