Background
Danish Demining Group (DDG) is a part of Danish Refugee Council (DRC). DDG has operated in Somaliland since 1999 and in South Central Somalia since 2007 clearing mines and other explosive remnants of war. Our programme has since grown to include other aspects of Armed Violence Reduction, namely:
· Strengthening local institutions and enhancing local capacity for addressing safety needs
· Addressing immediate threats to life and limbs by explosive remnants of war
· Addressing small arms as a tool of violence
· Building capacity for conflict management and peace
· Strengthening relationships between security providers and communities
The programme is rooted in a participatory process, where DDG assists target communities to assess their safety and security situation, define and prioritize their safety and security needs and identify resources to address these needs (Community Safety). At times this requires construction or refurbishment of facilities at community and district level, typically police posts, armouries meeting halls, feeder roads or court houses.
Overall Objectives
The Danwaadag Construction Officer will be recruited for eight months with possibility of extension to support construction projects in the sections and the town of Biadoa. He will prepare designs and site plans for all construction projects proposed by the community for Danwadaag Project. He will support the sections and town level task forces to undertake construction projects in a way that satisfies good quality standards. He will be abided by the DRC Code of Conduct and the DDG Community Safety Operational Guidelines.
Responsibilities and Tasks
To achieve the overall objectives, the construction Officer will perform the following tasks and undertake the following responsibilities:
· Undertake site assessment to get necessary information for preparing of site plans
· Support Task Forces in their site selection so that the sites selected are appropriate for the purposed work
· Support the Project in the preparation of site plans and design using appropriate (CAD) software
· Assess whether the construction projects have any negative effect on the environment and how best way to reduce the negative environmental impact.
· Support in the preparation of bill of quantity and technical specification of the projects for advertisement
· Provide necessary technical support to the Task Forces when preparing bid documents and requirements
· Work closely with the section Task Forces and Town Task Force in monitoring construction activity
· Supervise construction activity on regular basis and share findings with the Task Forces and Danwadaag Project
· Support the Task Forces to better understand their duties and responsibility in the contractual agreement with the contractors
· Supervise the construction activities and verify the payment requested being proportional to work accomplished
· Develop and maintain close networks with the Task Forces so that they perform their responsibilities effectively
· Train the Task forces member on bidding process and construction monitoring
· Assess the status of the feeder roads that selected by the Task Forces.
· Identify the need for materials such as stones , water, and gravel for each feeder road in the section
· Plan the feeder road distance that will be rehabilitated in each section
· Support the Task Forces and Community Facilitators in measuring work perfumed by the community labourers in the Cash for Work
· Guide the skilled labourers in the rehabilitation of feeder roads in the sections
· Assess the work performance of the community labourers in each section and provide recommendations to the assistant engineer and the project manager on areas to improve to meet the set objective
· Supervise feeder road construction and submit report with the recommendations to the field coordinator and the project manager
Reporting Arrangements
The Construction Officer will report to the Construction Manager.
Qualification requirements
· Degree in education qualification in the field of construction and civil engineering
· Ability to use computer packages such as MS word, MS Excel etc and CAD based drawing software
· At least two years of work experience in the construction sector
· Ability to work well under pressure and in adverse conditions
· Local knowledge is asset
· Fluent in written and spoken English and Somali languages
Conditions
Availability: 20th February 2015
Duty station: The duty station for this position will be DDG Office in Baidoa, Somalia.
Contract: This contract is for 8 months.Salary and other conditions will be in accordance with the Danish Deming Group’s Terms of Employment for National Staff recruited by the Somalia Country Programme.
